Dr. Staffan Lindberg has also helped greatly, stemming from before he was on the committee, and has provided advice ranging from research design and conceptualization, to SPSS and other technicalities; Professors Hozic and Barkin were always ready to lend a listening ear to any problems that came up, offering creative solutions to seemingly intractable problems; Dr. Leonardo Villalón for being so accommodating to step in at the last minute and Dr. Brenda Chalfin for getting the ball rolling by arranging weekly meetings with me where I delivered chapters. I also wish to thank Dr. Ken Mease, who although not a committee member nevertheless was always willing to sacrifice his time, showing me new and interesting ways in which to analyze sheets of incomprehensible data. Special thanks also go to my adopted Aunt, 4 Dr. Barbara McDade who has been an instrumental part of my life and family since my arrival in Gainesville. I am indebted to my able team of student research assistants: Yujin Cho, Chelsea Hansen and Elyssa Tannenbaum, without whose able help, nimble fingers and attention to detail, the data would not have been entered, so that statistical analysis could commence. They also provided interesting insights into the data. Comparativists always owe a debt of gratitude to those who generously open up their doors, homes and hearts to enquiring strangers, nosily trying to find out as much as they can. I would like to thank the community members of the chiefdoms in which research was conducted for their patience in responding to long questionnaires that probed various aspects of their life. Despite the length of the surveys and the tediousness of some questions, they were always gracious and allowed me the privilege of entering their lives and learning from them. Thanks also to the community-based data collectors that assisted in this endeavor. I am grateful to a number of Sierra Leonean heads of various local civil society organizations as well as university professors that took time out to speak with me. Abstract1 In this manuscript, a companion to Acemoglu, Reed and Robinson (2013), we provide a detailed history of Paramount Chieftaincies of Sierra Leone. British colonialism transformed society in the country in 1896 by empowering a set of Paramount Chiefs as the sole authority of local government in the newly created Sierra Leone Protectorate. Only individuals from the designated \ruling families" of a chieftaincy are eligible to become Paramount Chiefs. In 2011, we conducted a survey in of \encyclopedias" (the name given in Sierra Leone to elders who preserve the oral history of the chieftaincy) and the elders in all of the ruling families of all 149 chieftaincies. Contemporary chiefs are current up to May 2011. We used the survey to re- construct the history of the chieftaincy, and each family for as far back as our informants could recall. We then used archives of the Sierra Leone National Archive at Fourah Bay College, as well as Provincial Secretary archives in Kenema, the National Archives in London and available secondary sources to cross-check the results of our survey whenever possible. Introduction It is frequently asserted that effective disarmament demobilisation and reintegration (DDR) in conflict-afflicted states can help reduce the chances of conflicts resuming and act as a platform for economic, political and social development. This follows the steadily growing importance attached to DDR as an instrument of conflict management and human development. Given the fact that many of these programmes take place in some of the world’s poorest countries, it thus makes sense to ask whether such programmes have arrested human insecurity through related programming, or, duly, established a receptive environment in which development can flourish. The literature is full of ‘lessons-learned’ assessments which attempt to chart the factors that account for the success (or failure) of a given DDR programme. Few assessments have in fact been made of these broader dimensions. This paper seeks to fill that gap. At the macro-level, and with some justification, Sierra Leone’s DDR process is widely regarded as a success story, and elements of the Sierra Leone ‘model’ are being replicated in neighbouring Liberia, in Burundi, and now as far away as Haiti. A total of 72,490 combatants were disarmed and 71,043 demobilised, and 63,545 former combatants participated in the reintegration segment, including 6,845 child soldiers. Participation rates in the DDR programme were high and peace has been maintained in the six years since the war came to an end.
