Agenda Item No 4 AGENDA ITEM NO 4 REPORT NO 18/12 ANGUS COUNCIL CIVIC LICENSING COMMITTEE – 10 JANUARY 2012 DELEGATED APPROVALS REPORT BY THE DIRECTOR OF CORPORATE SERVICES ABSTRACT The purpose of this report is to advise members of applications for licences under the Civic Government (Scotland) Act 1982 and other miscellaneous Acts which have been granted/renewed by the Head of Law and Administration in accordance with the Scheme of Delegation appended to Standing Orders. 1. RECOMMENDATION It is recommended that the Committee note the licences granted/renewed under delegated authority as detailed in the attached Appendix. 2. BACKGROUND In terms of the Scheme of Delegation to Officers, the Head of Law and Administration is authorised to grant certain applications in connection with the Council's licensing functions under the Civic Government (Scotland) Act 1982 and other miscellaneous Acts. Attached as an Appendix is a list of applications granted/renewed under delegated authority during the period 28 October to 20 December 2011. 3. FINANCIAL IMPLICATIONS There are no financial implications arising from this report. 4. HUMAN RIGHTS IMPLICATIONS There are no Human Rights issues arising directly from this report. 5. EQUALITIES IMPLICATIONS The issues contained in this report fall within an approved category that has been confirmed as exempt from an equalities perspective. 6. CONSULTATION The Chief Executive, the Head of Law and Administration, the Head of Finance and the Chief Constable have been consulted in the preparation of this report. PREFACE In collecting materials for “The Martyrs of the Bass,” published some time ago in a volume entitled “The Bass Rock,” it occurred to the author, from the various notices he met with of Ladies who were distinguished for their patriotic interest or sufferings in the cause of nonconformity, during the period of the Covenant, and particular- ly, during the period of the persecution, that sketches of the most eminent or best known of these ladies would be neither uninteresting nor unedifying. In undertaking such a work at this distance of time, he is aware of the disadvantage under which he labours, from the poverty of the materials at his disposal, compared with the more abundant store from which a contemporary writer might have executed the same task. He, however, flatters him- self that the materials which, with some industry, he has collected, are not unworthy of being brought to light; the more especially as the female biography of the days of the Covenant, and of the persecution, is a field which has been trodden by no preceding writer, and which may, therefore, be presumed to have something of the fresh- ness of novelty. The facts of these Lives have been gathered from a widely-scattered variety of authorities, both manuscript and printed. From the voluminous Manuscript Records of the Privy Council, deposited in her Majesty’s General Register House, Edinburgh, and from the Wodrow MSS., belonging to the Library of the Faculty of Advocates, Edinburgh, the author has derived much assistance.The former of these documents he was obligingly permitted to consult by William Pitt Dundas, Esq., Depute-Clerk of her Majesty’s Register House.

    John Muir’s Birthplace Fact Sheet Number 3.09 – Lord Lauderdale’s Garden A large mansion house dominates the north end of Dunbar High Street. In John Muir’s day it was just one of the homes owned by the earl of Lauderdale. The bounty of the earl’s garden was one of the young John Muir’s treasured memories of his Dunbar boyhood. The earls had played a leading role in Scotland for centuries before Lauderdale House from the North © ELMS John’s day. James Maitland (1759- 1839), the 8th earl, invested heavily in Dunbar in the 1780s and 1790s. He was a great statesman and served in both houses of parliament, first as an MP and subsequently as a representative peer for Scotland in the Lords. He was renowned for his sympathies for the French Revolution (‘Citizen Maitland’) but despite this taint of radicalism he held many offices of State and was entrusted to negotiate peace between France and Britain in 1806. He kept weather eye on his backyard while pursuing his national career: his sons James and Anthony (later the 9th and 10th earls respectively) served on Dunbar’s town council (along with John’s grandfather David Gilrye), gaining experience for their own parliamentary careers and looking after the family’s local interests. The Maitlands’ household was considerable: in 1841 there were around 25 resident servants looking after the 9th earl and his guests. A further set of ‘outside’ servants probably matched this total – the stable hands, grooms, coachmen and gardeners of the establishment. The gardeners’ main domain was a 5 acre (2 hectare) kitchen garden sheltered behind 15’ high stone walls a little bit to the west of the big house.

    Summary of Sexual Abuse Claims in Chapter 11 Cases of Boy Scouts of America There are approximately 101,135sexual abuse claims filed. Of those claims, the Tort Claimants’ Committee estimates that there are approximately 83,807 unique claims if the amended and superseded and multiple claims filed on account of the same survivor are removed. The summary of sexual abuse claims below uses the set of 83,807 of claim for purposes of claims summary below.1 The Tort Claimants’ Committee has broken down the sexual abuse claims in various categories for the purpose of disclosing where and when the sexual abuse claims arose and the identity of certain of the parties that are implicated in the alleged sexual abuse. Attached hereto as Exhibit 1 is a chart that shows the sexual abuse claims broken down by the year in which they first arose. Please note that there approximately 10,500 claims did not provide a date for when the sexual abuse occurred. As a result, those claims have not been assigned a year in which the abuse first arose. Attached hereto as Exhibit 2 is a chart that shows the claims broken down by the state or jurisdiction in which they arose. Please note there are approximately 7,186 claims that did not provide a location of abuse. Those claims are reflected by YY or ZZ in the codes used to identify the applicable state or jurisdiction. Those claims have not been assigned a state or other jurisdiction. Attached hereto as Exhibit 3 is a chart that shows the claims broken down by the Local Council implicated in the sexual abuse.

Dr. John Kennedy of Kermucks, Aberdeenshire, not Fifeshire, came to Caithness in 1659 ; or, at all events, in that year he had a wadset of part of Stroma, on which he built a house still existing, from George Sinclair, the sixth and neediest Earl of Caithness, Glenorchy's victim.

    Thomas Muir at Glasgow: John Millar and the University Ronnie Young Thomas Muir’s career at Glasgow University has been viewed by many as a key influence upon his subsequent career and central in shaping his later role as reformer and ‘father of Scottish democracy’. Much of that influence has been attributed to the charismatic teaching of John Millar (1735-1801), the leading Enlightenment thinker, protégé of Adam Smith, and Professor of Civil Law at Glasgow College from 1761 until 1800. Millar’s lectures are often cited as the reason that Muir, who was originally planning to study Divinity, changed to become a lawyer, and Millar’s political outlook – as constitutional Whig, champion of meritocracy, and active political player in the late Enlightenment public sphere – has also been considered a shaping context for Muir’s own politics and the reformist-over-radical direction of the Society of the Friends of the People, of which Millar and Muir were members alongside Millar’s own son John Millar Jr. In this essay, I will look at Muir’s Glasgow career from his early years as ‘gowned’ student through his studies in Law with Millar, until the events that led to his withdrawal in 1785. Early years at Glasgow College Although biographers have agreed on the importance of Muir’s time at University, not all concur on the dates of his attendance. The first published account of Muir’s time at Glasgow by William Marshall in the Glasgow Magazine of 1795 records that Muir entered ‘the gowned classes of Glasgow college, on the 10th October 1775, being

On the body are two large three-sided cloisons filled with blue enamel, and in the head, and opposite end, are two small circular inlays of similar enamel, one near the centre and the other near the point of the snout. Found in the Roman fort at Newstead, Rox- burghshire. Since being exhibited this brooch has been acquired by the National Museum. Photograph of a flat Bronze Axe measuring 4^ inches in length and 2TV inches in breadth (fig. 2). Found at Grlenboltichal, near Comrie, Perthshire.
