2009 - December 2014 SUPERINTENDENT OF SCHOOLS WINDOW ROCK UNIFIED SCHOOL DISTRICT, FORT DEFIANCE, ARIZONA Chief Executive Officer as Superintendent of Schools with a yearly budget of 38 million dollars to oversee productive learning for nearly 2,500 students with a staff of nearly 450 Full Time Employees and 7 schools within the public school district located at the Capitol of the Navajo Indian nation in northeastern Arizona. Revitalized Embracing Change for Student Learning, a standards based learning and teaching educational reform model focused on provid-ing greater accountability to student achievement and learning originally developed in line with the federal No Child Left Behind Act of 2001 and AZLEARNS, Arizona’s state compliance plan to NCLB, under an approved waiver from USDOE. Reviewed and revised the school district’s vision and mission statements and 5-year strategic plan of opera-tion focused on improving student learning outcomes. Reviewed and refined the organizational structure to better meet the identified learning needs of district students, parents and community while still implementing federal and state budgetary cuts. Provided guidance and support for the development and implementation of a culturally relevant curriculum aligned to the Arizona state standards and the new Common Core. Worked to improve overall organiza-tional and instructional design for all schools and the overall district to improve letter grades under the Arizona De-partment of Education’s approved waiver. Implemented best practices and performance assessment systems in sup-port of continuous school improvement. Led the completion of new 22 million dollar middle school. Led the design, development, finance bonding and construction processes for completion of the new $37 million dollar BeeHoldZil (Stronghold) Fighting Scouts Events Center. As chair of the Arizona State Impact Aid Association led the work with the state Legislature for all Arizona Indian lands public schools to prevent further cash sweeps with the passage of HB 2725 that separated Impact Aid from state funds at the Apache County Treasurers office lifting the budget limits on Impact Aid funds. Led WRUSD to earn first ever Certificate of Achievement for Excellence in Financial Reporting.

2005 – 2009 SUPERINTENDENT OF SCHOOLS GANADO UNIFIED SCHOOL DISTRICT, GANADO, ARIZONA Chief Executive Officer as Superintendent of Schools with a yearly budget of 35 million dollars to oversee productive learning for 2,010 students with a staff of nearly 380 FTEs and 4 schools within the public school district located in the heart of the Navajo Indian nation in northeastern Arizona. Worked to implement a standards based learning and teaching educational reform model focused on providing greater accountabil-ity to student achievement and learning in line with the federal No Child Left Behind Act of 2001 and AZLEARNS, Arizona’s state compliance plan to NCLB. Developed the school district’s vision and mission statements and a 5 year strategic plan of operation focused on improving student learning called the “Ga-nado Foundations of Learning.” Provided guidance and support for the development and implementation of a culturally relevant curriculum aligned to the Arizona state standards. NOTABLE EDUCATIONAL LEADERSHIP ACCOMPLISHMENTS • 2010 – Appointed by President Barack Obama to the National Advisory Council on Indian Education (NACIE).
