Sheley is doing life in prison in Illinois for six of the murders and faces two additional homicide charges in Missouri. Traits such as psychopathy, biomarkers such as abnormal dopamine concentrations, and other developmental correlates such as early family environment have all been offered as proximal explanations for the motivations, psychopathology, and etiology of serial homicide. Unfortunately, however, from the standpoint of developmental psychology, these insights are far too limited in scope. Human thought, functioning, and behaviour are the product of complex reciprocal transactions that occur between the individual and their environment throughout their lifespan. Processes that serve to shape human development include neural plasticity, modifiability, resilience and adaptation, among others. Yet, these vital processes are never discussed in the developmental literature on serial homicide. Additionally, research in this area tends to lack the ‘voice of the killer.’ Instead of as active participants, offenders are viewed as objects of research and as passive participants in their own life experiences. Again, this is problematic from the standpoint of developmental psychology. Every person’s actions are formed by years of contextual experience which reinforce dominant patterns of thinking which eventually come to dominate behaviour.

    Mercy, Clemency, and the Case of Karla Faye Tucker Mary Sigler* In 1998, KarlaFaye Tucker became thefirst woman executed in Texas since the Civil War. Tucker's case was extraordinaryboth because of the extreme brutality of her crime and the dramaticreligious conversion she experienced on death row. Her rehabilitation led to calls for mercy and clemency from an unlikely collection of supporters, including conservative religiousfigures not otherwise opposed to the deathpenalty. Tucker's supporters arguedthat she had become a "newperson" who was no longer deserving of the ultimatepunishment; that she was no longer eligible for the death penalty because she did not pose a danger to society and that her execution representeda waste of a life that could still make apositive contribution to society. When then-Governor George W. Bush denied Tucker clemency, her supporters concluded that he lacked mercy. Without taking a position on whether Tucker's life should have been taken or spared, this essay explores the groundsfor mercy and clemency raisedin her case and calls into question many of the claims and conclusions of her supporters. The authorargues that, on the most plausibleaccount ofAmerican criminallaw, Tucker's post-offense rehabilitationhas little bearing on the punishment she deserves. The "new person " claim, and the strong empirical claims that depend on it, is similarly unavailing. Taken literally, it seems to lead to the counterintuitive result that a rehabilitatedoffender deserves no punishment; it also renders incoherent various principles and doctrines that structure American legal institutions. Finally, the authorexamines the institution of executive clemency, suggesting that its exercise as an expression of traditionalmercy-an act of princely grace-isproblematic in a liberaldemocratic society.
