FORTY-NINTH SESSION Hansard Report 49th Session Eighth Meeting Volume 8 MONDAY 15 JUNE 2020 MADAM SPEAKER TOOK THE CHAIR AT 1.00 p.m. OPENING PRAYER MADAM SPEAKER (N. RATTLE): Honourable Members, please be seated. Kia Orana to all the Honourable Members who have gathered in our Honourable House this afternoon. Firstly, my thanks and appreciation to our Reverend for the deliverance of our message today in assisting us with our deliberations in this Honourable House. My greetings go out to our people in the Northern and Southern Groups and here on Rarotonga, listening to the radio this afternoon. I would like to say thank you to all the Members who accepted the invitation from a group, for their presentation to Parliament this afternoon. I thank all of you. The first announcement this afternoon is that we are still under the COVID-19 rules. We are reminded to remain sitting when speaking and to speak from behind the barriers. To keep washing our hands with the hand sanitisers and to dispose of your used tissues in the bags provided. We will continue with this until we have further notice from the Ministry of Health informing us that we will no longer need to observe these measures. Secondly, as requested and recommended by our audio and sound team recording our proceedings, so please when you speak, speak directly into the mic so your speech is captured accurately and clearly, for our record. The Leader of the House will move a motion before the House, to suspend Standing Orders, so we are able to follow the procedures for COVID-19. -

Warm greetings also to those in the Public Gallery and those listening on the radio, here on Rarotonga and the Pa Enua. Warmest greetings also to Madam Speaker and Papa Colin in New Zealand and also to the Member of Parliament for Akaoa, Nooroa Baker and your good wife Sue. May our good Lord take care of you and bring you back safely in our midst. Be strong and best wishes. MR DEPUTY SPEAKER’S ANNOUNCEMENTS Honourable Members, just a couple of announcements to the Members of this Honourable House. Number 1. I hope that all Members have taken advantage of the free eye check-up this afternoon offered by the Ministry of Health. Thank you to the Minister and the Secretary of Health for this initiative. RATTLE): Please be seated Honourable Members. I would like to express my thanks to our Chaplain this afternoon for the beautiful message extended to us all and all the encouragement and his wishes to all of us for the Christmas and New Year festive season. Kia Orana – greetings to all the Members of this House this afternoon. Today is a beautiful day and we look forward to the final day of our Sitting for this year. Greetings to all our people listening in to our Parliament meeting today. MADAM SPEAKER’S ANNOUNCEMENTS Honourable Members, at 10.30 this morning I, with the Honourable Prime Minister, Henry Puna, Cabinet Ministers, accompanied by the Deputy Clerk, Jeannine Daniel delivered the Address in Reply to His Excellency, Sir Tom Marsters. This is the Reply to the Speech addressed to Parliament at the Ceremonial Opening of the 49th Session of Parliament. His Excellency, Sir Tom Marsters was pleased to receive the Address in Reply from this dignified House. He also extended seasonal greetings to each and every Member in this House and your families. I was also very pleased to see our Cabinet Ministers and Assistant Ministers who were present at the ceremony this morning. So, I thank you very much for a job well done in completing this job that was due to be done. The second announcement I would like to make is that there has been an invite extended to Members of Parliament from the New Zealand High Commission for a Memorial Service for the late Her Excellency Tessa Temata. -

RATTLE): Honourable Members, please be seated. Kia Orana to all Honourable Members who have entered this Honourable House this morning. Before we begin the morning, I have a message from His Excellency the Queens Representative, Sir Tom Marsters. It reads: Message to Parliament: Royal Recommendation signed by His Excellency the Queens Representative. This is Message No. 5, The Queens Representative in pursuant of Article 3 of the Constitution, on behalf of Her Majesty in pursuant of Article 43 of the Constitution recommends Parliament to proceed upon the Bill the short Title where is the Income Tax (Tax Credit for small short term accommodation providers) Amendment Act 2020, DATED at RAROTONGA this 27th Day of November 2020. I lay this on the Table. Honourable Members, there is not much to talk about today because we have a busy day, but I would like to bring something to your attention. When you arrived this morning, you would have found on your desks a tie for the gentleman and the ladies will take their ties for their partners. The ties are from the Commonwealth Parliamentary Association. I guess we could say that is a Christmas gift to all the Members today. Furthermore, you will find the white ribbon which I am very pleased to see you wearing in supporting the efforts of the Police, Internal Affairs and Punanga Tauturu and other organisations in our country in making sure that women, girls and children are safe in their homes. -

VAINERERE): Please be seated Honourable Members. Greetings and thank you everyone. Greetings to us all this afternoon. To our Honourable Prime Minister, our Honourable Deputy Prime Minister, Cabinet Ministers, the Leader of the House, all our Members of Parliament, – greetings to you all. To the Leader of the Opposition, your Deputy and including your Members – greetings in the name of our Lord Jesus Christ. I extend special greetings to the new Members elected. The Honourable Member from Ivirua - Mrs Agnes Armstrong, from Rakahanga – Mrs Tina Browne and from RAPPA – Mr Albert Nicholas. Greetings also to our visitors in the public gallery this afternoon. I can see our Solicitor-General, Mr Stuart Baker – greetings to you. I can also see amongst us, Her Excellency, Mrs Tessa Temata, the New Zealand High Commissioner – welcome to Parliament today. It is very nice to see you amongst us today. Greetings also to family members and supporters of the Members of Parliament who will be sworn in today seated in the public gallery and also who are outside at the back of Parliament listening in – greetings to you all. RATTLE): Honourable Members, please be seated. Thank you to our Reverend this morning that delivered our message. May it guide us in our debates today. Greetings to all the Honourable Members who have entered this Honourable House this chilly morning. Greetings to our people listening in on radio, on Rarotonga and in the Outer Islands. And our friends in the Public Gallery and also to Peter McHugh who I believe experienced some traditional cultural food and dancing last night with our Interpreter at the Edgewater. I am so glad that we haven’t just worked him. We have also given him some cultural experience. Honourable Members, we have a lot of work to do today as we look forward to completing our Appropriation Bill. So I will now open our Question Time for 30 minutes. QUESTION TIME And I see the Honourable Member, Tetangi Matapo. You have the Floor. MRS T. MATAPO: Good morning Madam Speaker. Good morning all. My question as based on our message from the Pastor this morning, my question is posed to the Minister of Health. Yesterday, Parliament Members were given vaccination for the flu. When I rang my island of Mangaia I was advised the children there are falling sick and I was disappointed because I do not want them to miss their exams coming up very soon. So my question to the Minister is, can the Ministry of Health extend the vaccination programme to the people of the Cook Islands out there since Members of Parliament have received that? RATTLE): Please be seated Honourable Members. Honourable Members, our first business this morning is a Message from the Queen’s Representative. This Message is in relation to an increase being applied to Schedule 3 of $300,000. And the Message reads: Message to Parliament Royal Recommendation that is signed by the Queen’s Representative on the 10th day of June 2019. Message No.4 reads: The Queen’s Representative in pursuance of Article 3 of the Constitution on behalf of Her Majesty and in pursuance of Article 43 of the Constitution recommends Parliament to proceed upon the Bill, the Short Title thereof is the Appropriation Act 2019. I lay this on the Table. Thank you. Honourable Members, may it be a wonderful day for us working together today as we have a lot of work to do as you know and so I greet you all present in this dignified House today including all the people of the Cook Islands who are listening in to the broadcasting and our friends in our Public Gallery. And I extend special greetings to our friend, Peter McHugh who is with us today for a couple more days. We have a Ministerial Statement this morning. TURA): Please be seated Honourable Members. Greetings to all of us this morning. Firstly, I would like to commend our Chaplain for his beautiful message this morning. His message is that we are all one and we should retain the same spirit through our deliberations today. Greetings to all our people listening or watching our sitting on livestream in the Northern Group and the Southern Group and all our people here in Rarotonga. I also extend my appreciation to all the staff of Parliament. I have a few announcements to make before we proceed with our business today. First, we have a new staff as the Sub-Editor of Debates, Mr Papaterai Williams. I would like to acknowledge the former Sub-Editor of Debates, Miss Kimiora Vogel who is undergoing medical treatment in New Zealand and we pray that the Good Lord take care of her and heal her medical condition. Our second new staff in Parliament, I introduce our new Interpreter. Welcome on behalf of Parliament to the service Mr Teuira Ka, and I wish you well in your interpretation responsibilities. At this point, I wish to touch on a few bereavements that have recently happened in our country. Firstly, to the late Tararo Temaeva Arii e te Pou Ae Karati Ariki our words of condolences and sincere words of encouragements to the families for the passing away of Papa Karati. -

RATTLE): Honourable Members please be seated. I extend a special thank you to our Minister this afternoon for the wonderful message he delivered to us and may it serve to assist us all in serving our people in the House today. Greetings to all the Honourable Members who are in this Honourable House today. We have one more day of business and I believe we will work hard and smoothly today to complete our tasks. Kia Orana to all our people throughout the Cook Islands listening in and watching on our livestream. I would like to give my special acknowledgement to the Women’s Council of the Cook Islands. To the Patron, Mama Nga Papatua, and to the President, Vaine Wichman and your whole team, greetings to you all. I was invited yesterday evening together with the Leader of the Opposition, Honourable Tina Browne, Selina Napa and Agnes Armstrong to attend the launching of the Strategic Plan. However, we did miss the Minister who was also invited but we did enjoy the evening for you. Also present last night was the New Zealand High Commissioner as well as the Australia High Commissioner. It was wonderful to see a group of women together enthused and ready to go in implementing what they believe would be helpful for the women of the Cook Islands. May I also acknowledge our Solicitor General, Mr Stuart Baker and the Deputy Solicitor General, Kathy Bell who are in the House today. -

RATTLE): Honourable Members please be seated. I would like to give special acknowledgement and appreciation to our Pastor for his special message to guide us in our deliberation this afternoon. Greetings to all Honourable Members of Parliament who have entered this Honourable House this afternoon. It is a beautiful day for all of us this afternoon as we are blessed with the presence of the Prime Minister’s wife, Mrs Akaiti Puna in this Honourable House. We are very happy to welcome you into Parliament today. I also welcome our media today and our officials who are with us today and also encompassing all the Northern Group, the Southern Group and Tumutevarovaro into our greetings from Parliament today. I don’t have a lot of announcements to make today. However, there is one that I am very, very pleased to share with you as I am told that the observations of the protective measurements for Covid-19 that we have been observing, I believe have been revoked at our Cabinet this morning. It was only last night I received an email from the Secretary of the Ministry of Health to confirm with me that everything will continue until later. So, today we are very pleased that we are able to go back to normal tomorrow. Where we will not have the screen in front of the Honourable Members. So, today if you would like to stand to debate and make any comment you want to make.
