INTRODUCTION 1.0 State and District Vision The Government of Maharashtra (GoM) has recently announced its vision of making the state Open Defecation Free (ODF) by March 2018.1 In order to contribute to this vision of the GoM, Zilla Parishad, Parbhani decided to make the district ODF by 1st May 2017 and developed an appropriate strategy and detailed action plan, outlined in this document. The focus of this strategy is to achieve the target through convergence of SBM and MREGS. 1.1 Current sanitation situation in the district A snapshot of the sanitation situation, as of January 2017, with respect to baseline Survey 2012 (BLS-2012) is presented in Table-1 below. Table-1: Sanitation coverage in Parbhani district: Total Units 9 blocks 703 2,40,482 hhs Gram Panchayats (GPs) Sanitation coverage 0 block ODF 122 GPs (17.4%) 99,971 hhs (41.6%) Target 9 blocks 581 GPs (82.6%) 1, 40,511 hhs (58.4%) 1.2 The Targets Block wise targets and achievement 1.2.1 Target as per BLS 2012 100% 80% An analysis of block wise status of 60% sanitation reveals that out of the 9 40% blocks to be made ODF, two blocks 20% have above 50% coverage, 4 blocks 0% have coverage between 40% and 50% and remaining 3 blocks have coverage below 40%. Details are Achievement Target given in table-2, below. 1 Announcement by Hon Chief Minister of Maharashtra on 19/11/2016 PriMove Pune UNICEF Mumbai Parbhani District Swachhata Plan 4 Two blocks (Jintur and Parbhani) have a target above 25,000 units in 212 GPs and contribute about 42% of the total target. Hence, these blocks need special attention. There are 85 GPs which have target below 50 IHHLs. Total 111 GPs have target above 350 IHHLs and these 110 GPs bear nearly 43% (61,325 IHHLs) of the district’s target. These households, totalling about 37,191 also need to be covered to achieve complete elimination of open defecation. ENABLING FACTORS AND BOTTLENECKS Parbhani district has done well in moving towards achieving 100% ODF status in the district. This achievement is due to a vibrant enabling environment, though bottlenecks exist in some aspects. The same are presented in the schematic below. In moving forward, this strategy aims to strengthen the enabling factors and address bottlenecks. -Utmost importnace by the CEO for pushing the program -Psychological barriers and implementation space constraints for construction and usage of -Capable and dedicated staff toilets -Active involvement of BDOs -High number of big GPs (19 and EOPs GPs with more than 1,000 -Focused approach by the households) government functionaries -Less involvement from -Steps already initiated by the officials of other district for convergence with departments like revenue, MREGS agriculture, etc. -Social media based daily -Less human power with BOTTLENECKS monitoring mechanism technical knowledge of two already functional pit toilets ENABLING ENVIRONMENT ENABLING -Availability of manpower -Smooth and timely fund trained on ODEP (2 master transfers trainers and 7 motivators) -Less time period available -Initiative by the district for achieving high target officials regarding ODEP- designing 'rapid ODEP' process PriMove Pune UNICEF Mumbai Parbhani District Swachhata Plan 7 3. THE STRATEGY This section presents the strategy and action plan adopted by Zilla Parishad, Parbhani to achieve the goal of making the district ODF by 1st May 2017. The primary aim of the strategy is to cover the 232 GPs under AIP (2016-17) through SBM (G) and remaining 398 GPs through MREGS. The strategy also focuses on covering additional families without toilets and families with defunct toilets, in convergence with MREGS and other programs. Another key focus area of the strategy is to ensure sustainability of the ODF status. The unit of planning in this strategy is a block and builds on three pillars; (i) Demand Management (ii) Demand Response Mechanism and (iii) Oversight and monitoring. Key elements of these pillars are explained in the schematic diagram presented below. Demand Management • Strategic planning and prioritization of IHHL construction • Rolling out ODEP process for generating demand at village level and its consolidation at higher levels • Behaviour change communication for demand generation at hosuehold level • Involvement of elected representatives for higher visibility, enhanced outreach and oversight • Involvement of other stakeholders for positive behaviour change Demand Response Mechanism • Monitoring quality of construction of toilets • Effective convergence of government schemes • HR development and deployment to high burden areas • Supply chain management • Effective fund flow mechanism Oversight and Monitoring • Daily monitoring • Oversight by elected representatives • Concurrent online and offline data entry • Ensuring timely receipt of incentives by households • Regular meetings of people involved in implementation • Development of a special third party task force for monitoring • Sustainability

    > Title: Shri Pawan Kumar Bansal presented a statement of the estimated receipt and expenditure of the Government of India for the year 2013-14 in respect of Railways. THE MINISTER OF RAILWAYS (SHRI PAWAN KUMAR BANSAL): . Madam Speaker, I rise to present before this august House the Revised Estimates for 2012-13 and a statement of estimated receipts and expenditure for 2013-14. ...(Interruptions) अय महोदया : या कर रह े ह, अब आप शोर य मचा रह े ह ...(Interruptions) SHRI PAWAN KUMAR BANSAL: I do so with mixed feelings crossing my mind. While I have a feeling of a colossus today, it is only ephemeral and is instantaneously overtaken by a sense of humility. Democracy gives wings to the wingless, cautioning us all the while, that howsoever high or wide our flight may be, we must remain connected to the ground. For giving me this opportunity, I am grateful to the Hon'ble Prime Minister Dr. Manmohan Singh and the UPA Chairperson, Smt. Sonia Gandhi and pay my homage to the sacred memory of Sh. Rajiv Gandhi who introduced me to the portals of the highest Temple of Indian democracy. Madam Speaker, as I proceed, my thought goes to a particularly severe cold spell during the recent winter, when it was snowing heavily in Kashmir valley, and suspension of road and air services had brought life to a grinding halt. Photographs appearing in Newspapers showing a train covered with snow emerging from a similar white background, carrying passengers travelling over the recently commissioned Qazigund - Baramulla section instilled in me a sense of immense pride.

The Administrative Report on Census sets forth the course run, the difficulties encountered and overcome and suggestions for the guidance of the next Census Commissioner. It is an important reference book and the absence of it not only means incomplej;eness of census work but also entails considerable hardship to the next officei~. Although five Census Commissioners have preceded me~ no one except that for 1901 has left a record of bis ex periences. In his introductory chapter of the Report volume (Part I) for 1921:J the then Census Commissioner observed that in the absence of the Administrative volume of the previous census it was found necessary for him to wade through a number of old files with a view to arriving at a de finite plan of work and hoped that" the Administrative volume to be published this time will give a detailed account of the machinery by which the Census work was managed and the methods of enumeration and tabula tion followed at the present Census. n But when I took over the duties of the Census Comrnissioner I had no alternative but to collect and study the files and follow the remarks left by my predecessor. 2. As suggested by the Census Commissioner for India.I have collected Collection of Printed Matter a few copies of all printed matter and- have them bound in the following order :- 1.
