The Clerk was asked to refer the matter to LCC Highways. 17) Declarations of Interest n District Councillor Stuart Curtis declared an interest in item 12b of the Agenda – Central Lincolnshire Site Allocation and Development Document, as a member of the District Council Planning Committee. 18) County Councillors’ Report n County Councillor Sue Rawlins informed members that the road surfaces would shortly be undergoing surface treatment. 19) District Councillors’ Report n DC Stuart Curtis reported that consultations were now in hand for the Lincolnshire Site Allocation and Development Document and events were arranged throughout the District to enable residents to be fully informed of the proposals. 20) Notes of meeting held on May 9, 2013 n Amendment – Add Councillor I Russell Save for the above amendment the notes were signed as a correct record. 21 Reports on matters outstanding n a) Siting of seats – these are due to be sited on June 7. n b) Quotation for fencing between Village Hall car park and playing field – one quotation had been received and another was awaited. Sep 2013 http://parishes.lincolnshire.gov.uk/Sudbrooke/ 5 22 Multi-purpose sports area n a) Repairs to boards – the Play Equipment Inspector had said he would be able to repair the broken boards – cost of materials approximately £70.00. n b) Five-a-side goalposts – it was agreed that goalposts could be painted on the boards. Councillors Stuart Curtis and Bob Waller to organise this. 23 Northfield Park – Surface under play equipment n The surface was cracking/deteriorating. A material similar to that used at Nettleham play area was suggested and the Clerk would obtain a price. 24 Highway matters n The proposed road closure, Church Lane. This closure was estimated as lasting several weeks due to water main replacement. Councillor Bob Waller agreed to act as liaison between contractors and residents in order to minimise disruption. 25 Planning n a) Consultation – TPO Area Felling licence application – Hallbrook Farm, Sudbrooke. The Parish Council had been advised by the West Lindsey Tree Preservation Officer that the new owner of Sudbrooke Woods and Park Area wanted to carry out maintenance work on the woodland. The Chairman and Councillor Ian Russell were invited by the Officer to attend, asobservers, a meeting between herself and the company contracted to carry out the work and a report given as follows. ‘The meeting had been very informative. The company, UPM Tillhill, has a nationwide presence and reputation for sympathetic treatment of wooded areas. We were informed the work required was to thin out some of the dense tree growth to allow the remaining woodland to improve. Areas such as the ponds have been allowed to become silted up through the high canopy of trees that now grow close to the banks. By removing some of the trees, new lower growth will return and thus encourage wildlife and the ponds to recover their vitality. The overall objective is to revitalise a neglected area. Because of the nature of the work, Lincolnshire County Council will have to agree to a temporary closure of the footpaths for the protection of the public. The owners of the land are completely within their rights to carry out this work and, if carried out as described, it will enhance the woodland and improve the area for wildlife. The Parish Council is seeking to meet with the new owners to discuss not only the future of the woods, but also the potential development of the greater area of The Park.’ It was agreed that the Tree Preservation Officer be asked to monitor the work whilst it was being carried out. n b) Central Lincolnshire Site Allocation and Development – Stage 1. It was noted that several potential sites had been suggested for Sudbrooke. Councillor Stuart Curtis would arrange for a Public Meeting to be held at Sudbrooke for the parishes of Sudbrooke, Langworth, and Greetwell in order that questions could be addressed to members of the Joint Planning Unit. 6 http://parishes.lincolnshire.gov.uk/Sudbrooke/ Sep 2013 n c) Permission – Willowside, West Drive – 129815. This was completed and signed off for forwarding to Auditors. n b) Purchase of two door metal cupboard for storage. The Clerk requested that this be purchased for additional storage – a cost of £117 had been quoted by ESPO and one further quote would be obtained. The Clerk was given authority to purchase at the best price. 27 Chairman’s comments n The Chairman reported on a letter received from Mike Halliday regarding his organising of Sports Day – proposed for Sunday 22 September. Cllr Stuart Curtis offered help. 28 Correspondence n A letter was handed to the Treasurer at this point of the meeting and passed to the Chair to read. The Chair suspended Standing Orders allowing the writer – a resident of the village – to speak. He expressed his concern that the Jubilee Garden was becoming overcrowded with items. Members agreed there were several items in the area, but felt that it was an interesting part of the village and would be added to with the siting of the carved seats and more posts in the future. 29 Date of next meeting: July 4, 2013 30 To resolve to move into closed session to discuss staffing matters n The public were asked to leave the meeting at this point. Concern about the speeding of tractors through the village had been brought to the attention of the Parish Council. This was considered very worrying with the approach of the summer holidays and young children riding their bikes in the village. It was agreed that the situation be closely monitored and discussed further at the next meeting of the Parish Council. In the meantime, if residents had particular concerns the Police should be informed. n Vandalism at Village Hall/cutting back of hedge fronting hall/consideration of quotation for fencing between Village Hall car park and playing field. The Village Hall has suffered from vandalism during recent months including repeatedly broken waste pipes, continuous large amounts of litter strewn across the car park and vandalism to the tennis courts and play equipment. It was noted that the Police were aware that the car park was a gathering place for youths/vehicles during the evenings. Members agreed that the hedge to the front of the Hall should be reduced in height to one metre. This will ‘open up’ the car park area. The erection of a post and rail fence separating the playing field from the car park was also approved. This will include a removable bollard for access to the playing field for emergency vehicles. n Grant application – Sports Day.
