The Department intends to issue a State-Only (Synthetic Minor) Operating Permit for operation of sources at a natural gas extraction facility in Washington Township, Wyoming County. The sources include eight (8) 2,370 HP compressor engines, one (1) 5 mmscfd dehydration unit with associated reboiler, three (3) 12,600-gal produced water tanks, one (1) emergency natural gas-fired generator, and associated venting, piping, and components. Control devices include oxidation catalysts and a thermal oxidizer. The proposed permit contains all applicable requirements for emission limitations, work practice standards, testing, monitoring, recordkeeping, and reporting standards used to verify facility compliance with Federal and State air pollution regulations. 5/20 Westland Mine PUBLIC NOTICE Pursuant to the PENNSYLVANIA CLEAN STREAMS LAW, the PENNSYLVANIA DEPARTMENT OF ENVIRONMENTAL PROTECTION Rules and Regulations, the SURFACE MINING CONSERVATION and RECLAMATION ACT, and the BITUMINOUS MINE SUBSIDENCE and LAND CONSERVATION ACT as amended, notice is hereby given that Consol Mining Company LLC, doing business at CNX Center, 1000 Consol Energy Drive, Canonsburg, PA 15317, has made application to the Pennsylvania Department of Environmental Protection to add 1.6 acres of surface area to its existing Coal Mining Activity Permit #63141301 for the Westland Mine and the related NPDES Permit No. PA0215431 originally issued on April 16, 1986 and expires on April 15, 2021. The operation is located in Chartiers and Mount Pleasant Townships, Washington County. The permit entails discharge of water and disposal of mine drainage treatment sludge as specified. The permit consists of the Arden Treatment Plant (10.2 acres), situated on the north side of S.R. 4049, just west of Arden Mines, Chartiers Township and the Westland Pitmouth Pumping Station (9.3 acres) situated on the west side of S.R. 519, just south of the town of Westland in Mt. Pleasant Township. The discharge from the permitted area enters an unnamed tributary of the Chartiers Creek watershed and the site of the operation is located on the Midland and Washington West, PA, U.S. Geological Survey 7.5 minute topographic maps. A stream variance request is proposed for work within 100 feet of approximately 300 feet of Tributary 37110 of Chartiers Creek (located 2000 feet northwest of the intersection of Seik Road and Arden Road) and for work within 100 feet

of approximately 200 feet of Tributary 37052 of Chartiers Run (located 590 feet southwest of the intersection of Westland Road (SR 519) and Meadow Street). The variances are required for installation of pipelines, boreholes, and erosion and sedimentation controls. 5/21 PUBLIC NOTICE BOND RELEASE Notice is hereby given that Amerikohl Mining, Inc., has requested a Stage II bond release from the PA Department of Environmental Protection pursuant to the Surface Mining Conservation and Reclamation Act for the Surface Mine Permit No. 63130102. The permit was issued on June 30, 2015 and is situated approximately 1 mile northeast of Dunningsville, on the western side of Sugar Run Road, south of its intersection with Meadowbrook Road. Bond release of $106,051.48 is requested for 40.2 acres. Total bond held is $112,571.48. The requested release area has been revegetated and successfully supporting the post mining landuse. The permit was issued on September 13, 2011 and is situated approximately 1 mile northeast of Dunningsville, on the northwest side of Sugar Run Road (SR 1059) near the intersection of SR 1059 and Valley View Road (SR 1057). Bond release of $142,596.80 (all remaining bonds) is requested for 214.3 acres. The requested release area has been successfully revegetated and supporting the postmining land uses for five or more years.
