    ANNUAL REPORT 2019-2020 SPARC-India School for Potential Advancement and Restoration of Confidence India ABOUT SPARC-India SPARC-India, established in 1996 stresses on community based rehabilitation (CBR) along with development initiatives for children with disabilities (CwDs) and persons with disabilities (PwDs) in urban as well as rural regions. SPARC-India is a registered society under the Registrar Chit Funds and Society registration Act 1860 under registration no. 597 (1996). The thrust of our programs is on education, health, skill development, livelihood generation, medical rehabilitation, formation of self-help groups (SHGs) of PwDs / their families and to establish linkages with government schemes through advocacy of rights and entitlements. SPARC-India established Jyoti Kiran School (JKS) for the children suffering from cerebral palsy in 2003. SPARC-India formed Advocacy groups in 2007 and established Uttar Pradesh Viklang Manch (UPVM) in 2009. A local trust helped in initiating a vocational training and placement cell for youths with disabilities (YwDs) in 2010. The Vocational Unit trains women with disabilities (WwDs) and marginalized women. Today SPARC-India is in the process of developing 12 government primary schools into inclusive schools. So far, SPARC-India has an outreach in 30 districts of Uttar Pradesh (UP) through its PACS Program which was supported by DFID, UK. Reddy, ‘Governor, how independent is the RBI?’ ‘I am very independent,’ Reddy replied. ‘The RBI has full autonomy. I have the permission of my finance minister to tell you that.’ Reddy may have put it lightly but it is a theme he deals with at length in Advice and Dissent. Spanning a long career in public service which began with his joining the IAS in 1964, he writes about decision making at several levels. In his dealings, he was firm, unafraid to speak his mind, but avoided open discord. Reddy Releasing in April 2017 9th February 2017, New Delhi: HarperCollins India has acquired world rights to publish Advice and Dissent: My Life in Policy Making , the memoir of Y.V. Reddy, Governor of the Reserve Bank of India from 2003 to 2008. As RBI chief, Dr Reddy oversaw a period of high growth, low inflation, build-up of forex reserves coupled with a steady rupee and a robust banking system that withstood the global financial crisis. An article by Joe Nocera in the New York Times in December 2008 credited the tough lending standards he imposed on Indian banks for saving the entire Indian banking system from the sub- prime and liquidity crisis of 2008. Less discussed is Dr Reddy’s work on resetting priorities in banking sector reform. Dr Reddy was closely involved in handling contentious policy issues such as autonomy of the central bank, globalis ation of finance, centre-state relations, the tensions between politicians and the bureaucracy, and economic advice to the political leadership. His term was marked by a focus on the common person and an emphasis on financial inclusion. Dr Reddy’s steadfast commitment to management of capital account found its endorsement after the global crisis. Subsequent to the crisis, global think tanks and international organisations sought his views and expertise. These included the United Nations, the International Monetary Fund, the Bank for International Settlement, the Institute for New Economic Thinking, and the Palais Royal Initia- tive on International Monetary System.

    India-Angola Relations India and Angola have traditionally enjoyed friendly and cooperative relations dating back to pre-independence era of Angola. Bilateral relations have substantially grown since Angola´s independence in 1975. With the discovery of oil, Angola has become a major source of energy, for India. India is also keen on importing LNG from Angola, once it is ready to export LNG to other countries. This would further enhance cooperation in energy sector. Angola is the 4th largest producer of diamonds in the world while 90% of world´s rough diamonds are processed, cut and polished in India. Apart from cooperation in oil, gas and diamond sector, India is interested in participating in national reconstruction and infrastructure programmes in Angola, making it a leading example of South-South cooperation. Political Relations Late Prime Minister Rajiv Gandhi visited Angola in May 1986 and Mr. José Eduardo dos Santos, President of Angola since 1979, visited India in April 1987. Further, on July 10, 2009, Prime Minister Dr. Manmohan Singh met with President Jose Eduardo dos Santos on the sidelines of the G-8 meeting at L’Aquila, Italy. Other important visits from India to Angola were those of: Shri Eduardo Faleiro, then Minister of State for External Affairs in October 2006; Shri Anand Sharma, then Minister of State for External Affairs from in June 2007; Shri Jairam Ramesh, then Minister of State for Commerce in March 2008; and Shri Murli Deora, then Minister of Petroleum and Natural Gas in January 2010. A number of public and private sector business delegations, including those from Oil PSUs, GAIL, MMTC, State Bank of India, FICCI, Gems & Jewellery Export Promotion Council delegation, Reliance Industry Limited, HPCL Mumbai and Mittal Investments have visited Angola in the recent years resulting in a steady growth of bilateral economic and commercial relations.

Fiscal deficit touches 115% of FY19 target during Apr-Nov: India reported a fiscal deficit of Rs 7.16 lakh crore during April- November, which translates to 114.8 percent of its full-year target, as per government data released on December 27. The government has pegged fiscal deficit target - a measure of how much the government borrows in a year to meet part of its spending needs - at 3.3 percent of Gross Domestic Product (GDP) for the financial year 2018-19. During the same time period last financial year 2017-18, the fiscal deficit was 112 percent of the budgeted estimates. "Fears of a fiscal slippage will persist, with the government’s fiscal deficit having risen to 115 percent of the budget estimate...There are several risks to meeting the budgeted targets for revenues and expenditures, with one of the predominant concerns arising from a possible shortfall in indirect tax collections, despite the seasonal pickup in tax revenues in the last quarter of every fiscal. Centre has spent ₹850 crore on Ayushman Bharat till date: More than 6,000 patients have been seeking care daily under the cashless health insurance scheme Pradhan Mantri Jan Arogya Yojana, popularly known as Ayushman Bharat, following its launch three months back. In less than 90 days, 6.4 lakh persons have benefited, said Health Minister JP Nadda. The amount authorised for admissions till date is ₹850 crore, and 65 per cent of the total admissions are in private hospitals, according to data shared by the National Health Agency (NHA).

    INDIA-PAKISTAN DIALOGUE: BRINGING THE SOCIETY IN The Regional Centre for Strategic Studies (RCSS) is an independent, non-profit and non-governmental organization for collaborative research, networking and interaction on strategic and international issues pertaining to South Asia. Set up in 1992, the RCSS is based in Colombo, Sri Lanka. The RCSS is a South Asian forum for studies, training and multi-track dialogue and deliberation on issues of regional interest. All activities of RCSS are designed with a South Asia focus and are usually participated by experts from all South Asian countries. The Centre is envisaged as a forum for advancing the cause of cooperation, security, conflict resolution, confidence building, peace and development in the countries of the South Asian region. The RCSS serves its South Asian and international constituency by: (a) networking programmes that promote interaction, communication and exchange between institutions and individuals within and outside the region engaged in South Asian strategic studies; (b) organizing regional workshops and seminars and sponsoring and coordinating collaborative research; and (c) disseminating output of the research through publications which include books, monographs and a quarterly newsletter. The RCSS facilitates scholars and other professionals of South Asia to address, mutually and collectively, problems and issues of topical interest for all countries of the region.
