1 EDUCATION REFORM IN BULGARIA A study in failure Evgenii Dainov Introduction Recent experience, as well as the increasingly voluminous literature on “delayed” reform, tell researchers and reformers something relatively simple, yet disturbing. Many countries have started or will be starting reforms; quite a number of these countries have failed, are failing or will fail in this attempt. Some will fail roundly. Others will fail partially and will move along with a heavy limp, never certain when system failure may occur. Usually, the literature deals with issues of economic reform1 and finds the culprit in politics. This makes research applicable to other fields, where politics is paramount and particularly, “second generation” reforms, such as education, which require restructuring of institutions – who, of course, resist it. Even partial failures here have significant consequences. The awareness that something was terribly wrong with Bulgarian education came only after 2000, after a decade of self-congratulatory myths and in the face of consequences, which could not be easily explained away. First, a mismatch between skills attained and skills needed became obvious. Employer organisations complained that they were increasingly unable to find Bulgarian nationals to fill mid- level managerial positions, and were forced to import staff from abroad at significant cost. A representative study, carried out by Alpha Research, a major polling agency, in 2004 revealed that only 38 per cent of employers in Bulgaria thought that the education system provided the young with the skills they were looking for. 2 Second, preformance levels dropped. A series of international studies revealed, by 2003 that, while Bulgarians performed well at the level of primary education (1-4th grade), after that figures were little short of disastrous. -

RELIGION AND YOUTH IN CROATIA Dinka Marinović Jerolimov and Boris Jokić Social and Religious Context of Youth Religiosity in Croatia During transitional periods, the post-communist countries of Central and Eastern Europe shared several common characteristics regarding religious change. These can be roughly summarized as the influence of religion during the collapse of the communist societal system; the revitalization of religion and religiosity; a national/religious revival; an increase in the number of new religious movements; the politiciza- tion of religion and “religionization” of politics; and the as pirations of churches to regain positions they held in the pre-Communist period (Borowik, 1997, 1999; Hornsby-Smith, 1997; Robertson, 1989; Michel, 1999; Vrcan, 1999). In new social and political circumstances, the posi- tion of religion, churches, and religious people significantly changed as these institutions became increasingly present in public life and the media, as well as in the educational system. After a long period of being suppressed to the private sphere, they finally became publicly “visible”. The attitude of political structures, and society as a whole, towards religion and Churches was clearly reflected in institutional and legal arrangements and was thus reflected in the changed social position of religious communities. These phenomena, processes and tendencies can be recognized as elements of religious change in Croatia as well. Thus, the emergence of the pioneering General Lexicon of Religion in Croatia in September 2002 constitutes a major contribution and a landmark for the national culture. -

CULTURĂ ŞI IDENTITATE NAŢIONALĂ THE ETHNO-CULTURAL BELONGINGNESS OF AROMANIANS, VLACHS, CATHOLICS, AND LIPOVANS/OLD BELIEVERS IN ROMANIA AND BULGARIA (1990–2012) MARIN CONSTANTIN∗ ABSTRACT This study is conceived as a historical and ethnographic contextualization of ethno-linguistic groups in contemporary Southeastern Europe, with a comparative approach of several transborder communities from Romania and Bulgaria (Aromanians, Catholics, Lipovans/Old Believers, and Vlachs), between 1990 and 2012. I am mainly interested in (1) presenting the ethno-demographic situation and geographic distribution of ethnic groups in Romania and Bulgaria, (2) repertorying the cultural traits characteristic for homonymous ethnic groups in the two countries, and (3) synthesizing the theoretical data of current anthropological literature on the ethno-cultural variability in Southeastern Europe. In essence, my methodology compares the ethno-demographic evolution in Romania and Bulgaria (192–2011), within the legislative framework of the two countries, to map afterward the distribution of ethnic groups across Romanian and Bulgarian regions. It is on such a ground that the ethnic characters will next be interpreted as either homologous between ethno-linguistic communities bearing identical or similar ethnonyms in both countries, or as interethnic analogies due to migration, coexistence, and acculturation among the same groups, while living in common or neighboring geographical areas. This paradox raises questions about the ways that religious institutions operate in diaspora, distinct from their operations in the country of origin. This study proposes and develops the concept “institutional vernacularization” as an analytical category that facilitates assessment of how a religious institution relates to communal factors. I propose this as an alternative to secularization, which inadequately captures the diaspora dynamics. While continuing to adhere to their creeds and confessional symbols, diaspora churches shifted focus to communal agency and produced new collective and “popular” values. The community is not only a passive recipient of the spiritual gifts but is also a partner, who suggests new forms of interaction. In this sense, the diaspora church is engaged in vernacular discourse. The notion of institutional vernacularization is tested against the empirical results of field work in four Greater Toronto Area churches. -
