Drowning is the third largest cause of accidental death in the home in under fives. The DTI has commissioned the Business Strategy Group to carry out a full investigation of child drowning incidents in the garden. The brief was to provide a comprehensive picture of the type of incident, the profile of those affected and the precise behavioural factors that increase the risk of a fatal incident.
