LOGAN (Cockburn — Minister for Emergency Services) [4.31 pm]: I rise to make probably my last contribution to the Western Australian Legislative Assembly after nearly 20 years as the member for Cockburn. Come 13 March 2021, I will reach the milestone of 20 years as a member of Parliament. On that day, I truly hope to see the re-election of an even larger McGowan Labor government. I, instead, will return to normal public life after my parliamentary service that included four years as a parliamentary secretary, nearly eight years as a minister under three Labor Premiers and just over eight years as a shadow minister. Along with membership of various parliamentary committees, I have made 2 549 spoken contributions to this house. I have been warned by Speakers probably over 100 times, and despite my strenuous efforts and obnoxious behaviour, I have never been thrown out! For this anomaly, I must thank the numerous Speakers over the years for their tolerance and good work. Not many MPs ever get a chance to deliver a valedictory speech, due to the turbulent and cyclical nature of modern politics, so I am very, very grateful to be standing here today delivering mine. My gratitude is sincere, heartfelt and genuine to those institutions and people who have allowed me to be their representative in this Parliament for so long. Firstly and most importantly, I thank WA Labor, the party that I have been a member of for over 30 years.

The current wording of the School Curriculum and Standards Authority Act 1997 prevents the authority from releasing identified student data for the purposes of National Assessment Program — Literacy and Numeracy online testing. The amendments in the amending legislation that we are requesting to be made urgent are required to enable Western Australia to take part in NAPLAN Online next year, 2018. The School Curriculum and Standards Authority cannot wait for issues to be dealt with under the proposed information privacy legislation, so it must be done now. We are rapidly approaching the new school year and, thereafter, online NAPLAN testing. In addition, the current wording in the act prevents the authority from disclosing identified student data in response to ongoing requests from organisations such as the Telethon Kids Institute, which undertakes child health research studies for which data about educational achievement is relevant and necessary. KIRKUP (Dawesville) [3.07 pm]: I move — That the house calls on the Labor government to undertake a detailed risk assessment of international and interstate entry exemptions, and implement an adequate testing and tracking regime. This is yet another motion pleading with the government to move to protect the health of the people of Western Australia, reinforcing the determinations on this side of the house to continue to work to ensure that the people of WA remain as COVID-19 free as possible. Mrs M.H. Roberts interjected. The SPEAKER: Minister for Police! Mr Z.R.F. KIRKUP: It reinforces the call that we made—we were the first to do so—to secure and create a hard border, an idea that was rejected by the Premier at the time we first called for it. The Liberal Party has consistently maintained the perspective that it is important to make every effort possible to protect the health and wellbeing of Western Australians faced with the significant threat that COVID-19 poses.

MRS L.M. HARVEY (Scarborough — Leader of the Opposition) [9.37 am]: I rise to contribute to the debate on the Voluntary Assisted Dying Bill 2019. At the outset, I will say that I am still undecided on whether or not I will support this bill. I have some questions to ask during the consideration in detail stage and I need to use that process to better understand how this system will operate. I need to understand the following: How strong are the safeguards? How can we ensure that vulnerable people are not unfairly coerced? How will this legislation be delivered in regional and remote Western Australia? How do we ensure that people with treatable mental health issues are not accessing voluntary assisted dying outside the intent of this place in passing this legislation? How will this be funded and what are the expected costs? How will the guidelines for doctors be managed? I know that the government, which has a large majority in this place, has the numbers to pass the bill. I am not aware how the votes will fall in the Legislative Council. Nevertheless, on a conscience vote, all members have a responsibility to properly scrutinise the legislation and ensure that we mitigate any potential adverse consequences as a result of this bill becoming law.
