Opening worship was led by Brandi Sanders and the worship team. 2019 MINISTERIUM OFFICERS Liz Mosbo VerHage, president Robert Johnson, vice-president Beth Ernest, secretary Mark Tao, vice-secretary Lavern Holdeman, treasurer Parliamentarian: Taylor Burgoyne CALL TO ORDER Liz Mosbo VerHage, president, called the meeting to order at 10:20 a.m. She reminded us that we are doing new things in this meeting and have been diligent in seeking the correct way to do them. OPENING PRAYER Robert Johnson, vice-president, offered the opening prayer. TRAINING ON ELECTRONIC VOTING LUMI rep Kyle Fletcher introduced the ministerium to the LUMI hand-held voting devices that would be used for most votes. ORGANIZATION OF THE MEETING The organization of the meeting was addressed by President VerHage. She explained that after reports and business, the hearings of two pastors contesting their removal will be held in executive session. Adoption of Standing Rules. Taylor Burgoyne, parliamentarian, moved the adoption of the standing rules. By a vote of 441 yes (99.1 percent) to 4 no (.89 percent) with 2 abstentions, the standing rules were adopted. Approval of Agenda, including Consent Agenda Items. The agenda and consent agenda items were introduced by Beth Ernest, secretary. They included: 1) the report on the approval of the 2018 minutes; 2) the authorization for approval process for the 2019 minutes; 3) the following appointments: parliamentarian: Taylor Burgoyne; sergeants- at-arms: Darren Olson (chair), Brian Alnes, Todd Harris, Keith Robinson, Kecia Stroot, Mark Chapman; tellers: Karen Figueroa, John Lloyd, Andrew Wollitzer, Shirley Bragdon 4) 2018–2019 Financial Report 5) 2018–2019 Audit Report A motion to approve the agenda including the consent agenda passed with the following votes: yes 451 (99.33 percent), no 3 (.66 percent), abstain 5. Good Standing. The requirements of good standing for Covenant clergy were reviewed by Mark Tao, vice-secretary. 379 Registration for this Ministerium annual meeting was reported as the highest ever with 530 pastors (Alaska 11; Canada 5; Central 103; Cov offices 3; East Coast 37; Great Lakes 24; Midsouth 7; Midwest 66; Northwest 134; Pacific Northwest 39; Pacific Southwest 74; Serve Globally 16; Southeast 10). Secretary Ernest commended the new Ministerium website to all present (www.eccclergy.org) and thanked Mark Tao, Ted Law, and Rick Lindholz for their work. The website will have annual meeting documents but also other informa- tion needed for pastors. Suggestions for content or improvement are welcome. Greeting from Colleagues. Greetings from colleagues unable to be present were noted with gratitude, including many who emailed that they have been praying and fasting for this meeting. PROPOSED BYLAW AMENDMENT Secretary Ernest introduced a proposed amendment to Article III, Section 1 of the bylaws. The amendment cleans up language due to previous changes in credentialing: Section 3.1. Membership in the Covenant Ministerium is defined in the Constitu- tion and Bylaws of the Evangelical Covenant Church. All members shall maintain good standing in a regional ministerial association. Good standing within the Cov- enant Ministerium includes annual dues, a current profile, annual completion of a vocational growth tool and regular healthy connections with ministerial col- leagues. Licensed theological students, [M]inisters and missionaries in the inac- tive category, and ministers serving ECC congregations without ECC credentials shall be associate members without voting privileges or the holding of office in the Covenant Ministerium. The proposed amendment removes the words “Licensed theological students,” beginning the sentence with “Ministers and missionaries.” The rationale for the change is that the LTS category is no longer offered. The vote on the amendment was as follows: yes 434 (97.74 percent), no 10 (2.25 percent) abstain 8. The amendment passed. RECOGNITION OF OUTGOING EXECUTIVE COMMITTEE MEMBERS President VerHage thanked the following outgoing members of the Minis- terium Executive Committee for their service: Heidi Wiebe (Midwest), Joe Muzzi (Great Lakes), Roberto Ghione (MHIPE), Jeff Saville (CCA), Susan Cosio (ACCW), and Wayne Park (CAPA). RECOGNITION OF OUTGOING MINISTERIUM OFFICERS Outgoing Ministerium officers were recognized and thanked by Secretary Ernest and President VerHage. These officers were Robert Johnson, vice-pres- ident, and Lavern Holdeman, treasurer, each of whom received a gift for their work on behalf of the Ministerium. IN MEMORIUM Jeannette Conver, ACCW president, read the list of pastors, missionaries, and spouses who had died since the last meeting and offered a prayer of gratitude for their service to the gospel and the Covenant. The list included 17 pastors, 10 missionaries, and 16 spouses. 380 MINISTERIUM BUDGET FOR 2020 The Ministerium Budget for 2020 was presented by Treasurer Holdeman, who outlined changes in the budget. Discussion ensued on a decrease for the Sustaining Pastoral Excellence amount. The change had been discussed with SPE staff and is partially reflected in an increase to our ethnic associations, which will be given directly rather than run through SPE. The budget passed by the following vote: yes 435 (97.74 percent); no 12 (2.68 percent) abstain 7. GREETINGS FROM EXECUTIVE MINISTER NOMINEES Greetings were given from Paul Robinson, nominee for executive minister of love mercy do justice, and Paul Lessard, nominee for executive minister of start and strengthen churches. REPORT FROM NOMINATING COMMITTEE On behalf of the Nominating Committee, Vice-Secretary Tao presented the nominees for Ministerium officers. No additional nominees came from the floor. Candidates for vice-president: Deidra Clark and Dieula Previlon. Vote: Previlon 234 (52 percent), Clark 216 (48 percent). Previlons was elected vice-president. Candidates for treasurer: Joe Muzzi and Eric Hedberg Vote: Hedberg 262 (57.71 percent) Muzzi 192 (42.29 percent). Hedberg was elected treasurer. REPORTS FROM ECC EDUCATIONAL INSTITUTIONS CHET. Ed Delgado, president of Centro Hispano Estudios Teologicos (CHET) spoke of the excitement of seeing alumni of CHET now becoming leaders in the church and denomination. He will be leaving that position in November 2019, making a transition after twelve years. Applause was offered for President Delga- do’s inspired leadership of CHET and his contribution to our denomination and Latino/a ministry. North Park Theological Seminary. Dave Kersten, dean of North Park Theo- logical Seminary, spoke of over 170 new students, the IGNITE seminary program in the Pacific Southwest Conference, and the School for Restorative Arts in Statesville Correctional Center where a second cohort has been enrolled. A tele- vision documentary has been produced about this program. Stephen Chester, professor of New Testament, has taken a call to Wycliff in Toronto as of August 1. Kersten introduced the recommended replacement, the Dennis Edwards (MDiv Trinity; PhD Catholic University of America) who also brought greetings. Dwight Perry, academic dean of North Park Theological Seminary, reported on the recent task force on preparation for pastoral leadership. This wide- ranging survey of pastors in various settings, roles, and licensure produced a seventy-one-page document that will inform theological education for years to come. He noted it is one of the most representative surveys in Covenant history. The first finding of many is the most important impact on ministry is our spiri- tual and emotional health, followed by biblical and theological preparedness, communication skills, leadership, and intercultural competency. Perry has found that the both the strength and the weakness of the Covenant is our relationship commitment. The task force is now working on implementing the findings. 381 North Park University. Mary Surridge, president North Park University, sub- mitted a report that can be found online. REPORT FROM ECC PRESIDENT John Wenrich, ECC president, reminded the Ministerium of the importance of the Annual Meeting as the celebration of the ordination and commissioning of pastors. He lifted up the Holy Spirit as the “blazing center” of our mission and introduced a coming suite of resources on the Spirit that will be out for Midwinter 2020. He spoke
