Parbhani District Swachhata Plan 3 1. INTRODUCTION

1.0 State and District Vision The Government of (GoM) has recently announced its vision of making the state Open Defecation Free (ODF) by March 2018.1 In order to contribute to this vision of the GoM, Zilla Parishad, Parbhani decided to make the district ODF by 1st May 2017 and developed an appropriate strategy and detailed action plan, outlined in this document. The focus of this strategy is to achieve the target through convergence of SBM and MREGS.

1.1 Current sanitation situation in the district

A snapshot of the sanitation situation, as of January 2017, with respect to baseline Survey 2012 (BLS-2012) is presented in Table-1 below.

Table-1: Sanitation coverage in Parbhani district: Total Units 9 blocks 703 2,40,482 hhs Gram Panchayats (GPs) Sanitation coverage 0 block ODF 122 GPs (17.4%) 99,971 hhs (41.6%) Target 9 blocks 581 GPs (82.6%) 1, 40,511 hhs (58.4%)

Parbhani District Swachhata Plan 6 2. ENABLING FACTORS AND BOTTLENECKS

Parbhani district has done well in moving towards achieving 100% ODF status in the district. This achievement is due to a vibrant enabling environment, though bottlenecks exist in some aspects. The same are presented in the schematic below. In moving forward, this strategy aims to strengthen the enabling factors and address bottlenecks.

-Utmost importnace by the CEO for pushing the program -Psychological barriers and implementation space constraints for construction and usage of -Capable and dedicated staff toilets -Active involvement of BDOs -High number of big GPs (19 and EOPs GPs with more than 1,000 -Focused approach by the households) government functionaries -Less involvement from -Steps already initiated by the officials of other district for convergence with departments like revenue, MREGS agriculture, etc.

-Social media based daily -Less human power with BOTTLENECKS monitoring mechanism technical knowledge of two already functional pit toilets

ENABLING ENVIRONMENT ENABLING -Availability of manpower -Smooth and timely fund trained on ODEP (2 master transfers trainers and 7 motivators) -Less time period available -Initiative by the district for achieving high target officials regarding ODEP- designing 'rapid ODEP' process

Parbhani District Swachhata Plan 7 3. THE STRATEGY

This section presents the strategy and action plan adopted by Zilla Parishad, Parbhani to achieve the goal of making the district ODF by 1st May 2017. The primary aim of the strategy is to cover the 232 GPs under AIP (2016-17) through SBM (G) and remaining 398 GPs through MREGS. The strategy also focuses on covering additional families without toilets and families with defunct toilets, in convergence with MREGS and other programs. Another key focus area of the strategy is to ensure sustainability of the ODF status. The unit of planning in this strategy is a block and builds on three pillars; (i) Demand Management (ii) Demand Response Mechanism and (iii) Oversight and monitoring. Key elements of these pillars are explained in the schematic diagram presented below.

Demand Management

• Strategic planning and prioritization of IHHL construction • Rolling out ODEP process for generating demand at village level and its consolidation at higher levels • Behaviour change communication for demand generation at hosuehold level • Involvement of elected representatives for higher visibility, enhanced outreach and oversight • Involvement of other stakeholders for positive behaviour change

Demand Response Mechanism

• Monitoring quality of construction of toilets • Effective convergence of government schemes • HR development and deployment to high burden areas • Supply chain management • Effective fund flow mechanism

Oversight and Monitoring

• Daily monitoring • Oversight by elected representatives • Concurrent online and offline data entry • Ensuring timely receipt of incentives by households • Regular meetings of people involved in implementation • Development of a special third party task force for monitoring • Sustainability monitoring

Next section of this document details the key strategic actions followed by the action plan.

Parbhani District Swachhata Plan 8 4. STRATEGIC ACTIONS AND ACTIVITY PLAN

The key strategic actions and a detailed action plan under the three strategic pillars are captured in this section. 4.1 Demand Management While there is a good awareness about need for adopting sanitation behaviour, there are some sections where the awareness is not yet translated District into demand. Hence, generating Swachhata demand for building toilets Plan among these sections is paramount. Second, creating Demand Oversight and demand for making the entire GP Management monitoring ODF is also equally important and hence demand creation is a non- Demand negotiable in this strategy. response mechanism The district would adopt three processes for this;  ODEP process- for generating demand for making the GPs ODF,  Behaviour Change Communications (BCC) for generating demand for building toilets and using them, and  Effective engagement of elected representatives and other key stakeholders for proving overall leadership and oversight to the drive. This section presents the strategic actions related to generation, articulation and consolidation of demand for sanitation.

Parbhani District Swachhata Plan 9 4.1.1: Strategic planning and prioritization IHHL construction All the 581 GPs will be targeted simultaneously but the achievement of ODF status is likely to spread in the next 4 months, based on the burden. While the GPs with very low burden are expected to become ODF earlier, focusing on high burden GPs is a non-negotiable. Convergence of SBM and MREGS is the backbone of the strategy. a. BLS-2012 families On the basis of GP wise data, planning for achieving ODF status of each GP was undertaken and plotted against monthly time frame. Based on this, the likely time frame for each block to become ODF was also estimated. These details are presented in Table-4. Table -4: Month wise planning for making GPs and Blocks ODF

As per the Zilla Parishad goal, all the reaming 581 GPs from 9 blocks are to be made ODF by 1st May 2017. Following is the detailed planning-  Sonpeth block is to be made ODF in March 2017  Remaining 8 blocks are to be made ODF by April/May 2017

PriMove Pune UNICEF Mumbai

Parbhani District Swachhata Plan 10  Making high burden GPs (more than 450 IHHLs) ODF is a challenge. GPs with very low burden will be targeted for making ODF earlier. However, continuous focus will be given to high burden GPs and the target will be spread over next four months.  The district has decided that toilet construction in AIP GPs will be done through SBM funds and toilets in non-AIP GPs will be constructed through MREGS funds. This means that in 232 GPs, SBM (G) will be prominent, where as in 398 GPs, focus will be on construction of toilets under MREGS. (These include all those GPs which have not yet achieved 100% target)  The district has also decided that updating of physical progress, financial progress and photo uploading will be done simultaneously.  Focus and intense strategy needs to be adopted for high burden blocks/ GPs. A note on the methodology proposed for the high burden areas is attached as annexure 4. b. Additional families and defunct toilets: As discussed earlier, additional families and defunct toilets add to the open defecation burden in the district. These families would also be targeted under the strategy. This exact status under these categories will be clarified and confirmed during ODEP process and the action plan for addressing such families will be finalized during the process itself. The MREGS functionaries at village and block level will be involved in the process, and a realistic plan will be developed. Additional families and defunct toilets will be targeted in the same time frame proposed in the above table for achieving ODF status. The process for addressing these families is elaborated further under the section on convergence. 4.1.2 Rolling out ODEP Process Open Defecation Elimination Plan (ODEP) is an effective tool for mobilizing community, triggering action and generating implementable The momentum for rolling out plan for ODEP has already begun in the eliminating open district. The momentum for rolling out ODEP has already begun in the district. Two master trainers and seven motivators from Zilla Parishad, Parbhani have already been trained, and are ready to train other personnel at district/ block level. The district plans to become ODF in next four months, and the ODEP process needs to be implemented in 581 GPs at the earliest. Considering the time and human resources available, the district has designed a ‘Rapid ODEP process’ to be implemented in all target GPs. The

Parbhani District Swachhata Plan 59 Annexure 4: Strategy proposed for high burden blocks It has been an experience that the high burden blocks need focused and intense strategy for reducing the high burden. The district has proposed a strategy specifically for two high burden blocks- Parbhani and Jintur. The strategy includes three key aspects – mobilization of human resources, logistic support by the district and focused efforts in high burden GPs on campaign mode. Following are the key components of the proposed strategy-

The GPs in the block will be divided in three group- GPs with target below 50 IHHLs, GPs with target between 50-100 IHHLs and high burden GPs with target above 100 IHHLs.

 The GPs with target below

Total GPs in the 50 IHHLs will be made ODF high burden block solely by the Gramsevak without any external support.  The GPs with target GPs with target High burden GPs GPs with target between 50-100 with target above below 50 IHHLs between 50-100 IHHLs will be IHHLs 100 IHHLs made ODF by the Gramsevak with support from the EOP. To be made ODF To be made ODF by  The high burden GPs with solely by the To be focused on the Gramsevak Gramsevak without mission mode by target above 100 IHHLs will be with support from any external 4/5 teams the EOP. support. focused in a mission mode as follows-

A team of around 20-25 persons including BRCs, ODEP MTs and motivators, active government functionaries and community members willing to work full time on sanitation will be formed. This team will visit high burden GPs for focused efforts. The team will be further divided in 4/5 sub teams and the high burden GPs will be distributed among the teams. These team members will reside at a central place near the target GPs and will spend whole day in the target GPs.

Every team member will visit one GP at a time, regularly for 10-15 days at a stretch and will take focused efforts for reducing the burden in these GPs. Daily activities like implementation of rapid ODEP process, IEC and triggering, arrangements for supply chain, etc. will be finalized and conducted in the GPs along with the GP level functionaries and villagers. In this way, the high burden of IHHL construction in the blocks will be reduced to a considerable level.

The gramsevaks and othe village functionaries will be instructed to remain present and participate in the GP level processes. The district officials will ensure logistic arrangements like lodging, boarding and transport facilities for the team members. The district will also transfer funds required for IHHL construction in time.
