Methodology

POLITICO picked 100 of the 691 House roll calls between the start of the year and the August recess that reflected a cross section of major issues before Congress, and compared the votes of House Republican freshmen with those of their veteran colleagues. In figuring individual members' loyalty scores, "yes" and "no" votes were counted, but "present" votes and absences were not. When the party "position" is referred to, it was calculated by determining how the majority of Republicans voted. The study includes bills that passed and failed, as well as amendments that were adopted and rejected. Eighty members were counted as freshmen: Those sworn into office for the first time this year.
