1 MASSACHUSETTS MEDICAL SOCIETY HOUSE OF DELEGATES 2 3 Title: Memorial Resolution Jose Delgado, MD 4 Sponsor: Plymouth District Medical Society 5 Kevin McCarthy, MD, President 6 7 Whereas, Jose (Jay) Delgado, MD, was born on November 25, 1923, and passed away 8 on April 14, 2019, at the age of 95 after a brief illness; and 9 10 Whereas, Dr. Delgado resided in Marion, MA, where he lived with his cherished wife, 11 Sandra Delgado; and 12 13 Whereas, Dr. Delgado was a Distinguished Life Fellow, American Psychiatric 14 Association (APA), and longtime member and delegate of the Massachusetts Medical 15 Society. Dr. Delgado was a 50-year member of the Massachusetts Medical Society, 16 which he was very proud of; and 17 18 Whereas, Dr. Delgado was born in New Bedford and raised in Raynham, MA. His 19 undergraduate degree was obtained at Brown University. During World War II he 20 enlisted into the army under the aegis of the Army Specialized Training Program and 21 continued his medical studies at Temple University and Howard University; and 22 23 Whereas, Dr. Delgado interned at Missouri City Hospital, followed by his residency in 24 neurology at the VA Hospital, Bronx, NY. His subsequent residency in neurology and 25 psychiatry was at the VA Hospital, East Orange, NJ, and he was chief resident at 26 Greystone Park, New Jersey. Dr. Delgado returned Massachusetts in the early 60s as a 27 psychiatrist at Massachusetts Mental Health Center and director of the Ambulatory 28 Community Psychiatric Program at VA Boston. He opened a private psychiatric practice 29 in N. Easton, MA (25 years). He was an active staff member at Brockton Hospital from 30 1962 to 1980; and 31 32 Whereas, Dr. Delgado was the psychiatric consultant for the Massachusetts 33 Rehabilitation Commission and the psychiatric consultant for the Brockton School 34 System. He was a member of the MMS, the Bristol South District Medical Society, and 35 subsequently the Plymouth District Medical Society upon retirement. His MMS 36 contributions included long-term participation on the MMS Nominating and Tax 37 Supported Health Care Committee and was a delegate up to the time of his passing; and 38 39 Whereas, Dr. Delgado was an active member of the APA, Massachusetts Psychiatric 40 Society, Diplomate of the American Board of Psychiatry and Neurology. He was also a 41 member of the Pilgrim Foundation, SEMPRO, the American Association of Geriatric 42 Psychiatry, the American Society of Adolescent Psychiatry, and the Association of 43 Community Psychiatrists; and 44 45 Whereas, Dr. Delgado was a well-respected and beloved member of the community, 46 and he was the proud of his development of the Professional Counseling Center Inc. in 47 New Bedford, MA. It was a multidisciplinary mental health center fully licensed and 48 accredited by the Commonwealth of Massachusetts, with a committed interest on issues 49 relevant to the geriatric population and the ability to bring mental health services to an 50 underserved population of Portuguese, Hispanic, and Cape Verdean cultures in 51 southeastern Massachusetts; and 52 53 Whereas, Dr. Delgado leaves his cherished wife, Sandra (Cohen); a daughter, Claudia 54 Delgado; his son, Divan, and his wife, Stephanie; and two granddaughters. 55 Services will be a celebration of life on May 18, 2019, at the Saunders Dwyer Funeral 56 Home in Mattapoisett, MA, at 10 a.m., starting with military honors; therefore, be it 57 RESOLVED, That the Massachusetts Medical Society note with great sadness the 58 passing of Jose Delgado, MD, with thankfulness and gratitude for the gift of his 59 life and work; and, be it further 60 61 RESOLVED, That expressions of condolence be forwarded with a copy of this 62 memorial resolution to the Delgado family. 1 MASSACHUSETTS MEDICAL SOCIETY HOUSE OF DELEGATES 2 3 4 Title: Memorial Resolution for Robert Lebow, MD 5 Sponsor: Worcester District Medical Society 6 Sahdev Passey, MD, President 7 8 Whereas, Dr. Robert Lebow passed on March 15, 2019, at age 74; and 9 10 Whereas, Dr. Lebow resided in Sturbridge, MA, with his wife Margaret; and 11 12 Whereas, Dr. Lebow attended Brooklyn Technical High School, SUNY Buffalo, and 13 SUNY Downstate Medical Center; and 14 15 Whereas, Dr. Lebow began his medical career with positions in Danbury, CT, and 16 Johnson City, TN, and then opened his private practice in Southbridge, MA, where he 17 provided primary care services to the community for 32 years; and 18 19 Whereas, Dr. Lebow held board certification in both internal medicine and geriatrics, was 20 a fellow of the American College of Physicians, a certified medical director, treasurer of 21 the Worcester District Medical Society, and an affiliate instructor with UMass Medical 22 School. For many years Dr. Lebow served as chief of medicine at Harrington Memorial 23 Hospital. Dr. Lebow received the Laureate Award from Massachusetts Chapter of the 24 American College of Physicians as internist of the year in 2008; and 25 26 Whereas, Dr. Lebow was a wellspring of knowledge on public policy while serving on 27 many committees at the Massachusetts Medical Society; and 28 29 Whereas, Dr. Lebow was a dear friend and colleague whose humor and engaging 30 conversation will be sorely missed; and 31 32 Whereas, Dr. Lebow leaves his wife, Margaret; his son John S. Lebow and his wife, Jill, 33 of Worcester; his son Matthew E. Lebow of Sutton; and his daughter, Kathryn A. Lebow, 34 of Fiskdale; therefore, be it 35 36 RESOLVED, That the Massachusetts Medical Society note with great sadness the 37 passing of Robert Lebow, MD, with thankfulness and gratitude for the gift of his 38 life and work; and, be it further 39 40 RESOLVED, That expressions of condolence be forwarded with a copy of this 41 memorial resolution to the Lebow family. 1. Lodging: • Reimbursement for MMS delegates is provided for up to two nights before or between sessions of the House of Delegates at the negotiated MMS group rate (specific to each meeting). • Requests for reimbursement for additional hotel nights for the House of Delegates meeting should be directed to the MMS Executive Office (extension 7007) prior to the meeting. The President or the President's designee may authorize additional hotel nights based upon travel time or extenuating circumstances involved in the delegate’s mobility. 2. Meals: • The Society provides meals to delegates as part of all business functions of the House. Meals outside of regular business sessions will not be reimbursed. 3. Transportation/Mileage: • Only residents and students are allowed reimbursement for mileage for attendance at House of Delegates meetings (at 0.58 cents/mile). Travel Reimbursement Guidelines for reimbursement must be followed [Resolution: 302, A-96 (C)]. Delegates who request reimbursement for mileage to MMS HOD meetings are required to submit requests to the President in advance. Requests will be considered on a case-by-case basis and the Society will take into account issues of hardship. The Society does not encourage, nor can it sustain, reimbursement for mileage for all delegates. 4. Parking: • The Society will reimburse delegates for self-parking at the MMS designated hotel during regular business sessions of the House and reference committee hearings. Delegates who stay overnight will be reimbursed for overnight self-parking for the approved nights before sessions of the House of Delegates. 5. Incidentals: • Incidental expenses are the responsibility of the delegate. These include, but are not limited to: o Phone calls o Companion expenses o Laundry services o Movies, health club fees & other o Mini-bar items entertainment expenses o Fines for parking or moving violations o Room Service o Personal expenses • The Society will reimburse for reasonable tips for help with luggage. • Lost or stolen personal property is the responsibility of the delegate. 6. Dear Members of the House of Delegates, OFFICERS & TRUSTEES As the newly elected President of the Massachusetts Medical Benevolent Society I am happy to share with you a brief update of the Society’s activities. I have succeeded Dr. Charles Welch who served in Mark A. Rockoff, MD, President this position with great distinction for the last 15 years, though John M. Crowe, MD, Vice President Karl T. Benedict, MD, Treasurer fortunately Charlie, in his retirement, remains an invaluable Trustee of Dania Ali-Ahmad, MD, Secretary the organization.

Last year was a very busy one for the Benevolent Society. More than $155,000 in aid was provided to 24 Total Aid and # of Beneficiaries beneficiaries, most often referred to us from Physician November 1, 2014 thru April 15, 2019 Health Services. It is important to note that the figures $155,855 for FY2019 in the chart to the right reflect only the first $141,400 six months of the fiscal year. $117,900 $100,000 Now, more than ever, the Benevolent Society has an $91,800 important role to fill in caring for some of our most distressed colleagues. Over the past decade, assistance has been provided to physicians striving to return to practice after entering recovery from substance use disorders and those struggling with 22 19 20 24 17 other mental or physical health issues or financial FY2015 FY2016 FY2017 FY2018 FY2019 hardship related to family illness or domestic turmoil. Sometimes, under mounting stressors, a physician simply needs financial support to cover the cost of medical treatment, drug testing, living expenses, or to make alternative employment arrangements. Many of these individuals require longer-term assistance; others may only need one-time assistance. We rely on our two, very experienced, contracted social workers to evaluate each client’s needs in considerable detail and assess what type of assistance may be required.

The monetary support we provide to our beneficiaries is not large, however it is very significant to them. Beneficiaries often emphasize how meaningful it is to know that they have not been forgotten by their medical colleagues, and it is unimaginably reassuring to them to know that their profession still cares about and believes in them.
