    Golden Triangle Special Economic Zone The Golden Triangle Special Economic Zone (Lao: ເຂດ ເສດຖະກິ ດພິ ເສດ ສາມຫຼ ່ຽມທອງຄໍ າ, Chinese: 金三角经济特区) is located along the Mekong River in the Ton Pheung District of Bokeo Province in Laos. The zone has an area about 3,000 hectares and was created in 2007 by the Lao Government together with the Chinese- owned Hong Kong registered company Kings Romans Group with the hope of generating economic development. The zone is dominated by the Kings Romans casino which attracts mostly Chinese visitors, and several hotels.     Chapter 3 Data Collection and Organization for Environmental and Social Considerations The scope of collection and organization of data relevant to environmental and social considerations for the current project is: 1) Explore the aspects of environmental impact assessments to consider (scale of resettlement and land acquisition, development in national parks, etc.) as well as the content and method of field survey for the proposed Hanoi-Vientiane expressway. 2) Based on JICA Guidelines for Environmental and Social Considerations (April 2010), conduct a comparative study of environmental and social considerations in determining appropriate road plan, estimate and evaluate important aspects of environmental impact assessment, prepare adequate mitigation measures and monitoring plans. 3) Upon consultation with the counterparts, prepare a draft environmental checklist from JICA Guidelines for Environmental and Social Considerations (April 2010) to summarize the result of the survey. The scope of this survey involves four different routes stretching across a wide area. Therefore, the area subject to environmental and social considerations encompasses all the area required for these routes; the proposed area for Pre-F/S route, for rehabilitation of National Road No.8 (NR 8) that runs parallel to Pre-F/S route, new expressway along NR8, and National Road 1D that connects the two roads. The main purpose of these studies is to enhance our knowledge and understanding of current economic development proc- esses and challenges in Sweden’s main partner countries for development co-operation. It is also hoped that they will have a broader academic interest and that the collaboration will serve to strengthen the Swedish academic resource base in the fi eld of development economics. This report has been prepared by Magnus Andersson, Anders Engvall and Ari Kokko at the Stockholm School of Asian Studies at Stockholm School of Economics. It analyses the regional dynamics of economic development and poverty reduction in Lao PDR against the backdrop of domestic and international market integration, drawing on comprehensive primary data from the Lao Expenditure and Consump- tion Surveys. It is found that the integration of the domestic market to a great extent has been determined by investments in transport infrastruc- ture and market institutions and that such integration yield substantial benefi ts in terms of increased competition and greater scope for econom- ic development. Cross-border economic exchanges with China and Thai- land, on a broad front involving a wide array of activities and goods, are a main driving force behind a dynamic economic development in the northern part of the country.
