Luoyang Institute of Science and Technology(LIT) Luoyang Institute of Science and Technology，located in Luoyang, the thousand-year ancient capital, is a provincial undergraduate university with eight disciplines ---engineering, science, arts, economics, management, law, fine arts and education. LIT was established in 1956, affiliated with former National Building Materials Bureau. Since its establishment, LIT, based on Luoyang, Henan oriented and serving all domains, adheres to the principle --- talent cultivation, innovation, focusing on content-building, distinct features and quality improvement. As for the international exchange, the university keeps a close relationship with 14 universities respectively in Russia, Italy, America, U.K., etc. for cooperation and research work. The material science research center is set up with Turin Polytechnic University in Italy and 4 cooperative projects with many countries like Russia and Australia receive overseas students from Russia, South Korea, Japan, etc. Hunan Tongxin Economic & Technological Cooperation Co., Ltd. Hunan Tongxin Economic and Technical Cooperation Co., Ltd. is qualified with foreign labor cooperation business qualification.(No. LW430020110003) and has obtained ISO9001 (2008 quality management certification). Hunan Tongxin (HTETC) has been engaged in the research and development of foreign aid engineering technology and training since its inception. The company has completed multiple technological training programs in areas of housing construction, elevator engineering, air conditioning HVAC, small Hydropower engineering, environmental energy and river basin development. Based on the existing domestic training model, the company initiated “going out” training programs. In 2016, technical group with experts was sent to Iraq Erbil region to start a 60-day training of Chinese elevator engineering technology and HVAC technical. 60 mechanical and electrical engineers introduced the development of China's mechanical and electrical technology and the Hunan-related mechanical and electrical products. HTETC sticks to the principle of "Honest Cooperation, Endless Striving for Excellence, Mutual Benefiting and Win-win "and sincerely look forward to further cooperation. The training course will last 28 days, and it is intended to offer the following lectures: China's Basic National Conditions, Experience and Achievements of China’s Open-up Policy; the History and Current Situation of China’s Vocational Education; the Comparative Researches into Vocational Education between Developing Countries and Developed Countries; Management System and Running Mechanism in China’s Vocational Colleges; the Work of Vocational Guidance in Labor Market; the Introduction to Architecture Engineering ； the Building Engineering Survey；The Building Engineering Management; the Building Energy Saving Technology; the Utilization of Architectural Materials; Architecture History of China and Foreign Countries; Construction Project Management; Architectural Design and Urban Planning Management; Chinese Garden Architecture, etc.. Training We will invite the experts from Luoyang Institute of Science and Technology and Hunan Course Tongxin Economical & Technical Cooperation LTD. to present the lectures to the participants， which will help them to better understanding of the latest development of China’s vocational Content education and the development of modern construction technology from theory to practice, from macro to micro, and from different perspectives. The training course will combine theory, visit and discussion together. An old Chinese saying goes as follows: ancient Hunan bred many celebrities, leading to great prosperity. Hunan has enjoyed a reputation of being a leading cultural and educational province in China. Vocational education level and scale have always been in the forefront. As organizer, Hunan International Vocational College is the demonstrative vocational college in Hunan province. As a huge country in abundant natural resources, China’s architecture has a profound history. In this training course, Participants will be organized to visit vocational education college of Hunan Normal University, etc. in order to get a better understanding of the development of China’s vocational education. In an effort to corporate with “Belt & Road” Initiative and enhance participants’ understanding of the Initiative, participants will pay a visit to Chongqing, a central city in China, to watch and learn from the International Skills Contest under the “Belt & Road” Initiative co-organized by Ministry of Human Resources and Social Security of the People’s Republic of China, National Development and Reform Commission, China International Development Cooperation Agency and Chongqing Municipal People's Government. They will also go to Luoyang Institute of Science and Technology to exchange with experts on experience and knowledge in the field of construction. Enterprises like China Construction Fifth Engineering Division Corp., Ltd and MeiXi Lake of Xiangjiang New District will also be arranged to better understand the current situation of the field of architecture in China. Moreover, sightseeing in Changsha city will be arranged for participants, and shows of tea art, martial art and calligraphy will be also performed so as to help enrich their life and understand Chinese rich culture and long history. All in all, through 28 days’ training course, participants will have a relatively comprehensive understanding of China, the management ideas and model of China vocational education, development fruits of architecture in China. It is believed that this training course could lay a good foundation for further cooperation in architectural vocational education between China and other developing countries. .

In this plan, Changsha, a city in the middle part of China is going to play an important role for innovation and high-tech development. Talents are necessary for this step of development. This empirical study used the city of Changsha for case study and identified that apart from the traditional factors like Hukou, job opportunities and salary, talents’ willingness to live and work in Changsha can also be seriously affected by their satisfaction of cultural and recreational activities. Therefore, when crafting policies and plans for the development of second-tier cities in China, local governments and planners could discover and make good use of its own specialties for talent attraction.

The story begins by discussing a battle that occurred in the city during the Taiping Rebellion (1850-1864), a civil war that erupted in China during the mid nineteenth century. The events of this battle, but especially its memorialization in local temples in the years following the rebellion, established a local identity of resistance to Christianity and western imperialism. By the 1890’s this culture of resistance contributed to a series of riots that erupted in south China, related to the distribution of anti-Christian tracts and placards from publishing houses in Changsha. During these years a local gentry named Ye Dehui (1864-1927) emerged as a prominent businessman, grain merchant, and community leader.

Conventional histories interpret this transition as Zhao having betrayed his erstwhile superior Tan, epitomizing the rise of warlordism and the disintegration of traditional civilian administration; this dissertation challenges these claims by showing that Tan and Zhao were not enemies in 1920, and that no such betrayal occurred. These same histories also claim that local governance during this period was fundamentally broken, necessitating the revolutionary party-state of the KMT and CCP to centralize power and restore order. Though this was undeniably a period of political turmoil, with endemic low-level armed conflict, this dissertation juxtaposes unpublished material with two of the more influential histories of the era to show how this narrative has been exaggerated to serve political aims.

  • Qin Criminal Case Records of the Collection Wei Yu Deng Zhuang
    QIN CRIMINAL CASE RECORDS OF THE COLLECTION WEI YU DENG ZHUANG ULRICH LAU Our understanding of early Chinese jurisdiction has been greatly improved by the discov- ery of two Chinese collections of criminal case records from the late 3rd and early 2nd century BC during the last decades. These legal manuscripts belong to a type of sources previously unknown in the received literature of this time. The first collection from the beginning of the Han 漢 dynasty titled Zou yan shu 奏讞書 was excavated from Zhang- jiashan 張家山 tomb no. 247 near Jingzhou 荊州, Hubei 湖北 Province, around the end of the year 1983. The edition of this collection was not published for almost 20 years1 and immediately attracted considerable attention within the scientific community. The sec- ond compilation of criminal cases from Qin 秦 called Wei yu deng zhuang si zhong 爲獄 等狀四種 (hereafter abbreviated as Wei yu deng zhuang) by the editors was discovered among the manuscripts which were purchased in 2007 on the antique market in Hongkong by the Yuelu Academy 嶽麓書院 Changsha 長沙.2 The Wei yu deng zhuang contains several criminal cases which are written on about 250 bamboo and wooden slips. Twelve case records are more or less complete, while a further three have been preserved only fragmentarily. The cases can be partly dated to the last years of the pre-imperial peri- od of Qin, to the reign of King Zheng 政 (from 246 to 222 BC). Among the many excavated texts, I mainly focus on those found in Baoshan, Shuihudi, Fangmatan, Liye, and the one held by the Yuelu Academy. Much attention is given to the function of districts and their officials in the Chu and Qin vgo ernments as they supervised and operated as a base unit: deciding judicial matters, managing governmental materials and products, and controlling the population, who were the source of military and labor service.
