    Heritage Foundation’s DRR-COMPLIANT SUSTAINABLE CONSTRUCTION BUILD BACK SAFER with VERNACULAR METHODOLOGIES DRR-DRIVEN POST-FLOOD REHABILITATION IN SINDH Introduction to Heritage Foundation eritage Foundation established in 1980 is a Pakistan- based, not-for-profit, social and cultural entrepreneur organization engaged in research, publication and Hconservation of Pakistan’s cultural heritage. The Foundation has been instrumental in saving a large num- ber of heritage treasures and, as UNESCO team leader 2003- 2005, undertook the stabilization of the endangered Shish Ma- hal ceiling of the 16th c. Lahore Fort World Heritage Site. The Foundation publishes monographs and documents relat- ing to heritage and history of Pakistan as well as guides for her- itage safeguarding aspects. It has published a series of invento- ries of historic assets as National Register of Historic Places of Pakistan. In the National Register series, in addition to several Karachi documents listing over 600 historic buildings, docu- ments covering parts of Peshawar, the Siran Valley, Hazara District and Azad Kashmir have been published. Since 2000, its outreach arm KaravanPakistan has involved communities and youth in heritage safeguarding activities. Since 2005, as part of Heritage for Rehabilitation and Devel- opment Program, in partnership with Nokia and Nokia Sie- mens Network, Heritage Foundation has carried out work of rehabilitation of communities, particularly women, affected by the Earthquake 2005 in Northern Pakistan. A 3-year pro- gram, suppported by Scottish Government Fund, Glasgow University and Scottish Pakistan Association on disaster risk resistance (DRR) focusing on women is currently being car- ried out in the Siran Valley. The establishment of KIRAT, Kar- avanPakistan Institute for Research and Training in 2008 has helped in carrying out research and training on varied aspect of sustainable construction techniques drawn from traditional materials and vernacular methods.

Tando Allahyar District Tando Allahyar district, created in May 2005 having previously been a taluka of Hyderabad district, comprises three talukas (namely Tando Allahyar, Jhando Mari and Chambar). The district has a total geographical area of 1,588 square kilometres and shares its borders with the districts of Sanghar, Mirpur Khas, Badin, Tando Muhammad Khan, Hyderabad and Matiari. The geographical position of the district is depicted below in Figure 1: Figure 1: Geographical Map of Tando Allahyar District 2. Overall Development Situation in Tando Allahyar District According to the Human Development Index (HDI) of 2013, Tando Allahyar is an underdeveloped district with a value of 0.46, which is lower than the gross HDI value of Sindh province (0.59). The index reflects a composite statistic used to rank life expectancy, education and per-capita Gross National Income in the area to judge the level of “human development” where Medium Human Development ranges from 0.555 to 0.699 and a rank below 0.555 signifies Low Human Development. When compared with the neighbouring districts, Tando Allahyar appears to be in second place after Sanghar and Hyderabad as reflected in Figure 2 belowi.     POPULATION AND HOUSING • I - CENSUS OFJ PAKISTAN •• • r:..f 1998 • C!Census 1Bulletin-4 FORE We> RD The Fifth P(}pulation and Housing Census was undertaken from 2nd to 18th March, 1998 throughout the country. For this purpose, the whole country was delimited into manageable census areas i.e., blocks, circles, charges and districts. Maps of all these census areas were prepared arid supplied to the field staff to ensure full coverage. The field staff engaged from the Provincial Government Departments were imparted thorough training before the census operation. To monitor field operation, control rooms at census district/taluka levels were estab­ lished. Close supervision of census work through verification process by the supervisors was also laid down . A massive public awareness programme was launched to build confidence and to educate the people about the census procedures and its importance through electronic and print media. The provisional results of the 1998 Census have already been released in the form of Bulletin-I by the Federal Minister for Finance, Economic Affairs & Statistics in a press conference held on 8th July, 1998. This bulletin presents provisional figu res at provincial level with further breakdown to division. district and Taluka level . The population of each Municipal Corporation, Munjcipal Committee, Town Committee and Cantonmenl has also been given under the respective Taluka. According to these results the population of Sindh Province is 29. 991 million as against 19.029 million in 1981 showing an overall percentage in crease of 57.6. It constitutes 23.0 petcent of the total population of Pakistan, which has slightly increased from 22.6 percent in 1981.
