Background 1.1 A request has been received from a Mr N Shore of 37 Holmwood Drive, Formby, L37 1PG to seek the support of the Council to an application to Royal Mail to include the town name of Formby within Royal Mail’s address fields for the defined postcode area of Liverpool L37. 2. Procedure 2.1 Royal Mail have advised that they are happy to consider this request and make any changes to the locality information for the addresses concerned, providing the additional information does not compromise the quality of the service and the efficiency of their operations. Royal Mail must therefore be provided with an acceptable and clearly defined set of geographical boundary data and a comprehensive list of addresses to identify the area. 2.2 Once they have received this information, then the will consult with their operations team to ascertain whether this proposal would cause any operational difficulties. 2.3 Assuming there are no operation issues, then Royal Mail will advise the names of those person/organisations who need to support the proposals, from the following: • Postwatch regional and national committees • The principal local authority • The local Chamber of Commerce • Members of Parliament. 2.4 Once Royal Mail have received all the necessary information and letters of support they will write to all properties affected giving them an opportunity to raise an objection to the proposal. 2.5 Assuming no more than 20% of those affected object to the change, then Royal Mail will amend the Postcode Address File database (PAF). 2.6 Should more than 20% of those affected object, then Royal Mail will ballot all those properties affected. Royal Mail will implement the change if not less than 50% of those polled respond, and a simple majority of households voting are in favour. 3. Current Position 3.1 Mr Shore has requested that the Council, as part of the procedure outlined above, support his application to Royal Mail to include the town name of Formby in their address fields for the defined postcode area of Liverpool L37. 3..2 As far as the Local Land and Property Gazetteer (LLPG) is concerned, this change would not have much impact. The LLPG holds Formby as the town name for all addresses that have L37 postcodes. Council systems that use LLPG will have Formby in the address for L37 postcodes, so there shouldn't be any problems with correspondence to citizens from these. 3.3 The Electoral Registration Officer is now required to import all LLPG data into the Electoral Register as part of a data matching exercise. 3.4 The Area Committee is therefore requested to support the request to include the town name of Formby for properties within the defined area. A list of current streets held on the LLPG for Formby are attached to the report as Annex A 3.5 If the Area Committee is supportive of this matter the report, together with their recommendation will go on to be considered by the Cabinet at the next meeting on the 15 th April 2010. Providing the Cabinet is also supportive of the proposal, then a formal approach to be made to Royal Mail indicating that the Council would be supportive of the request that “Formby” be included within the address of properties within the relevant defined area. 4. Recommendations: 4.1 That Cabinet supports the request made by Mr N Shore of 37 Holmwood Drive, Formby, L37 1PG, to include the town name “Formby” in the address for properties within the defined area listed in Annex A to the report; and approved by Formby Area Committee on 18 March 2010. SOCIETY NEWS The summer programme culminated with the Heritage Open Day event on 9th September when over 160 1 people visited the site of ‘Formby-by-the-Sea’, many walking the trail from the bottom of Albert Road, where archaeologists were excavating remains of the old promenade, up to Firwood and back by Alexandra Road, viewing the sites of 19th century houses some of which still stand. Other highlights were the walk on Altcar Rifle Range on 11th July over the fields and sand dunes of the Range, with their amazing diversity of wild flowers and plants, on a beautiful summer evening closing with a spectacular sunset, the visit to Townley Hall, Burnley, on 8th August, the wildlife walk on Cabin Hill on 18th August, and an evening walk on 22nd August to the ‘Hakirke’ hidden in the mysterious woods of Crosby Hall.

Podalonia affinis is confirmed as extant on the Sefton Coast; it is definitely present at Ainsdale NNR and is possibly present at Freshfield Dune Heath. Stelis ornatula, Mimesa bruxellensis and Bombus humilis are not confirmed as currently present at the sites surveyed for this report. A total of 141 records were made (see attached data list) of 48 aculeate species. The majority of samples were of aculeate wasps (Sphecidae, Crabronidae and Pompilidae). 4 INTRODUCTION PRIMARY SPECIES (Status) Stelis ornatula There are 9 records of this species for VC59 between 1975 and 2000. All the records are from the Sefton Coast. The host of this parasitic species is Hoplitis claviventris which is also recorded predominantly from the coast (in VC59). All records are from Ainsdale National Nature Reserve (NNR) and Formby (Formby Point and Ravenmeols Dunes). Podalonia affinis There are 15 VC59 records for this species which includes both older, unconfirmed records and more recent confirmed records based on specimens.

Its uniqueness is due in part to its open areas of natural beauty, unrivalled coastal dunes and its local heritage. Investment and change in the years ahead will only be worthwhile if it makes a real difference to the lives of local people and the future of its community. The Formby and Little Altcar Neighbourhood Development Plan, [NDP] has been produced jointly by the Parish Councils of Formby and Little Altcar, starting back in September 2013. The Parish Councils wanted the people of Formby and Little Altcar to have a say in all aspects of the future of the town; addressing the issues surrounding housing, infrastructure, health and wellbeing, the environment, and natural/heritage assets. However, most importantly, it wanted local people to decide what they wanted in their community. The NDP sets out a vision for the area that reflects the thoughts and feelings of local people with a real interest in their community. It sets out objectives on key themes such as housing, employment, green space, moving around and community facilities and builds on current and future planned activities. The Parish Councils are committed to developing and strengthening contacts with the groups that have evolved because of the NDP process. We believe that by working together to implement the NDP it will make Formby an even better place to live, work and enjoy. We have had to ensure that our NDP is consistent, where appropriate, with the Sefton Local Plan, the February 2019 National Planning Policy Framework, subsequent updates, and guidance notes.

Park has a much lower proportion of Registered Social Landlord (RSL) housing (4.1%) along with lower percentages of vacant properties compared to the borough percentage. Deprivation & Deprivation in Park is the fifth lowest in the borough, with no Lower Super Output Areas (LSOA) in the most deprived areas nationally, with Child Poverty relative deprivation having reduced in eight of the ten LSOA’s since 2004. Similarly levels of Income Deprivation Affecting Older People are low with none in the worst affected 20% nationally, however, since 2004 the relative deprivation for older people has increased in eight of the LSOA’s. Child Poverty is also low with eight LSOA’s having fewer than 10% of children estimated to be living in poverty.
