CEP Guide to Online Propagandists CEP Guide to Online Propagandists In November 2017, YouTube adopted a policy prohibiting content from al-Qaeda in the Arabian Peninsula propagandist Anwar al-Awlaki. CEP has long advocated for Internet platforms such as YouTube to adopt such “no-tolerance policies” for Awlaki. YouTube’s decision is a positive step, but more must be done to eliminate radicalizing extremist ideologies from the Internet. There is no shortage of extremist actors and ideologues online. Qatar-based Muslim Brotherhood ideologue Yusuf al-Qaradawi is banned from entering the United States, United Kingdom, and France because of his declared support for suicide bombings and incitement of Islamist violence. Khuram Butt, one of the June 2017 London Bridge attackers, was reportedly influenced by American propagandist Ahmad Musa Jibril. Shoe bomber Richard Reid was partially radicalized by Jamaican radical Abdullah Faisal. Content featuring Qaradawi, Jibril, Faisal, and other propagandists is just as dangerous as content from Awlaki, and yet remains widely available on YouTube and other social media platforms. At a minimum, content from individuals with links to violent extremist actors should be removed from online platforms. Name: Turki al-Binali Affiliation: ISIS Reason for Listing: Bahraini-born Turki al-Binali was ISIS’s chief religious advisor. He also worked to recruit foreign fighters for ISIS from the Gulf. Binali was designated as a terrorist by the United States, the European Union, and the United Nations, and was stripped of his Bahraini citizenship in January 2015. Although there was speculation that Binali might succeed ISIS spokesman Abu Muhammad al-Adnani following reports of Adnani’s death in August 2016, he was reportedly passed over for the role and “confined to a mere role of religious authority” instead. Binali was killed by a coalition airstrike in Mayadin, Syria, on May 31, 2017. According to the International Centre for the Study of Radicalisation (ICSR), Cerantonio is “an outspoken cheerleader for ISIS” and one of two English-speaking “spiritual authorities” who influenced Westerners to fight abroad. In the Philippines in 2013, Cerantonio used YouTube to call for jihad and praise ISIS, 2 according to the Philippine police who deported Cerantonio back to Australia in July 2014. Australian police arrested Cerantonio and four others in May 2016 for allegedly preparing to sail to Indonesia with the intent of reaching Syria. Before his arrest, Cerantonio had long corresponded with ISIS fighters through social media. He frequently used social media to call for the assassination of U.S. leaders and praise jihadists in Syria. Cerantonio’s Twitter and Facebook accounts have been shut down, but many of his videos remain on YouTube. Tarik Ibn Ali, is a Moroccan-born Islamist preacher who reportedly played a role in radicalizing Bataclan suicide bomber Omar Mostefai through sermons at a Paris mosque. Chadlioui is further accused of fundraising for Syrian extremists and of being the spiritual leader of the now-defunct Islamist group Sharia4Belgium, which has ties to the defunct group Sharia4UK, once led by jailed propagandist Anjem Choudary. Though reportedly based in the United Kingdom since 2015, Spanish authorities accuse Chadlioui of being the spiritual leader of a jihadist group in Spain. Spain accuses Chadlioui of using his social media channels to recruit for ISIS. On June 28, 2017, British authorities arrested Chadlioui in Birmingham as part of a continent-wide operation against ISIS supporters. British authorities arrested Choudary and his associate Mohammed Mizanur Rahman in September 2014 for suspected membership in ISIS and charged them in August 2015 with promoting support for ISIS based on their YouTube speeches. In September 2016, Choudary was sentenced to five-and-a-half years in prison. The U.S. government sanction-designated Choudary in March 2017. Prior to his arrest, Choudary’s Islamist speeches, anti-Western rhetoric, and declared support for foreign Islamist movements drew the attention of British authorities, who connected Choudary to multiple terrorist-related cases in the United Kingdom and Europe. Choudary is also a founding member of al-Muhajiroun, a banned Islamist group in Britain that openly praised the 9/11 attacks.

Activities of extremist/ terrorist groups in Bangladesh now appear to be following a new pattern. It seems that the older strategy of bigger group, rapid expansion of network and spectacular terrorist acts to capture immediate media and public attention has been abandoned for the time being due to its failure. Such tactics have also been excluded keeping in mind the strong reaction from the security apparatus and the negative public sentiments towards terrorism. The rise of rather smaller groups in disguise of various activities gives a new impression about the emerging trend. Police in Bangladesh recently unearthed activities of a small group named ‘Ansarullah Bangla Team’ (Volunteer of Allah Bangla Team). Their leader Mohammad Jasimuddin Rahmani was arrested with 30 of his followers on 15th August 2013. On the previous day police recovered huge volume of Jihadist literature, documents and list of persons to be killed through terror attacks. Similar recoveries along with some small arms were made on 24th of the same month in Barisal districts.Bangladesh Institute of Peace and Security Studies (BIPSS) predicted, in its previous publication,this emergence of splinter extremist/ terrorist groups. Background and Context Extremist/ terrorist phenomenon in Bangladesh came hand in hand with increased terrorist activities in the international arena. Home grown but internationally linked groups like JMB, Jagrata Muslim Janata Bangladesh (JMJB), Harkatul Jihad Al Islami – Bangladesh (HUJI-B) and others came to being in Bangladesh emerged in the late nineties and the early years of ther 21st century.

    Australia: Extremism and Terrorism On March 17, 2021, authorities arrested brothers Aran and Ari Sherani, ages 19 and 20 respectively, during counterterrorism raids in Melbourne after Aran allegedly purchased a knife in preparation for a terrorist attack. Police alleged Aran was influenced by ISIS. Both brothers were charged in relation to a February 21 attempted attack in Humevale, in which a fire was lit in bushland outside of Melbourne. Aran Shirani also faces charges in relation to a March 9 assault that left one injured. Authorities allege Aran Shirani radicalized online and then radicalized his older brother. (Sources: Guardian, 9News, Australian Press Association) On December 17, 2020, 22-year-old Raghe Abdi threated Australian police officers with a knife on a highway outside of Brisbane and was then shot dead by the authorities. According to police, Abdi was influenced by ISIS. That same day, 87-year-old Maurice Anthill and his 86-year-old wife Zoe were found dead inside their home in Brisbane, where Abdi was believed to have been. Police Commissioner Katarina Carroll Abdi said that though Abdi was a known extremist, the suspect had acted alone, and declared the deaths a terrorism incident. Abdi was arrested on suspicion of joining extremist groups while he attempted to board a flight to Somalia in May 2019. He was released due to lack of evidence, though his passport was canceled. Abdi was again charged in June 2019 on other offenses, including not providing his cellphone passcode to investigators but was freed on bail and given a GPS tracking device to wear.

Ever since this message was communicated through the Qur’an, there appeared in the Muslim world many intellectuals who engaged people of other faith in discussing issues related to God and spirituality. While the Muslim world still celebrates the contribution of past renowned Muslim scholars in the area of comparative religion, this small-scale research is designed to investigate the approaches, contributions and controversies that surround Naik who is a contemporary Muslim scholar of comparative religion. Even though many recognize his intellectual competency in discussing other religions, but there are people around the globe who find his public lecture provocative, cynical and disparaging towards other religions. Through this qualitative study the researchers intend to conduct a critical appraisal on Naik’s religious propagation. Besides that, the researchers will also analyze some of the criticisms hurled at him. The critical analysis of the research will objectively discuss Naik’s method of preaching, personality, style of public lecture, etc. The textual-analysis method will be employed to interpret the pertinent data of this research that come in the form of Naik’s public lectures and written documents.
