Whenever two members of different groups such as cultures, nations, or societies interact, such differ- ences become a determining factor for the process of interaction. When thinking of such areas where interactions among members of different cultures constitute a crucial pre- condition, development cooperation comes to one’s mind right away. Development policy and cooperation take place in intercultural settings as members of so-called more devel- oped countries interfere in the development of so-called less developed countries, which always includes a cultural component. Hence, such international and intercultural inter- actions require a competent way of dealing with cultural differences. Consequently, this paper examines the extent to what intercultural competence is a determining factor for the success of organizations of development cooperation. It does so by analyzing the case of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Bolivia. Bolivia rep- resents a highly interesting context for studies dealing with interculturality as the country has passed a constitution in 2006 which explicitly includes concepts of interculturality (interculturalidad). -

Established 1914 Volume XVIII, Number 320 3rd Waxing of Tabaung 1372 ME Monday, 7 March, 2011 Prime Minister U Thein Sein attends opening of Lewe Township People’s Hospital NAY PYI TAW, 6 March—Lewe Township Prime People’s Hospital (100-bed) in Nay Pyi Taw District was inaugurated this morning, attended by Prime Minister Minister U Thein Sein. Also present on the occasion were Com- U Thein mander of Nay Pyi Taw Command Brig-Gen Maung Sein Maung Aye, ministers, deputy ministers, depart- mental heads, personnel, the medical superintendent, comforts doctors, nurses and hospital staff, members of social patients at organizations, senior citizens, and guests. Secretary of Special Development Project Lewe Supervisory Committee U Kan Chun handed over relevant documents of the hospital to Director- Township General Dr Win Myint of Health Department under People’s Ministry of Health. President of Tetlan Construction Company Hospital U Shein Win presented hospital equipment worth K (100-bed). 7,180,000 and cash donation of K 5 million to the fund of the hospital through Head of Lewe Town- MNA ship Health Department Dr Soe Soe Naing. Next, Commander Brig-Gen Maung Maung The Prime Minister unveiled the signboard patients. The hospital is built on 41-acre land and Aye, Minister for Progress of Border Areas and of the hospital and then sprinkled scented water to formed with two 50-bed patient wards, outpatient National Races and Development Affairs Nay Pyi the stone plaque of the hospital together with the ward, operation theatre, labour room, dental clinic, Taw Mayor U Thein Nyunt, and Minister for Health commander and the ministers. -

CONFLICT SPOTLIGHT A Silent Crisis in Congo: The Bantu and the Twa in Tanganyika Prepared by Geoffroy Groleau, Senior Technical Advisor, Governance Technical Unit The Democratic Republic of Congo (DRC), with 920,000 new Bantus and Twas participating in a displacements related to conflict and violence in 2016, surpassed Syria as community 1 meeting held the country generating the largest new population movements. Abstract: Ethnicity is a complex phenomenon. It is a highly controversial, disputable, problematic term that does not have any fixed meaning and is used as a less emotive term for a race. Ethnicity is a social construct like race, but the main difference is that race refers to phenotypical differences, whereas ethnicity refers to cultural differences. Ethnicity helps an individual to identify with a larger group, and one’s ethnicity may identify an individual. Too many writers like Max Weber, Michael Brown, Wsevolod Isajiw, etc. have discussed many features to define 'ethnicity.' To explain and outline an apparent meaning for ethnicity, authors like Fredrik Barth, Abner Cohen, Michael Hechter, etc. have postulated different approaches such as primordialism, instrumentalism, materialism and constructivism. Robert E. Park has contributed to the theory of ethnicity by focusing on assimilation theory. Authors like Omi and Vinant have openly opposed this theory and considered the immigrant as the basis of ethnicity. The chief motive of this paper is to discuss the shifting meanings of ethnicity and to depict the purpose behind the divisions based on ethnicity. World on Fire: How Exporting Free Market Democracy Breeds Ethnic Hatred and Global Instability Professor Amy Chua, Yale Law School New York, N.Y.: Anchor Books, 2004 This book is about a phenomenon—pervasive outside the West yet rarely acknowledged, indeed often viewed as taboo—that turns free market democracy into an engine of ethnic conflagration. The phenomenon I refer to is that of market-dominant minorities: ethnic minorities who, for widely varying reasons, tend under market conditions to dominate economically, often to a startling extent, the “indigenous” majorities around them. Market-dominant minorities can be found in every corner of the world. The Chinese are a market-dominant minority not just in the Philippines but throughout Southeast Asia. In 1998, Chinese Indonesians, only 3 percent of the population, controlled roughly 70 percent of Indonesia’s private economy, including all of the country’s largest conglomerates. More recently, in Burma, entrepreneurial Chinese have literally taken over the economies of Mandalay and Rangoon. Whites are a market- dominant minority in South Africa—and, in a more complicated sense, in Brazil, Ecuador, Guatemala, and much of Latin America. Lebanese are a market-dominant minority in West Africa. Ibo are a market-dominant minority in Nigeria. Croats were a market-dominant minority in the former Yugoslavia. And Jews are almost certainly a market-dominant minority in post-Communist Russia. Market-dominant minorities are the Achilles’ heel of free market democracy. In societies with a market-dominant ethnic minority, markets and democracy favor not just different people, or different classes, but different ethnic groups. -
