INTRODUCTION 1.0 State and District Vision The Government of Maharashtra (GoM) has recently announced its vision of making the state Open Defecation Free (ODF) by March 2018.1 In order to contribute to this vision of the GoM, Zilla Parishad, Parbhani decided to make the district ODF by 1st May 2017 and developed an appropriate strategy and detailed action plan, outlined in this document. The focus of this strategy is to achieve the target through convergence of SBM and MREGS. 1.1 Current sanitation situation in the district A snapshot of the sanitation situation, as of January 2017, with respect to baseline Survey 2012 (BLS-2012) is presented in Table-1 below. Hence, these blocks need special attention. There are 85 GPs which have target below 50 IHHLs. Total 111 GPs have target above 350 IHHLs and these 110 GPs bear nearly 43% (61,325 IHHLs) of the district’s target. ENABLING FACTORS AND BOTTLENECKS Parbhani district has done well in moving towards achieving 100% ODF status in the district. This achievement is due to a vibrant enabling environment, though bottlenecks exist in some aspects. The same are presented in the schematic below. THE STRATEGY This section presents the strategy and action plan adopted by Zilla Parishad, Parbhani to achieve the goal of making the district ODF by 1st May 2017. The primary aim of the strategy is to cover the 232 GPs under AIP (2016-17) through SBM (G) and remaining 398 GPs through MREGS. The strategy also focuses on covering additional families without toilets and families with defunct toilets, in convergence with MREGS and other programs. Another key focus area of the strategy is to ensure sustainability of the ODF status. The unit of planning in this strategy is a block and builds on three pillars; (i) Demand Management (ii) Demand Response Mechanism and (iii) Oversight and monitoring. Key elements of these pillars are explained in the schematic diagram presented below. Demand Management • Strategic planning and prioritization of IHHL construction • Rolling out ODEP process for generating demand at village level and its consolidation at higher levels • Behaviour change communication for demand generation at hosuehold level • Involvement of elected representatives for higher visibility, enhanced outreach and oversight • Involvement of other stakeholders for positive behaviour change Demand Response Mechanism • Monitoring quality of construction of toilets • Effective convergence of government schemes • HR development and deployment to high burden areas • Supply chain management • Effective fund flow mechanism Oversight and Monitoring • Daily monitoring • Oversight by elected representatives • Concurrent online and offline data entry • Ensuring timely receipt of incentives by households • Regular meetings of people involved in implementation • Development of a special third party task force for monitoring • Sustainability
