SHAVE UNIVERSITY OF LINCOLN ABSTRACT New Poor Law scandals have usually been examined either to demonstrate the cruelty of the workhouse regime or to illustrate the failings or brutality of union staff. Recent research has used these and similar moments of crisis to explore the relationship between local and central levels of welfare administration (the Boards of Guardians in unions across England and Wales and the Poor Law Commission in Somerset House in London) and how scandals in particular were pivotal in the development of further policies. This article examines both the inter-local and local-centre tensions and policy conseQuences of the Droxford Union and Fareham Union scandal (1836-37) which exposed the severity of workhouse punishments towards three young children. The paper illustrates the complexities of union co-operation and, as a result of the escalation of public knowledge into the cruelties and investigations thereafter, how the vested interests of individuals within a system manifested themselves in particular (in)actions and viewpoints. While the Commission was a reactive and flexible welfare authority, producing new policies and procedures in the aftermath of crises, the policies developed after this particular scandal made union staff, rather than the welfare system as a whole, individually responsible for the maltreatment and neglect of the poor. 1. WHAT IS THE FABIAN POLICY? • The Fabian strategy is a military strategy where pitched battles and frontal assaults are avoided in favor of wearing down an opponent through a war of attrition and indirection. While avoiding decisive battles, the side employing this strategy harasses its enemy through skirmishes to cause attrition, disrupt supply and affect morale. Employment of this strategy implies that the side adopting this strategy believes time is on its side, but it may also be adopted when no feasible alternative strategy can be devised. His publications include The Logic of the History of Ideas (Cambridge: Cambridge University Press, 1999) 2 ABSTRACT Sidney Webb is often represented as a descendent of the utilitarians. Social democracy and the welfare state thus stand as the continuing development of Enlightenment rationalism. Alternatively, Webb appears as the representative of a new managerial and administrative class. Social democracy and the welfare state here stand as the elitist and bureaucratic expressions of the power of this class. In contrast to these conventional views, this paper locates Webb in the context of a radicalism, peculiar to the 1870s, composed of ethical positivism and evolutionary sociology. He became a socialist because of his positivist ethic. He defined his socialism in relation to an evolutionary philosophy. And he later adopted collectivism as a result of turning to positivist sociology. Webb’s collectivism, however, provided little assistance in dealing with the dilemmas of the inter-war years. His ethical positivism and evolutionary sociology led him to turn to solutions apparently offered by the Soviet Union. This reinterpretation of Webb suggests a new view of social democracy and the welfare state. We should see them as the changing products of particular ideational and political contexts such as those of the 1870s and 1930s. -

Dates: 1861-1932 (also Leader Family correspondence 1848-1890) Level: Fonds Extent: 23 boxes Name of creator: Anthony John Mundella Administrative / biographical history: The content of the papers is mainly political, and consists largely of the correspondence of Mundella, a prominent Liberal M.P. of the later 19th century who attained Cabinet rank. Also included in the collection are letters, not involving Mundella, of the family of Robert Leader, acquired by Mundella’s daughter Maria Theresa who intended to write a biography of her father, and transcriptions by Maria Theresa of correspondence between Mundella and Robert Leader, John Daniel Leader and another Sheffield Liberal M.P., Henry Joseph Wilson. The collection does not include any of the business archives of Hine and Mundella. Anthony John Mundella (1825-1897) was born in Leicester of an Italian father and an English mother. After education at a National School he entered the hosiery trade, ultimately becoming a partner in the firm of Hine and Mundella of Nottingham. He became active in the political life of Nottingham, and after giving a series of public lectures in Sheffield was invited to contest the seat in the General Election of 1868. Mundella was Liberal M.P. for Sheffield from 1868 to 1885, and for the Brightside division of the Borough from November 1885 to his death in 1897. -

In an age of stress and upheaval, institutions and 9 systems which we have come to take for granted are subjected to a searching test, which, though more violent, can scarcely fail to be more valuable than the criticism of more normal times. A reconstruction of our educational system seems inevitable after the present struggle; in fact new schemes have already been set forth by accredited organisations such as the national Union of Teachers and the Workers' Educational Association. The Labour Party and the Idea of Citizenship, c. 193 1-1951 ABIGAIL LOUISA BEACH University College London Thesis presented for the degree of PhD University of London June 1996 I. ABSTRACT This thesis examines the development and articulation of ideas of citizenship by the Labour Party and its sympathizers in academia and the professions. Setting this analysis within the context of key policy debates the study explores how ideas of citizenship shaped critiques of the relationships between central government and local government, voluntary groups and the individual. Present historiographical orthodoxy has skewed our understanding of Labour's attitude to society and the state, overemphasising the collectivist nature and centralising intentions of the Labour party, while underplaying other important ideological trends within the party. In particular, historical analyses which stress the party's commitment from the 1930s to achieving the transition to socialism through a strategy of planning, (of industrial development, production, investment, and so on), have generally concluded that the party based its programme on a centralised, expert-driven state, with control removed from the grasp of the ordinary people. The re-evaluation developed here questions this analysis and, fundamentally, seeks to loosen the almost overwhelming concentration on the mechanisms chosen by the Labour for the implementation of policy. It focuses instead on the discussion of ideas that lay behind these policies and points to the variety of opinions on the meaning and implications of social and economic planning that surfaced in the mid-twentieth century Labour party. In particular, it reveals considerable interest in the development of an active and participatory citizenship among socialist thinkers and politicians, themes which have hitherto largely been seen as missing elements in the ideas of the interwar and immediate postwar Labour party.
