On September 9, 2020, the Planning Commission recommended 11-0 that the Governing Body approve the special use permit subject to the conditions in the staff report. Consider extending SUP-07-15-07, a Special Use Permit issued to BNSF Railways to operate a 160-foot communication tower, located in the 7200 block of Martindale Road. 3. Consider extending SUP-08-02-08, a Special Use Permit issued to Sharon Lane to operate a nursing home in the Professional Office zoning district, located at 10315 Johnson Drive. 4. Consider an on-premise Cereal Malt Beverage License (CMB) for Ethio Mart Grocery Store & Bakery, located at 10919 Shawnee Mission Parkway. 5. Consider granting a Sanitary Sewer Easement to Johnson County Wastewater at Wilder Bluff Park. Agenda Item #C.1. Motion 1: Matt Zimmerman - Ward 1/Tammy Thomas - Ward 1: Approve the Consent agenda as presented. The motion carried 8-0-0. D. MAYOR'S ITEMS 1. Discuss Tidy Town Future Programming (Begin recorded part of the meeting.) -- picking up or kind of some of their additional feedback to what some of these changes in Tidy Town would be. KC Disposal has organized our operations to work well with the three items, or the three- weekend period. So, that is -- they were going to likely going to continue on with. Republic Services would like to implement a program that would give residents the most flexibility. They would allow for one of two [inaudible] operations to happen. Residents would have the option to call in and schedule their service when they’re ready to do it cobbling the agreed on Tidy Town parameters. And second, they would allow HOAs to schedule a day for their Tidy Town pickup as well. Waste Management would be implementing the bulky item pickup once per year with agreed upon Tidy Town parameters. Residents would call in and schedule that and they get that schedule within 14 days of the date that they called for their pickup. The same with WCA/Town and County, the residents would call in for scheduling, one bulky item pickup per year following the agreed upon Tidy Town parameters. So, those were what was going to work best for some of these haulers. Next slide, please. The second options or the options for discussion here is our Tidy Town drop-off. So, our Option 1 for this, again, these are the same that were presented on August 4th, would be discontinue operations of the drop-off site and encourage residents to seek alternative methods to keep their items out of the landfill. The second option would be to continue to operate the drop-off site on an annual basis with a few modifications, limiting to residential customers, implementing pricing tiers, and using that revenue offset as a donation to the Mayor’s Christmas Tree Fund. And our third option for that Tidy Town drop-off site, which is our recommended option, would be to explore options of working with the City of Lenexa to cost share and possibly provide drop- off for both cities. Next slide, please. Storm Debris Drop-Off Site. Staff is recommending that this -- or staff is recommending the Council Committee help us establish some guidelines for when to open it. Our staff recommendation is to open the drop-off site when there is a declared natural disaster and encouraging our residents to seek alternative services such as your curbside yard waste services, burn permits, and private removal services. Page 5 of 192 Draft Journal #, Volume #-2018 SHAWNEE CITY COUNCIL MINUTES September 14, 2020 Staff has reached out to some neighboring cities to provide some information on their curbside pickup for storm debris. These costs would range anywhere from $31 to $39 per home. If Shawnee were to implement a service similar to this, the cost would be approximately $750,000 per storm or event. With 24,510 households that’s a very large capacity of households and we don’t have the capacity to take that on. We would have to consider adding additional staff and equipment contracting out this program. Next slide, please. Tidy Town Financial Information. The full financial for the program can be found in the Council Committee packet memo from August 4th. Additional information has been gathered regarding the implications for resident rates of trash hauling is Tidy Town is kept the same or moved to weekdays. The City is going to be expected to pay for all costs related to the drop-off site for one. Waste Management probably isn’t going to continue to subsidize that service that we’ve been using for them. As for [recording error] changes in the financial implications for Tidy Town. The haulers weren’t able to provide a dollar amount as this could be viewed as collusive pricing activity. But some have estimated that the cost could be a 20 to 30 percent increase on top of current rates. These costs would be as a result of needing to hire additional staff and purchase additional equipment to maintain the program in its current structure. Overland Park has had recent discussions on discontinuing their bulky item pickup due to a recent 83 percent price increase for their curbside bulky item pickup. There is a [inaudible] from the Shawnee Mission Post is included with this presentation. Their plan is very similar to Tidy Town which takes place over four weekends alternating half of the city every other year. Next slide, please. Staff is looking for Council Committee Direction on our changes related to the Tidy Town program from options provided that best meets the operational capacity and the residential needs, directions on the Tidy Town drop-off site, and Council help with forming [recording error] to open up the storm debris site. Revisions to the solid waste ordinance, Shawnee Municipal Code Chapter 8.16 will be brought back to Council for approval. Next slide, please.
