Minutes of the 14 S.L.C. Meeting Held on 10/08/2017 at 3.00 P.M. in the Conference Hall of Commissionerate of Industries, 1 MINUTES OF THE 14th S.L.C. MEETING HELD ON 10/08/2017 AT 3.00 P.M. IN THE CONFERENCE HALL OF COMMISSIONERATE OF INDUSTRIES, 1st FLOOR, GOVERNMENT OF PRINTING PRESS BUILDINGS, MUTYALAMPADU, VIJAYAWADA. The Chairperson of the SLC welcomed the participating members and Special Invitees. The Chairperson requested all the members to introduce themselves. After introduction, the Chairperson explained the initiatives taken up by the Government for the benefits of the entrepreneurs. The Chairperson informed that the Government plans to provide more favourable business climate, excellent infrastructure, good law & order and cordial industrial relations. The Chairperson briefed about the plan of action taken up by the Commisionerate of Industries (COI) regarding Ease of Doing Business (EODB). As per the directions of the Chairperson the Assistant Director (Single Desk) made a presentation on new initiatives of EODB viz (i) synchronization of power consumption data from DISCOMs portal to online incentives and (ii) collective inspection by APPCB, Factories, Fire and Boiler departments on a single day as per the choice of the entrepreneur. He explained the procedure regarding filing of applications for regular and renewal of Approvals/ Licenses and Incentive. The Chairperson informed that in the month of July, 2017, 100% clearances were issued to the industrial units through Single Desk within the SLA of 21 days. The Chairperson also informed that the Government is taking a biggest reform by including the service - Judgement on Industrial disputes by the Courts, with a SLA of 90 days. The Chairperson promised that the Industrial promoters shall get all approvals/licenses including renewals and other Industrial related services, within a short time, at one place through online under Easy of Doing Business (EODB). Then Chairperson enlightened the members regarding decentralisation of powes transmitted to the DICs. The Chairperson informed that MSME entreprenur need not to come to the office of Commissionerate of Industries for any clarification, sanction or release. The DICs are vested with power of sanctioning and issuing of release proceedings to the MSMEs with the approval of the District Collector/ Chairman of the DIPC to ensure speedy disposal. The Chairperson informed that the COI has requested the Government to make a provision to appeal the Commissioner :: 2 :: of Indusries by an aggrieved entrepreneur due to the decision taken in DLC, within a specific period of time limit, in the Operational guidelines of IDP 2015-20. The Chairperson apprised that instructions were issued to the GM,DICs to clear all the Incentive proposals pending for sanctions, relating to the period of 2014-15 by the end of August'17, the proposals related to 2015-16 by the end of September'2017 and 2016-17 cases by the end of December'2017. The Chairperson also informed that all physical pending claims will be cleared within 3 months and after that no physical claim will be allowed to process. All the Self Financed claims received in the COI have been referred to the Standing Scrutiny Committee (SSC) to inspect the units and to submit reports by 15h September, 2017. All the GMs of DICs are advised to process all the pending claims pertaining to self financed, immediately. Agenda wise decision of the committee is as follows. Noted. 2 Follow up action on the minutes of the previous Meeting held on 21/11/2016 IIPP 2005-10, IIPP 2010-15 & IDP – 2015-20 schemes – Sanction of reimbursement of stamp duty, reimbursement of land cost purchased in IEs/IDAs, reimbursement of power cost, reimbursement of interest subsidy, Investment Subsidy and sanction of 3 reimbursement of sales tax - Regarding. Decision of the Committee SLC has examined the recommendations of the Verification / Scrutiny Committee and observed that the disposal rates of incentive proposals in Districts are not in uniform. In one District the proposals pertaining to the period of 2009-10, where as in another District all proposals pertaining to the current financial year. In Order to make the Departments more responsible, the Government is planning to enact a new Act - Public Services Guarantee Act to provide for the delivery of services to the entrepreneurs of the State of Andhra Pradesh within the stipulated time limit and for the matters connected therewith or incidental thereto. The Chairperson has requested the members (line departments/ Industrial associations) to send their grievances / views / suggestions / feedback for simplifying the :: 3 :: procedure for making more conducive environment to the industries. Further, the representative of the Transport department has expressed his doubt on the existence of the unit of M/s. Jyothirmaye Textiles (P) Ltd., Gorijavolu (V), Nadendla (M), Guntur District at the said location. The representative of Spinning Mills Association has shown the top view of the buildings available in the Google maps. Then the member agreed to sanction incentives to the unit.
