ISSUING OFFICE This Invitation for Bid (IFB) is issued by the State of Colorado, Department of Natural Resources, on behalf of the Colorado Division of Parks and Wildlife. The State has been divided into three (3) Areas and three (3) awards will be made for firewood. It is the intent of Colorado Parks and Wildlife that, if necessary, multiple awards may be made to different vendor in regards to this solicitation. Page 1 of 11 IFB1 2015*294 State of Colorado Invitation for Bid SPECIFICATIONS Description Resale Firewood Quantity 32,880 Bundles (see attached Excel File for breakdown for each Park) Bundles Must be no less than 16 inches long, 10 inches wide & .75 cubic feet in volume per bundle No fewer than 9 pieces of wood per bundle Wrapped in sturdy wrapping to ensure bundles do not break apart Sturdy handle attached to the bundle that does not break For planning purposes please provide a picture of wood bundles Minimum quantities per pricing sheet listed on the attached Excel File, however, if there are additional requests for firewood bundles throughout the fiscal year, CPW is requesting amount per bundle additional cost for minimum of 240 bundles Delivery Bundled wood delivered to specified park upon request Delivered within 5 days of order to specified park After an order is placed, the company is to schedule delivery directly with the park to ensure a park staff member is available to operate a forklift to avoid unloading bundles by hand – preferred to have a +/- 2 hour window from scheduled delivery time Loads must be anywhere between 240 and 600 bundles Loads must be delivered on pallets All Pallets that are delivered will be picked up on the next delivery Delivery to all Parks as stated below. Pricing List Pricing Information on attached Excel File. **Note: If a fire ban (or other weather related issue) is put into place for any of the parks listed on this solicitation, we reserve the right to reduce the minimum quantity for delivery. The Excel File must be completed and returned along with the Vendor Information Sheet to be considered responsive. TERM The prices must remain firm for the first 12 months. At the State’s option, the State may choose to renew this award for an additional 2, 12 month period, not to exceed a total of 3 years (36 months). If the state chooses to renew this bid for the additional term – the State must notify the vendor in writing no less than 60 days prior to the expiration of the current 12-month term of its intent to renew the agreement for an additional year. If the State chooses to renew for the additional years, the vendor may request a rate adjustment in writing with supporting documenation for the rate increase at least 30 days prior to the start of the next 12-month term . The requested rate adjustment may not exceed the average of the 12 months of Consumer Price Index (CPI) rates for West Urban Region that are published prior to 45 days before the rate is to go into effect or a five percent (5%) adjustment, whichever is less. Only one such increase will be allowed in any 12-month period of this Contract. INQUIRIES Vendors may make written inquiries concerning the solicitation and its specifications. VENDOR REQUIREMENTS Because of the limited competition expected from registered ColoradoVSS Vendor Self Service (VSS) vendors on this solicitation, the procuring agency intends to use both VSS and additional methods of vendor notification and may make the specifications available to non-registered vendors through additional means. However, quotes, bids or offers submitted by non-registered vendors will not be opened or considered (except as necessary to determine VSS registration status) unless, after examination of quotes/bids/offers submitted by VSS registered vendors, it is determined that there is not adequate competition among VSS registered vendors. If adequate competition exists among registered vendors, quotes, bids, or proposals from non-registered vendors will not be considered. A vendor is considered registered if its registration is active prior to the bid opening time or the due date for receipt of quotes. The handout includes information on fishing in Colorado and is not a legal notice or a complete collection of fishing regulations and laws. It is a condensed guide issued for anglers’ convenience. Copies of statutes and regulations can be obtained from a Colorado Parks and Wildlife office or as a PDF by clicking HERE. Lake Pueblo State Park implements winter hours for boat ramps and decontamination stations that guard against the invasion of zebra and quagga mussels “These seasonal hours mean boaters have less freedom to come and go at Lake Pueblo,” said Joe Stadterman, Lake Pueblo operations manager. “After ANS stations and gates are closed, the boat ramps are locked and no boats are able to enter or leave the water. “The strict control of access is necessary to continue to keep Lake Pueblo free of invasive zebra and quagga mussels.” CPW orders public fish salvage as extreme drought threatens a catastrophic die-off at Wahayoya Reservoir in Huerfano County Wahatoya Reservoir, a coldwater lake known for rainbow, brown and cutthroat trout, is in imminent danger of a catastrophic fish kill due to extremely low lake levels.

    COLORADO PARKS & WILDLIFE Fishing ReportFishing Regulations Friday March 23rd, 2018 Review News and Information CPW accepts check for $29 million grant from U.S. Department of the Interior Colorado Parks and Wildlife Director Bob Broscheid on Tuesday, March 20, accepted a check for $29 million from the U.S. Department of Interior, declaring the funding “critical to CPW’s efforts for wildlife conservation, research, habitat preservation” as well as for supporting hunting and fishing programs. Invasive mussels knocking on Colorado's door prompts Highline Lake to revise boat ramp rules Beginning April 1, Colorado Parks and Wildlife will lock the boat ramp each evening at Highline Lake State Park, or when Aquatic Nuisance Species inspectors are not available. The new rule is in response to the growing threat posed to Colorado's water by the few boaters suspected of illegally launching their watercraft without the required aquatic nuisance species inspection. Anglers can provide input at two CPW 'State of the Fish" meetings in Summit, Grand counties In continuing efforts to engage the public in constructive conversations, Colorado Parks and Wildlife will hold two 'State of the Fish' gatherings in Summit and Grand County later this month. Agency biologists and managers will be available to answer questions about the current status of local fisheries, and future management plans. Go fish! 2018 fishing licenses are available now, valid beginning April 1 Colorado Parks and Wildlife reminds anglers that it's time to get ready for another season of fishing. Coloradans and non-resident visitors can purchase a 2018 annual fishing license now either online, at your local CPW office or at any of our hundreds of authorized sales agents statewide.

    COLORADO PARKS & WILDLIFE Fishing ReportFishing Regulations Friday August 16th, 2019 News and Information Review Upcoming Fishing Tournaments and Events Fish salvage planned at Rito Hondo Reservoir In preparation for a dam-repair project, Colorado Parks and Wildlife has removed all bag and possession limits at this reservoir located in Hinsdale County from August 10th through September 2nd. This reservoir holds rainbow, brook, and cutthroat trout. All anglers must have a valid Colorado fishing license, fish must be taken using lawful methods, nets and seines are not permitted, and commercial angling is not allowed. “Take Me Fishing” event – Ridgway State Park Saturday August 17th, kids, bring your family and join us for a morning of fun! Rods are free, bait is provided, and volunteers will be on hand to assist! Backyard Bass Learn to Cast – Eleven Mile State Park Saturday August 17th, join in the fun young anglers. This is an educational fishing game that makes learning to cast fun and easy. Meet in the parking lot near the amphitheater. Fly Fishing Seminar – Dragonfly Pond Thursday August 29th, 8 years old and up, Learn the art and skill of fly-fishing, from 10:00 a.m. to 12:00 p.m., with Naturalist Craig! Gear provided. Crawfishing Seminar – Eleven Mile State Park Sunday September 1st, join us at the amphitheater, from 6:30 p.m. to 7:30 p.m., to learn how to catch a crawfish. We will learn how these cool crustaceans live and what they eat. After a brief talk, we will get busy and go crawfishing! Poles and bait will be provided! A park pass will be required for entrance.
