Town Hall One South Sewall’s Point Road Sewall’s Point, FL 34996 www.sewallspoint.org (772) 287-2455 [email protected] TOWN OF SEWALL’S POINT TO: Commissioners FROM: Michelle Berger, Town Manager SUBJECT: 2020 Updated Local Mitigation Strategy Commission Special Meeting: February 12, 2021 _____________________________________________________ Background Every five years, Florida counties are required to submit an updated Local Mitigation Strategy (LMS) plan to the Department of Emergency Management (DEM) which is then filed with the Federal Emergency Management Agency (FEMA). The plan generally identifies potential hazards and specifically outlines measures, policies and activities to mitigate potential damage from those hazards. Martin County Emergency Management staff coordinated meetings of the LMS working group which developed the updated document over a period of several months. This resolution acknowledges the 2020 updated MC Unified LMS Plan – which we have multiple projects associated with – to support funding efforts. The resolution was originally scheduled to be placed on the agenda for the February 23, 2021 regular meeting, however, it has come to our attention that HMGP grants depend on the resolve to collaborate with the county on the 2020 Unified Local Mitigation Strategy. Recommendation Staff recommends adoption of the 2020 Martin County Unified Local Mitigation Strategy. RESOLUTION NO. 899 A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF SEWALL’S POINT, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO ADOPT THE 2020 UPDATED MARTIN COUNTY UNIFIED LOCAL MITIGATION STRATEGY PLAN AS THE OFFICIAL DOCUMENT FOR INCLUSION IN THE STATEWIDE HAZARD MITIGATION STRATEGY; PROVIDING FOR CONFLICTS, SEVERABILITY, AN EFFECTIVE DATE AND FOR OTHER PURPOSES. WHEREAS, in 1999, 2005, 2010 and 2015, Martin County’s Unified Local Mitigation Strategy (LMS) was adopted by resolution; and WHEREAS, Martin County is mandated by Chapter 252, Florida Statutes and Chapters 9G-22 and 27P-22 of the Florida Administrative Code to develop and maintain an LMS, with an update required every five years; and WHEREAS, the LMS is required for the County’s eligibility for federal mitigation grants and, although municipalities within the County are not mandated to have a local mitigation strategy, they are required to be incorporated into and to adopt the County’s LMS to be eligible for Federal grants; and WHEREAS, the 2020 Updated Martin County Unified Local Mitigation Strategy was approved by the Board of County Commissioners of Martin County on November 17, 2020 (the “Updated LMS”); and WHEREAS, the State of Florida Division of Emergency Management formally approved the Updated LMS in December, 2020; and WHEREAS, the Town Commission wished to approve the Updated LMS and finds that the approval is in the best interests of the Town. NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COMMISSION OF THE TOWN OF SEWALL’S POINT, FLORIDA, AS FOLLOWS: Section 1. The Town Commission hereby adopts the 2020 Updated Martin County Unified Local Mitigation Strategy as the official document for inclusion in the Statewide Hazard Mitigation Strategy and a copy shall be kept on file with the Town Clerk. 1 Section 2. All Resolutions or parts of Resolutions that are in conflict with the provisions of this Resolution are hereby stayed to the extent necessary to give this Resolution full force and effect until its expiration. Section 3. If any section, subsection, sentence, clause, phrase or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent provision, and such holding shall not affect the validity of the remaining portions thereof. The FAA has identified 21 metroplexes—geographic areas that include several commercial and general aviation airports in close proximity serving large metropolitan areas. By optimizing airspace and procedures in the metroplex, the FAA provides solutions on a regional scale, rather than focusing on a single airport or set of procedures. The optimization plan takes into account all airports and airspace that support each metropolitan area as well as how air traffic in those areas interacts with other metroplexes.     A Guide to the U. S. Naval Air Station at Vero Beach Descriptive Summary Title U. S. Naval Air Station at Vero Beach Dates ca. 1942‐1946 and 1996‐2010 Extent Six Linear Feet (16 ms. Case 39 x 27 x 13 cm. containing manila file folders of original and duplicate manuscripts and photographs. Biographical/Historical Note The Navy awarded a 4.8 million dollar contract to expand the local Vero Beach airport to provide a Navy and Marine training base for over 2700 men and 300 WAVES and women Marines. June 1946 it was placed in caretaker status. Original documents created by the United States Navy; United States Marines; men and women who served; and staff of the Indian River County Main Library Scope and Content The original Vero Beach Naval Air Stations records and photographs arrived April 1999 at the Indian River County Main Library. They were obtained through a successful Ebay bid from a man in Ohio who found the records at an estate sale. Through the donation of funds from the Friends of the Indian River County Library, Indian River Genealogical Society and Pam Cooper, these records were brought back home to Vero Beach. Contributions of photographs and manuscripts started coming in from many other sources such as the people who were stationed here and their descendants. Declassification of the records was obtained from the National Archives July 1999. A copy of this letter is on file. Access or Use Restrictions PLEASE ASK STAFF FOR ASSITANCE.
