Detroit Wayne County Port Authority Requests for Proposal Engineering Services

The Detroit Port Authority along with its public and private sector partners are desirous to develop a cohesive industrial district – Port District – that best articulates development along the . In order to do this, the Port will need to be more strategic with its adjacent properties that are both publicly and privately owned.

Currently, the Port is working with the Ambassador Bridge company to receive industrial property via donation in order to expand its footprint by almost 25% but more cargo capacity is integral to realizing new freight opportunities. This property needs to be planned for a new rail spur that will create increased multi-modal capacity near the general cargo terminal which is the only terminal of its kind in metropolitan Detroit and is operated by the Nicholson Terminal & Dock Company.

Moving south and west from the DWCPA’s cargo terminal, the Port has long been saddled with the ownership of an 800,000 square foot multi-story warehouse that used to serve as a cold storage facility. This property needs demolition cost estimating for environmental and demolition purposes. This property is critical in moving the contiguousness of the Port District further south and west. There are several properties moving further south along the River and away from the DWCPA cargo terminal that are incredibly advantageous to the Port District. These properties are owned by James Group International, Ericksons and Historic .

These sites require land planning assistance, utility identification, and some environmental characterization. All of these properties will have a public water front access component, as well as a defined massing plan to determine the extent of industrial property than can be developed on these sites.

Our goal is to also do a simple roadway assessment to better understand the proper ingress and egress to these sites and any improvements, such as traffic signalization, stop signs, or other means of traffic control devices may be warranted as a matter of these properties being developed.

All told, these properties comprise almost fifty (50) acres for new development in the Port District. Also attached is an aerial photo with the aforementioned parcels highlighted.

STATEMENT OF NEED

The Detroit/Wayne County Port Authority has functioned with the same budget as was established by the Legislature in 1978 at $1 million. Since then, the Port Authority has been able to augment its budget by using excess space in its building for events, however, earnings from that directly pay for operating the building currently owned and occupied by DWCPA. Further, DWCPA is working to expand cargo opportunities and create job growth in the port region.

The DWCPA’s current 34 acre general cargo terminal is far too small to properly serve the region (take, for example, the Port of Toledo’s 300+ acres for a metropolitan area 10% the size of ). Further, real estate in the port region is severely undeveloped or underdeveloped, with checkerboarded ownership. This project would help determine precisely what is needed in the region on a few key pieces of property to make it prepared to adequately serve the region with the addition of the Gordie Howe International Bridge and assist in making the Port of Detroit region an international logistics hub. A PATHWAY TO A VETTED SITE

The sites are waterfront or waterfront-adjacent sites that are prime for commercial or industrial port use. Using this proposed funding to perform environmental assessments, land use and rail planning, and an infrastructure assessment, the Port Authority would have a far clearer view of what can and should be done with these properties and can then assist the property owners in achieving the highest and best use for the properties. Industrial Property is at a premium in the City of Detroit. This grant will help finally codify available properties in a major industrial and distribution hub, with major infrastructure assets of rail, port, and interstate, as the most unique site in the State of Michigan.

Proposed Scope of Work: DWCPA is in need of assistance identifying utilities serving the properties, general condition of infrastructure, needed infrastructure improvements, and land planning assistance in the form of massing studies on the subject properties.
