The Federal Highway Administration (FHWA) has reviewed the Fiscal Years (FY) 2021-2025 STIP with the following amendments and adjustments received from the Massachusetts Department of Transportation and endorsed by the relevant Metropolitan Planning Organization (MPO): Action Organization MPO Endorsement Date 1.01 Berkshire MPO December 22, 2020 1.02-1.05 Boston MPO December 17, 2020 1.06-1.08 Merrimack Valley MPO December 30, 2020 1.09-1.10 Pioneer Valley MPO December 22, 2020 1.11 Southeastern Mass MPO December 9, 2020 Our review consisted of ensuring that the FY 2021-2025 STIP Amendment #2 and associated FY 2021- 2025 TIP Amendments adopted by the MPOs are based on a continuing, comprehensive and cooperative transportation planning process that substantially meets the requirements of 23 U.S.C. 134 and 135 and 23 CFR 450. The actions listed above do not require an air quality determination. Changes called for in this STIP amendment maintain financial constraint as required under 23 CFR 450.218. Additionally, our approval of the FY 2021-2025 STIP was subject to the resolution of one corrective action. On December 29, 2020, we received an action plan update addressing the corrective action and a number of recommendations, indicating that all self-certifications have been updated and completing the corrective action. -

19601 COMMENTS FREIGHT FORWARDERS, BROKERAGE, AND SHIPPING CONFERENCE AGREEMENTS: IMPLICATIONS OF THE ISBRANDTSEN DOCTRINE Maritime shipping conferences' have for many years regulated the payment of marine freight brokerage.2 The Federal Maritime Board has accepted this conference practice and extended federal antitrust exemption to it under statu- tory powers granted the Board in the Shipping Act of 1916.3 The Supreme Court's application of Section 14 Third of the Shipping Act in FederalMaritime Board v. Isbrandtsen4 suggests that the Board's policy approving conference brokerage rules requires reconsideration where such rules affect independent liner competitors of conferences. Prior to Isbrandtsen the Federal Maritime Board had a free hand in the formulation of national maritime policy concerning conference activities. Apply- ing the doctrine of primary jurisdiction, the courts were loath to pit their judg- ment against that of the Board.5 In Isbrandlsen the Court struck down a Board- approved conference dual-rate shipping contract system the purpose and effect of which was the elimination of independent competition on the conference's route. This decision overturned a long standing Board policy approving dual rates, and, by implication, the elimination in this manner of independents. The Court held that Section 14 Third of the Shipping Act prohibits dual rate con- tracts where their effect upon independent competition is "predatory" in pur- pose and effect.6 The Board argued unsuccessfully that its powers under the act permitted approval of any conference practice not specifically outlawed by the act. Isbrandtsensuggests that the Court reads section 14 as a further limitation upon the Board's power to give conference activities antitrust exemption. -
A Roxbury Review: Conglomerates of Greater Boston
C2-1 A ROXBURY REVIEW by Margaret D. Thompson, Department of Geosciences, Wellesley College Anne M. Grunow, Byrd Polar Research Center, Ohio State University INTRODUCTION Conglomerate throughout the Boston Basin in eastern Massachusetts (Fig. 1) has long been called after the Roxbury district of Boston (early references in Holmes, 1859 and Shaler, 1869) and subdivided into three members typified by strata in the encircling communities of Brookline, Dorchester and the Squantum section of Quincy, MA (Emerson, 1917). NEIGC field trips, beginning with one led by W.O. Crosby in 1905, and also GSA-related field trips have provided regular opportunities for generations of geologists to debate the depositional settings of all of these rocks, particularly the possible glacial origin of the Squantum "Tillite". It appears, however, that none of these outings has ever included a stop in Roxbury itself (Table I and lettered localities in Fig. 1). A main purpose of this trip will be to visit the nominal Roxbury type locality in a section of the historic quarries where recent re-development includes the newly opened Puddingstone Park. Other stops will permit comparison of type Roxbury Conglomerate with other rocks traditionally assigned to this formation and highlight geochronological and paleomagnetic data bearing on the ages of these units. Annual Report of the Performance and Asset Management Advisory Council presented by Performance and Asset Management Advisory Council Patricia Leavenworth, P.E., Chair November 2017 Annual Report of the Performance and Asset Management Advisory Council Executive Summary MassDOT’s progress in implementing asset management is keeping Massachusetts apace with Federal requirements. The Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) have implemented final transportation asset management (TAM) rules in 2017 that impact how MassDOT measures and communicates the condition of its assets. Transportation Asset Management Plans FHWA and FTA rules require the Highway Division, the MBTA, the Rail and Transit Division, and each RTA to complete a transportation asset management plan (TAMP for Highway, TAM Plan for transit). The status on these plans is as follows: Highway | Will be submitted to FHWA in April, 2018. MBTA | Will be submitted to FTA by October, 2018. Rail | A consultant has been retained for delivery of an asset management plan for rail by February, 2018. This plan is not required by any Federal rule, but MassDOT is pursuing it to improve asset management at the agency. Transit | MassDOT is making progress toward submitting the TAM Plan for MassDOT’s in-house transit assets and those of its Federal Aid sub-recipients to FTA by October, 2018. RTAs | Each RTA is at a different stage in the development of their asset management plans, due to the FTA by October, 2018. MassDOT is ready to assist if asked. Performance and Condition Key performance and asset management findings of this report are summarized below by asset type and division. -

Foreword - Kewill The freight forwarding industry is in flux. Amid a rash of consolidations and acquisitions, small- and medium- sized forwarders find themselves struggling to remain competitive with their bigger brethren. The line was purchased from CSX Corporation for $23 million. MassDOT June Purchase of the Framingham Secondary is a strategic investment Board Meeting that links the Framingham/Worcester, Needham, Franklin, and the Attleboro/Northeast Corridor commuter rail lines together.
