NAZARETH BOROUGH COUNCIL--REGULAR MEETING-- 1, 2021

Due to the current public health crises and the Governor's recommendation for the state of Pennsylvania, the regular monthly meeting of the Borough of Nazareth was held "remotely" on GoToMeeting.com on Monday, February 1, 2021 at 6:00 p.m.. The meeting was called to order by the President, followed by the recitation of the Pledge of Allegiance to the Flag. Present were President Daniel Chiavaroli, Vice President Carl A. Fischl, Mayor Lance E. Colondo, Councilpersons Carl R. Strye Jr., Jessica Teel, Kayla Green, Laureen Pellegrino, Michael Kopach and Christopher Crook, Solicitor Alfred S. Pierce, Borough Engineer Albert Kortze and Police Chief Randall Miller. Absent were Councilman Charles A. Donello and Public Works Superintendent Keith Knecht...

President Chiavaroli explained to everyone the etiquette and protocols for the "virtual" meeting and clarified that questions from e-mails, phoned in questions and video questions from those remotely attending the meeting would be entertained. He explained that many potential questions might be answered by the reports given by Council members and the official actions that Council take.

The Secretary/Treasurer reported that no phoned-in, e-mailed or website questions had been received. and that the docket was clear to proceed. No citizens or call-in attendees expressed a desire to address Council.

Communications: None.

The Secretary’s minutes from the regular meeting of 4, 2021 were approved as presented.

On a motion by Michael Kopach seconded by Kayla Green, the Treasurer’s Report for the month of January 2021 was approved.

Michael Kopach moved and Kayla Green seconded a motion to approve the payment of bills totaling $355,828.38.

The motion passed unanimously.

A Report of the Zoning Officer for the month of January 2020 was not presented.

Public Property: Carl R. Strye Jr. moved and Christopher D. Crook seconded a motion to allow Saray Dinan with Nazzy Replay to hold a non-profit "Replay Event" of used sports equipment at the Nazareth Borough Park on February 13th from 10am - 2pm. They will be collecting monetary donations which will all go to a Nazareth high School Student athlete. All fees will be waived for this event.

The motion passed unanimously.

Carl R. Strye Jr. moved and Michael Kopach seconded a motion to approve the request of the Schoeneck Moravian Church to hold a Prayer Vigil at the Nazareth Borough Park on Sunday, February 7th at 2pm. All fees will be waived for this event.

The motion passed unanimously.

Carl R. Strye Jr. moved and Kayla Green seconded a motion to approve the ordering and purchase of ten (10) Kirby Built picnic tables with benches at a cost of $734.85 each. The tables are to be used around the Pool and under the new Pool Pavilion. All funding for the $7,348.50 purchase will come from Borough Rec Fees.

The motion passed unanimously.

Carl R. Strye Jr. moved and Michael Kopach seconded a motion to approve the request of the Nazareth Area Youth Baseball Association for the following 2021 facility uses. Approval is sought for Spring and Fall Baseball on both Bill Gold Fields, Veteran's Field (also known as the Library Field), Forest Drive Field and the large main field in the Park. Nazareth Youth Baseball is aware that they will have to relinquish use of the large main park field to Legion Baseball during its season. A request for use of the small field in the Park is denied because of a prior reservation by Nazareth Softball. Nazareth Youth Baseball also is requesting the use of Council Chambers on the second Sunday evening of each month for their meetings.

Finance: Jessica Teel moved and Laureen Pellegrino seconded a motion to approve a new yearly tax collector wage of $11,500. A Council question followed. Michael Kopach asked about the current wage.

Jessica Teel moved and Christopher D. Crook seconded a motion to approve a yearly rental of $1,200 for the 132 S. Main Street Tax Collector Office. Rent includes all heat, water, sewerage, electric, garbage, telephone and a reserved parking space in the Borough lot.

Jessica Teel moved and Laureen Pellegrino seconded a motion to direct the Secretary to place ads in the Nazareth Key advising that the Tax Collector position is on the ballot for a four year term and containing all details of compensation, rental for 132 S. Main Street if desired plus required certifications that must be obtained.

Jessica Teel moved and Michael Kopach seconded a motion to acknowledge receipt of the annual TV Cable Franchise Fees from Service Electric Cable TV and Communications. The 2020 calendar year fees total thirty six thousand, four hundred fifty ($36,450.88) dollars and eighty eight cents representing the Borough's 5% commission on their receipts of $729,017.67 in cable fees. Last year's Service Electric Franchise Fee total was $35,041 and in 2019 the fees were $36,106.

Jessica Teel moved and Carl R. Strye Jr. seconded a motion to approve a 5% Borough charge for all Uniform Construction Code inspections performed by the Borough's designated UCC Inspector. The new fee is to be added to the Borough's Schedule of Fees, Fines and Licenses. The motion passed unanimously.

Police: Carl A. Fischl moved and Michael Kopach seconded a motion to approve the request of the Holy Family School Home School Association to conduct their annual Fun Run on 30, 2021 from 10:00 am till noon. The Fun Run involves walking from Holy Family School on West Center Street to the Circle and then back to the school along West Center Street

Fire: Laureen Pellegrino moved and Kayla Green seconded a motion to approve the Ambulance Report for January 2021.

Laureen Pellegrino moved and Carl R. Strye Jr. seconded a motion to approve the Fireman's/Kiwanis Carnival from 9, 2021.through , 2021 in the Borough Park from 6:00 pm - 11:00 pm each evening.

Laureen Pellegrino moved and Carl A. Fischl seconded a motion to approve the annual Fire Department Easter Egg Hunt at 2:00 pm in the Park on 28, 2021...the requested rain date is April 3rd. Councilperson Kayla Green asked if all COVID-19 precautions would be observed.

Laureen Pellegrino moved and Kayla Green seconded a motion to approve the annual Fire Department Road Rally on Nazareth Day, 17, 2021 at 4:00 pm in the Borough Park. Discussion followed. Carl R. Strye stated that decisions on Nazareth Day 2021 remain and that the Nazareth Day Commission would be making decisions in the coming weeks.

Laureen Pellegrino moved and Kayla Green seconded a motion to approve the annual Nazareth Day Fireworks Show on , 2021 at 9:00 pm in the Park

Laureen Pellegrino moved and Michael Kopach seconded a motion to approve the Fireman's Money Raffle on Saturday, 11, 2021 at 1:00 pm in the Borough Park.

Laureen Pellegrino moved and Kayla Green seconded a motion to approve the annual Halloween Parade on Saturday, 16, 2021 at 1:00 pm through the Borough's downtown Comments from Councilman Carl R. Strye Jr. followed. Strye discussed possible plans to hold a recognition event for all First Responders in the Borough Park following the Parade. Those plans are in their very early stages.

Environmental Steering & Lighting: Carl A. Fischl moved and Christopher D. Crook seconded a motion to accept the January 2021 Report of the Environmental Steering Committee as presented.

The motion passed unanimously.

Technology: Kayla Green moved and Christopher D. Crook seconded a motion to approve the purchase and installation of new accounting and billing software. The public sector "Asyst" software is to be purchased from Central Square Technologies. Councilperson Green added that there will be additional and necessary add-ons to the software.

Kayla Green moved and Jessica Teel seconded a motion to approve three (3) "Drive Thru Election Petition Signature Events" in the Park for petition signing for potential Borough candidates for office. Confirmed dates are Saturday, , 2021 and Saturday, , 2021. A third date has not yet been confirmed. , 2021 was requested but that date was unavailable.

Discussion followed. Carl A. Fischl stated that he was under the impression that political activities were restricted on Borough properties and within Borough facilities. Fischl referenced a personal incident seeking signatures in the past when he was told that political activity was not allowed. Carl R. Strye Jr. asked if the event would be limited to one party or if both political parties could attend for the needed signatures.

Public Works: Christopher D. Crook moved and Laureen Pellegrino seconded a motion to approve the Public Works Report for the month of January 2021.

Christopher D. Crook moved and Kayla Green seconded a motion to approve a new and revised COVID-19 Policy for Borough employees.

Law: Michael Kopach moved and Carl A. Fischl seconded a motion to advertise for an ordinance change to formally eliminate Park Street as a "One Way" street between New Street and Whitfield Street.

The motion passed unanimously.

Michael Kopach moved and Christopher D. Crook seconded a motion to approve a Handicapped Parking Space at 334 S. Main Street in front of Doctor Wasson's Office.

Mayor: Mayor Lance E. Colondo presented the Police Report for January 2021. Mayor Colondo told Council about his recent presentation of a resolution honoring "Centenarian" Reverend Will Dreger, a Moravian Hall Square resident. Mayor Colondo also thanked the Public Works Department for their great work clearing our streets as today's snowstorm continues.

Solicitor: No report.

Engineer: No report.

Police Chief: Chief Miller thanked the Fire Department for the lighting they provided during a recent police incident.
