Zebra Mussel Task Force Final Recommendations Introduction In November 2009, the Massachusetts Executive Office of Energy & Environmental Affairs (EEA) convened the Zebra Mussel Task Force (ZMTF) to make recommendations to the Secretary of EEA on an updated action plan to address the presence of zebra mussels (ZMs) in water bodies of the Commonwealth. The Department of Conservation and Recreation (DCR) and Department of Fish and Game (DFG) play an essential role in protecting and preserving the natural resource of the Commonwealth in general and in particular with respect to ZMs. DCR is steward of one of the largest state parks systems in the country. Its 450,000 acres is made up of forests, parks, greenways, historic sites and landscapes, seashores, lakes, ponds, reservoirs and watersheds. DCR’s mission is to “protect, promote and enhance our common wealth of natural, cultural and recreational resources.” The DCR Lakes and Ponds Program has statewide responsibility to manage, protect, and restore the Commonwealth’s lakes and ponds. As part of this responsibility, the DCR Lakes and Ponds Program provides statewide leadership in aquatic invasive species (AIS) planning, management, technical assistance and education. The DCR Lakes and Ponds program has developed an aggressive, multi- pronged program to address the threat of AIS that includes hands-on management of AIS, training programs for citizens, boat ramp monitoring, education and outreach programs and materials, and ongoing planning and research to keep up to date on the science of AIS management. The Office of Fishing and Boating Access (OFBA) in the DFG is responsible for constructing, providing for the management of and regulating state public access facilities such as boat ramps at water bodies across the Commonwealth. -

Prepared for: The Town of Canton, CT May 3, 2011 Upper and Lower Collinsville Dams Hydroelectric Project Canton, Avon, and Burlington, CT Town of Canton, CT EXECUTIVE SUMMARY The Upper and Lower Collinsville Dams are both located along the Farmington River, the Upper in the Town of Canton, CT and the Lower in Avon and Burlington, CT. Both dams were originally constructed for hydropower but have long since ceased generation. With grant assistance from the Connecticut Clean Energy Fund, the Town of Canton (Town) has commissioned this pre-feasibility study to explore the potential for redeveloping the dams to generate clean, renewable hydroelectricity and provide other benefits to the Town and region. The scope of the study, prepared by GZA GeoEnvironmental (GZA), includes preliminary analysis of the technical, financial, and environmental aspects of constructing and operating hydroelectric projects at the Upper and Lower Collinsville Dams. A specific focus was given to identifying potential issues which might be considered as “fatal flaws” that would preclude project development. Baring any obvious fatal flaws, the study examined several options for project configuration, power and energy generation potential, preliminary estimated project costs, and potential project financial benefits. The Town currently holds a Preliminary Permit issued by the Federal Energy Regulatory Commission (FERC) for both sites. The Preliminary Permit allows the Town to study potential development and provides priority in applying for Licenses for the sites, but does not give permission to develop the sites. -

The Diversion Drain Is Ready to Operate Stockbridge Bowl
P.O. Box 118, Stockbridge, MA 01262 • www.thesba.org Summer 2012 Without the initiative of the SBA, there would be no diversion drain. From advocacy of a lake management plan to raising funds from key friends of the Bowl to identifying local and state grants, the SBA spearheaded the assembly of the over $1million required for this major engineering project and identified the consulting engineers necessary to design and supervise this project. From the bids received, the Town selected Cairns and Sons, an excellent contractor from New Hampshire, to do the work. While the pipe installation was completed too late to facilitate a fall drawdown this past year, the new pipe is ready for operation this coming November. The plan is to open the pre-existing dam at the end of the out- let, let the water level fall to the top of the berm that covers the gas and sewer pipes and then take the protective covers off the new diversion drain.
