An Open Letter: Members of California's AAPI Community Call An Open Letter: Members of California’s AAPI Community Call Out Racialized Misogyny and Hypersexualization in American Society We, the undersigned, are calling out a legacy of hypersexualization and fetishization of Asian American and Pacific Islander women. Because it’s time to talk about it. The white supremacist terrorist attack in Georgia, where the gunman targeted three Asian businesses and killed mostly Asian women, highlights the sexualized racism Asian women have endured for years, including right here in California. And when sexual addiction, not racism, is cited as the root issue, it shows just how pervasive fetishized and hypersexualized stereotypes of Asian women are within our culture. Over the last year, nearly 3,800 anti-AAPI hate incidents have been reported to the Stop AAPI Hate reporting center. Of those incidents, roughly half occurred in California, making our state the first in the nation for hate incident reports. And the evidence shows that women are disproportionately targeted, making up 63% of all recorded occurrences. Media and law enforcement in Georgia, and across the nation, have been slow to name this most recent attack as both sexist and racist, furthering the trauma Asian women continue to experience. We have been hypersexualized and fetishized for centuries. It’s become a practice that has been so normalized, we are forced to carry this trauma on our own, day after day. This racist sexualization is a particular kind of dehumanization for Asian women. From sexual come-ons ignorantly intended as a joke or even a compliment, to toxic stereotypes that reinforce submissiveness, to violent assaults, Asian women are locked in a society that has profited off of and perpetuated our hypersexualization. The stereotypes perpetuated throughout our culture, the criminal justice system, the media, and in Hollywood — they impact our everyday lives and how we navigate our way through society. Repeated portrayals of either a “China Doll” or a “Dragon Lady” as well as forced submissive, hypersexual, or exotic representations, have contributed to an intersection of racism and misogyny uniquely dangerous to Asian women. Worse, it is so normalized in our culture, our institutions remain complicit in what can ultimately lead to violence. The racialized misogyny experienced by Asian American and Pacific Islander women dehumanizes us and is rooted in white supremacy and hate. It’s time to call out hate when we see it. It can no longer be ignored or tolerated. We’re calling out the hypersexualization of Asian women in movies. We’re calling out harmful stereotypes in our schools. We’re calling out racist comments in our workplaces. We’re calling out the headlines in the media that dismiss racist behavior against Asian women. We’re calling out for our friends, families, and colleagues to join us in our anti-racism work. We’re calling for an end to the widespread rhetoric that spurs violent acts of hate. We’re calling out for help in fighting back against a patriarchal, misogynist system and societal mentality that exploits and victimizes women in our communities.     BIOGRAPHIES Fiona Ma, California State Treasurer Fiona Ma is California’s 34th State Treasurer. She was elected on November 6, 2018 with more votes (7,825,587) than any other candidate for treasurer in the state's history. She is the first woman of color and the first woman Certified Public Accountant (CPA) elected to the position. The State Treasurer’s Office was created in the California Constitution in 1849. It provides financing for schools, roads, housing, recycling and waste management, hospitals, public facilities, and other crucial infrastructure projects that better the lives of residents. California is the world’s fifth-largest economy and Treasurer Ma is the state’s primary banker. Her office processes more than $2 trillion in payments within a typical year and provides transparency and oversight for an investment portfolio of more than $90 billion, approximately $20 billion of which are local government funds. She also is responsible for $85 billion in outstanding general obligation and lease revenue bonds of the state. The Treasurer works closely with the State Legislature to ensure that its members know the state’s financial condition as they consider new legislation. She gives her own recommendations for the annual budget. Treasurer Ma was a member of the State Assembly from 2006-2012, serving as Speaker pro Tempore from 2010 to 2012. She built a reputation as a solution-oriented public servant and was adept at building unlikely coalitions to overcome California's most complex problems. Without significant economic assistance from the federal government, many of these currently-middle class working families are at risk of falling into poverty through no fault of their own. It is a painful irony that while many have rightly called these essential workers heroes, our country has failed to truly respect them with a promise to protect them and pay them throughout the crisis.

As you know, there is a nationwide shortage of ventilators in rotation to serve the estimates of patients that are anticipated to need them as a result of COVID-19 complications. For that reason, we are asking manufacturers of ventilators to do their part to assist overburdened healthcare systems caring for critically ill patients, by agreeing to release all service manuals, service keys, and schematics during this crisis, enabling hospitals to make repairs to ventilators and maximize their supply and ability to serve more COVID-19 patients. Our healthcare workers are putting their own health and safety on the line every day to care for these patients and are desperate for ready solutions and expanded access to functioning ventilators, which we urge manufacturers to support, especially in this time of grave circumstances. We are in a public health emergency where every second is vital. In some instances, service contracts have forced hospitals to wait more than a week for a manufacturer’s technician to service equipment. Hospitals are forced to take their own safety measures, disallowing external technicians to enter their facilities, at the risk of more people coming into direct contact with the coronavirus. We fear that this issue will hurt rural or needy hospitals even harder, as often they may be using secondhand equipment without a maintenance contract or access to a service technician with the manufacturer’s repair information.

As the State Treasurer for the world’s fifth largest economy, I take my job very seriously and thank the 7.8 million voters who elected me on November 6, 2018. The National Payroll Reporting Consortium (“NPRC”) is a non-profit trade association whose member organizations provide payroll processing and related services to nearly two million U.S. employers, representing over 36% of the private sector workforce. Payroll service providers have long served an important role as a conduit between employers and government authorities; for example, improving the efficiency of government tax collections and reporting through electronic payment and reporting programs, and improving employer compliance. As service providers, NPRC is carefully neutral on policy matters such as whether state “Secure Choice” retirement programs and related employer obligations are necessary. However, we have been following the evolution of these programs with great interest. We are well aware of the economic and behavioral research demonstrating the impact of availability of employer- based retirement savings opportunities (i.e., that perhaps as much as 40% of the U.S. workforce is not able to save for retirement at the workplace); and the impact of automatic enrollment and auto-escalation features. We concur that the ability to save for retirement through regular payroll deductions is perhaps the single most important success factor in retirement preparedness.
