Deputy Executive Director Bill Baroni Deputy Executive Director Bill Baroni Bill Baroni was appointed to the role of Deputy Executive Director of the Port Authority of New York and New Jersey in March 2010 by Governor Christie. In his role, Bill is responsible for managing the Port Authority’s various transportation assets including five airports, six Hudson River crossings, the PATH transit system and the largest seaport on the East Coast. Additionally, he is deeply engaged in the Port Authority’s mission to rebuild the World Trade Center site that was destroyed during the attacks of September 11, 2001. Bill Baroni works every day to ensure that the New Jersey/New York region remains a powerful engine to create jobs, drive economic activity and keep people and goods moving efficiently and safely. Prior to assuming his Port Authority post, Mr. Baroni represented portions of Mercer and Middlesex Counties as a New Jersey State Senator. He began his legislative career in the New Jersey Assembly, winning his first term in 2003 and re-election in 2005. He served on the New Jersey Citizens’ Clean Elections Commission and was a member of the Assembly Education and Higher Education committees and the Joint Committee on the Public Schools. While serving as a legislator, the Aspen Institute selected Mr. Baroni for its public leadership fellowship program. Mr. Baroni is also currently an adjunct professor at Seton Hall University Law School where he teaches Professional Responsibility along with Election Law, Education Law, and Legislation. He was named “Adjunct Professor of the Year” in 2004 and 2011 and received the Congressman Peter W. Rodino Award in 2007. In addition to his professional responsibilities, Mr. Baroni is committed to his community. Mr. Baroni served as Chairman of the Board of Mercer County Community College, which serves more than 13,000 students, and he has also held positions on the Hamilton Township Planning Board and the foundation boards of The College of New Jersey, the Hamilton YMCA, the Greater Trenton Symphony Orchestra, La Boheme Opera and the New Jersey Symphony Orchestra. He also served on the Board of Directors for Visitation Home, a shared residence for New Jersey residents with developmental disabilities. Mr. Baroni holds a bachelor of arts from George Washington University, where he majored in history and graduated magna cum laude with special honors. He earned his law degree from the University of Virginia Law School. .

A few weeks after the November election, he lamented the impact of "active misinformation" that is "packaged" to deceive, so it "looks the same when you see it on a Facebook page" as a legitimate article. A false item claiming the Pope endorsed Trump, for example, was one of the top election ‘stories’ on Facebook, according to a Buzzfeed analysis. That means millions of Americans wrongly thought they were reading and sharing something that happened (it didn't) from a news source (it wasn't).

Established in 1936 by Frank McGovern himself (a Cavan man) in the same year as the Newark St. Patrick’s Day Parade, the pub, one of New Jersey’s oldest Irish establishments, has been newly refurbished, even renovated some would say, for the first time in 84 years. Closed for upgrades in June 2018, much to the disappointment of its loyal customers, it re-opened for business in November 2019. If one were to closely examine this vintage photo of the Frank McGovern Association (circa1958), none other than Frank McGovern himself stands proudly in the middle of his loyal entourage on Irish Parade Day.

DiBiagio* INTRODUCTION Federal prosecutors have an extensive record of investigating and prosecuting public corruption at the state and local level. These prosecutions act as a check against the illicit use and misuse of public ®nancial and economic assets and resources. In addition, these prosecutions maintain the integrity of the decision- making process relating to the use, disposition, or control of public ®nancial and economic interests. Moreover, by holding individuals with power, access, and in¯uence accountable for criminal misconduct, these prosecutions further the pub- lic's trust and con®dence in the fundamental fairness of the criminal justice system. Therefore, these federal public corruption prosecutions serve the interest of justice in more ways than one. The Supreme Court, however, has made it more dif®cult to bring traditional bribery and kickback prosecutions by narrowing the reach of the federal public corruption statutory scheme.1 Federal prosecutors in New Jersey recently tried a new approach. Rather than a traditional bribery or kickback prosecution, where the government proves that the defendant received some bene®t to in¯uence an of®cial act, prosecutors relied on evidence that the public of®cials obtained by fraud and intentionally misapplied public assets and resources.2 The Third Circuit af®rmed these convictions, and the Supreme Court has granted review.3 Part I of the Article outlines the federal public corruption statutory scheme and describes how the Supreme Court has limited these offenses to bribery and kick- back schemes that implicate a clear of®cial government decision or act.

Chris Christie’s protests to the contrary, it will be a considerable part of his legacy, forever associated with his administration It was in some ways anticlimactic. When the United States Supreme Court agreed to hear the appeal of two former New Jersey state ofõcials convicted for their roles in the Bridgegate scandal, the universal reaction was that both would be cleared. Carl Golden Yesterday, the court made it ofõcial, pitching a 9-0 shutout and overturning the convictions of Bridget Anne Kelly, a deputy chief of staff to former Gov. Chris Christie, and Bill Baroni, former deputy executive director of the Port Authority of New York and New Jersey. When the court accepted the case nearly a year ago, speculation spread quickly that it did so to bring clarity to laws governing misbehavior by public ofõcials and viewed the Bridgegate appeals as an opportunity to warn prosecutors against bringing indictments based on political acts or motives. Why else, the reasoning went, would the nation’s highest court agree to hear a case of relatively trivial consequence other than to use it to caution against overzealous prosecutions of individuals carrying out purely political decisions. Not a federal crime As Justice Elena Kagan pointed out in the ruling, while Kelly and Baroni used deception to reduce access lanes to the George Washington Bridge in Fort Lee in September of 2013 as an act of political punishment, “not every corrupt act by a state or local ofõcial is a federal crime.” Neither proõted õnancially from the lane restrictions and, therefore, were not guilty of violating federal fraud laws, Kagan wrote.
