We present the report for the work of Tulip Foun- dation in 2014 – another year with various chal- lenges, new initiatives, and achievements. That was the tenth year since the establishment of the organisation.

We succeeded in many things, we continue to strive to achieve other goals and we are looking for new cooperating partners.

Tulip Foundation organised a meeting of the Social Impact Analysis group in Bulgaria which took place on 12 December 2014 with the participation of some 20 representatives of various civil and granting organisations. A special guest was Ruth Whateley, Interna- tional Networks Director atSocial Impact An- alysts Association / Social Value Internation- al. She was in Bulgaria for the annual confer- ence of the Bulgarian Donor‟s Forum where she spoke about “Measuring social impact - mission possible and necessary”. Ruth met the Bulgarian colleagues, shared her experience at SIAA with country impact groups and presented a few examples from different countries.

The participants shared their understanding that analysis and communication of social impact is crucially important along with eval- uation of concrete projects and programmes. The Bulgarian social impact analysis group was created in June 2013 as forum for shar- ing of information and practices which would cooperate with SIAA. The social impact

Tulip Foundation supports the campaign “Opening doors for Europe’s Children”

Tulip Foundation actively supports the cam- paign “Opening doors for Europe‟s Children” of Eurochild and Hope and Homes for Chil- dren, aimed at reforming the institutional childcare in Europe. The initiative is implemented both at EU and national level in partnership with organisa- tions from 12 European countries including Bosnia and Herzegovina, Bulgaria, Estonia, Greece, Hungary, Latvia, Lithuania, Moldova, Poland, Romania, Serbia and Ukraine. The National Network for Children is a national coordinator for Bulgaria. Hundreds of thou- sands of children in Europe grow up in insti- tutions. Institutional care is damaging to children, they are denied individual attention and nurture they need to realise their full potential. Most have low educational perfor- mance and many fall victim to trafficking, exploitation, unemployment, homelessness and depression when they become adults. Most of these children have their parents but they have separated from their families due to poverty reasons. There is a national strategy and action plan for closure of the child care institutions in Bulgaria and still the number of children en- tering institutional care remains high. Ac- cording to official data 5633 children are liv- ing in institutions by the end of 2012. The entrance to the child care institutions stays open and additional efforts are needed for establishment of integral services for family support, prevention and early intervention. The aim of the campaign is to call on the EU and national governments to make the dein- stitutionalisation as their priority and to use the European financial instruments to make it reality.

Statement on the financial report

We carried out an audit of the attached financial report of the Tulip Foundation (referred to as “the Foundation” hereafter) which in- cludes: the balance sheet for the period ending 31 December 2014, the statements of income & expenditure for nonprofit activity, and the statement of turnover for the year ending on this date, as well as notes including a general description of the main accounting poli- cies and additional explanatory information.

Responsibility of the Management for the Financial Report The Management is responsible for the preparation and fair presentation of the financial report in accordance with the National Finan- cial Reporting Standards applicable to the financial statements of small and medium-sized enterprises, adopted by the Council of Minis- ters. The Management is also responsible for the implementation of an internal control system, which the Management deems neces- sary for the preparation of financial statements free of substantial deviations, regardless of whether due to fraud or error.

Responsibility of the Auditor Our responsibility is limited to expressing an audit opinion on the present financial report, based on the audit performed by us. The audit was carried out in accordance with the requirements of the International Audit Standards. The Standards require compliance with certain ethical norms as well as for the audit to be planned and implemented in a way to provide reasonable assurance that the financial report does not contain any material deviations.

The audit includes the application of procedures aimed to obtain audit evidence in relation to the amounts and disclosures shown in the financial report. Procedures are selected at the discretion of the auditor and include an assessment of the risk of any material deviation in the financial report, regardless of whether due to fraud or error. For the purposes of this assessment, the auditor takes into consider- ation the internal controls system, related to the preparation and the fair presentation of the financial report on behalf of the Founda- tion, in order to design audit procedures suitable for the given conditions, and not aimed at expressing an opinion on the efficiency of the internal control system of the organization. The audit also includes an assessment of the appropriateness of the accounting policies applied and the approximate accounting evaluations done by the Management, as well as an assessment of the overall presentation in the financial report.

We believe that the audit evidence obtained by us is appropriate and sufficient for the formation of the basis on which to express our audit opinion.

Opinion

In our opinion the financial report presents a true and fair picture of the financial situation of the Foundation for the period ending on 31 December 2014, as well as of the financial results of its activities and money flows for the year ending on 31 December 2013 in com- pliance with the National Financial Reporting Standards applicable to the financial statements of small and medium-sized enterprises adopted by the Council of Ministers.
