2016 Shade Tree Planting Prioritization 1 Urban and Community Forestry 2016 Arizona Shade Tree Planting Prioritization ATLAS Planning Maps for the Department of Forestry and Fire Management 2016 Shade Tree Planting Prioritization Atlas About the 2016 Shade Tree Planting Prioritization Atlas This collection of maps summarizes the results of the 2016 Shade Tree Planting Prioritization analysis of the Urban and Community Forestry Program (UCF) at the Arizona Department of Forestry and Fire Management (DFFM). The purpose of the analysis was to assess existing urban forests in Arizona’s communities and identify shade tree planting needs. The spatial analysis, based on U.S. Census Block Group polygons, generated seven sub-indices for criteria identified by an expert panel: population density, lack of canopy cover, low-income, traffic proximity, sustainability, air quality, and urban heat effect. The seven sub-indices were combined into one Shade Tree Planting Priority Index and further summarized into a Shade Tree Planting Priority Ranking. The resulting reports, maps, and GIS data provide compiled information that can be easily used for identifying areas for strategic shade tree planting within a community or across Arizona’s major cities and towns. These maps provide limited detail for conveying the scale and depth of the analysis results which – for more detailed use – are best explored through the analysis report, interactive maps, and the GIS data available through the UCF Program webpage at https://forestryandfire.az.gov/forestry-community-forestry/urban-community-forestry/projects. Note: At the time of publication, two known analysis area errors have been identified. A few of Safford’s incorporated easements were not captured correctly. -

Navajo Nation Surface Water Quality Standards 2015
Presented below are water quality standards that are in effect for Clean Water Act purposes. EPA is posting these standards as a convenience to users and has made a reasonable effort to assure their accuracy. Additionally, EPA has made a reasonable effort to identify parts of the standards that are not approved, disapproved, or are otherwise not in effect for Clean Water Act purposes. July 22, 2021 Navajo Nation Surface Water Quality Standards 2015 Effective March 17, 2021 The federal Clean Water Act (CWA) requires states and federally recognized Indian tribes to adopt water quality standards in order to "restore and maintain the chemical, physical, and biological integrity of the Nation's Waters" (CWA, 1988). The attached WQS document is in effect for Clean Water Act purposes with the exception of the following provisions. Navajo Nation’s previously approved criteria for these provisions remain the applicable for CWA purposes. The “Navajo Nation Surface Water Quality Standards 2015” (NNSWQS 2015) made changes amendments to the “Navajo Nation Surface Water Quality Standards 2007” (NNSWQS 2007). For federal Clean Water Act permitting purposes, the United States Environmental Protection Agency (USEPA) must approve these changes to the NNSWQS 2007 which are found in the NNSWQS 2015. The USEPA did not approve of three specific changes which were made to the NNSWQS 2007 and are in the NNSWQS 2015. (October 15, 2020 Letter from USEPA to Navajo Nation Environmental Protection Agency). The three specific changes which USEPA did not accept are: 1) Aquatic and Wildlife Habitat Designated Use - Suspended Solids Changes (NNSWQS 2015 Section 207.E) The suspended soils standard for aquatic and wildlife habitat designated use was changed to only apply to flowing (lotic) surface waters and not to non-flowing (lentic) surface waters. -

Morgan and the 21st Navajo Nation Council presented representatives from the Havasupai Tribe with gifts of appreciation because the Havasupai Tribe, other tribes and the Navajo Nation formed a united tribal front to oppose snowmaking on Dook’o’slííd. Thomas Walker Jr. (Birdsprings/Leupp/Tolani Lake), who advocated for the Navajo Nation, presented gifts to Edmund Tilousi, Vice Chair of the Havasupai Tribe, Carletta Tilousi, councilwoman for the Havasupai Tribe and Hertha Woody, Sierra Club volunteer, of Shiprock, N.M. The Havasupai’s involvement in helping form a united tribal front, along with the Navajo Nation, protects the sanctity of the San Francisco Peaks -- Dook’o’oslííd, which ultimately made a significant difference in the Flagstaff City Council’s decision to disapprove the substitute water sale agreement to make artificial snow at the Arizona Snowbowl. -

Ninth Circuit Court of Appeals Decision Delivers Significant Victory for the Navajo Nation
FOR IMMEDIATE RELEASE April 29, 2021 Ninth Circuit Court of Appeals decision delivers significant victory for the Navajo Nation WINDOW ROCK, Ariz. – On Wednesday, the United States Ninth Circuit Court of Appeals reversed the decision of the District Court for the District of Arizona that previously dismissed the Navajo Nation’s 2003 lawsuit against the U.S. Department of the Interior, related to the Nation’s water rights. In the 2003 lawsuit, the Navajo Nation asserted that the Secretary of Interior had taken various actions relating to the management of the Colorado River in breach of the federal government's trust obligations to protect the water resources of the Navajo Nation or to secure and protect water supplies from the Colorado River necessary for the needs of the Navajo Nation in Arizona. “Water resources are becoming a greater concern for the southwest portion of the United States. Over 150 years after the signing of the Treaty of 1868 between the Navajo people and the United States, we are still having to fight for water allocations. Today’s ruling is due to the hard work and commitment of the Navajo Nation Department of Justice, under Attorney General Doreen McPaul. I commend their team and offer my continued support for them,” said Navajo Nation President Jonathan Nez. The U.S. District Court of Arizona previously dismissed the Navajo Nation’s lawsuit on the grounds that the U.S. had not waived its sovereign immunity. The Navajo Nation appealed to the Ninth Circuit, and in 2017, the Court joined the majority of Circuits in holding that the Administrative Procedures Act waives the sovereign immunity of the U.S. -

Distribution: Species mostly occurs in AZ, NM, and southern UT with smaller distributions in WY and MT. Historic records indicate two subspecies (O.y.clutei and O.y.cummingsi) from on, and around, Navajo Mountain, but presently known from one location in Canyon de Chelly National Monument (subspecies unknown). Potential throughout forested areas and possibly canyonlands on Navajo Nation. Habitat: Only known extant population on Navajo Nation occurs on steep-sloped, northern-aspect coniferous forest with dense mossy groundcover over an exposed rock/boulder substrate. Cool, moist microclimate and dense moss are likely key habitat components here. Potential habitats include steep- forested slopes with leaf-litter and/or exposed rocks and rock outcrops, steep-walled canyons, and others areas that maintain a cool, microclimate and moist soils. Similar Species: Oreohelix are the largest land snails on Navajo Nation, but species may be difficult to differentiate due to local variations in size and coloration; usually require examination by a expert specializing in mollusks. Oreohelix typically have a rough-textured, depressed-heliciform-shaped shell, are opaque with coloration of pale greyish-white to dark brownish, and typically have two bands of darker brown (one prominent band above and another just below the periphery). O.yavapai tends to be smaller in circumference (~12-16 mm) and more whitish in color with dull brown spire. Other than O.strigosa, only one other Oreohelix (O.houghi) has been recorded on Navajo Nation (in Canyon Diablo); O.houghi is generally larger in circumference (16-20mm), has irregular or spotted bands, and no spiral striation. -

THE NAVAJO NATION JONATHAN NEZ | PRESIDENT MYRON LIZER | VICE PRESIDENT Navajo Department of Health Health Advisory Notice (HAN) Mandating Use of Masks Among All Persons in Public is Still in Effect May 18, 2021 WINDOW ROCK, AZ – The Navajo Department of Health and the Health Command Operations Center is reminding individuals the use of masks in public on the Navajo Nation is still required. Although the guidance from the Centers for Disease Control and Prevention Interim Public Health Recommendations for Fully Vaccinated People state that individuals fully vaccinated no longer need to wear a mask or physically distance in any setting, except where required by federal, state, local, tribal, territorial laws, rules, and regulations, including local business and work place guidance, we are not in concurrence with these updated guidelines. Pursuant to Public Health Emergency Order No. 2020-007 Mandating Use of Masks in Public due to COVID-19 is still in effect; therefore, individuals fully or partially vaccinated with a COVID-19 vaccine or is unvaccinated must continue to wear a mask in public. Access the order at Public Health Emergency Order No. 2021-007 Mask Mandate Everyone on the Navajo Nation is required to continue certain safety practices even if you have been fully vaccinated to keep our loved ones and communities safe from COVID-19. Vaccinated people should continue to wear a mask because some of our family, and community members are at high risk in getting very sick with the virus. Continue to wear a well-fitting mask even if you are fully vaccinated. o When around those you do not live with o When in public o When gathering o Watch your distance- stay 6 feet away from others o Wash your hands often and use hand sanitizer It is critical for individuals to receive a COVID-19 vaccine to ensure the safety of families and communities and minimize the potential spread of COVID-19 within households.
