Municipal Development Fund of Georgia (MDF) Sustainable Urban Transport Investment Program Municipal Development Fund of Georgia (MDF) Sustainable Urban Transport Investment Program - Tranche 5 Call for Expression of Interest (EOI) – Issue Date: November 25, 2017 Consulting services for Construction Management and Supervision of the Tbilisi Metro Rehabilitation The Government of Georgia has requested a loan from the Asian Development Bank (ADB) to finance the Sustainable Urban Transport Investment Program – Tranche 5. Part of the loan proceeds will finance the Tbilisi Metro Rehabilitation project. In Georgia, the development of a sustainable urban transport network is a key component for the development of urban areas and enhancement of Tbilisi as an important business center in the South Caucasus region. Tbilisi is the capital of Georgia with a total of 1.15 million inhabitants. Based on local development strategy and existing masterplans, the Government has prioritized the improvement of transport services in all towns and cities through the country, starting in areas of most urgent or strategic needs. The Government has already invested significantly during last decade, and further investments are on-going in order to: (i) meet the increasing demand and guarantee good mobility conditions for all residents; (ii) improve quality of life, protect the environmental conditions, and support development of tourism; and (iii) provide world-class infrastructure to allow private companies and investors to find a convenient and efficient environment to prosper. Tbilisi Metro opened in 1966 and became the fourth Metro system in the former Soviet Union. The Tbilisi metro system currently consists of 2 lines totaling 27.1 km of double-track and 23 stations. The first line “Akhmeteli–Varketili Line” was opened on 1966, it serves 16 stations over 20.1 km. The second line, called “Saburtalo Line” was opened on 1979, it serves 6 stations over 7 km (its extension is still in progress). 21 of 23 stations are below ground and 2 are at surface level. Among the underground stations, 17 are at deep level and 4 shallow. The underground structure is composed by twin tunnels interconnected by cross passages, rail crossings and stations. Despite the continued efforts of TTC to keep maintenance activities on track, major concerns have been identified regarding the current condition of key components such as cabling, escalators, ventilation system and water drainage pumps of the metro system. Aside from the Metro systems having been worn out for decades of under maintenance, it also has inadequate accessibility, weakness in the multimodality transfer with other public transport modes in interchanges stations, and low energy efficiency as compared to similar modern metro systems in the world. The objective of the project is rehabilitation, replacement, and upgrading of Tbilisi Metro installations, particularly: (i) replacement of power transmission cabling in Tbilisi Metro, i.e. 191,000 meters of low voltage lines (220-380v), and 137,000 meters of medium voltage lines (6-10kV); and (ii) rehabilitation of ventilation system in Tbilisi Metro, including the installation of 32 ventilation fans replacing missing and worn out equipment. A consulting firm will be selected to produce the required outputs under the assignment. Except for five required international experts (Team leader/ Electrical and Mechanical Specialist, Power Supply Engineer, Safety Expert, Electro-Mechanical Engineer, Procurement Specialist), proposing firms should have National Key Staff (Deputy Team Leader/ Electrical and Mechanical Specialist, Civil Works Engineer, Power Supply Engineer, Safety Expert, Electro-Mechanical Engineer, Environmental and Public Relations Specialist). The consulting firm will be responsible for assigning team members to each task to produce the outputs as effectively and efficiently as possible. The proposing firm will also put forward a commitment for the person- month allocation for each team member. The consulting firm shall meet the following requirements: (i) Register as a consulting firm under the ADB Consultant Management System (CMS) in accordance with the terms of both firm legal registration and home country status of each individual team members (all experts engaged under the contract must be citizens of one of the ADB member countries).1 (ii) The Consultant should have extensive experience in metro project implementation, specifically in electro mechanical works, associated civil works, quality control, contract management and dispute resolution of similar size international contracts. Experience in Georgia, in Caucasus, or in East European or Central Asian countries is an advantage. Interested entities are requested to prepare an Expression of Interest (EOI). The EOI shall include a description of how the consulting firm proposes to deliver the outputs specified in this outline TOR under a section called “Approach and Methodology”. In this narrative, the proposing entity should be explicit in explaining how it will achieve the outputs, and include any information on the entity’s existing activities upon which it may eventually build. The evaluation will carefully consider the degree to which the proposing entities demonstrate an understanding of the project objectives and the quality and innovative features of the proposed methodology. In the EOI, the consulting firm shall also provide the details of the staff that are proposed to comprise the project team. One curriculum vitae (CV) shall be submitted for each proposed team member. Only the CVs of abovementioned International and National Key positions will be scored as part of the personnel evaluation of EOIs. The CVs of non-required team members will not be scored; however, the overall structure of the team will be considered as part of the evaluation of the “Approach and Methodology”. The assignment should be implemented over a maximum period of 18 months from the start date. The consulting firms shall be selected in accordance with the Quality and Cost Based Selection, Full Technical Proposal (Time Based Contract) method as per the procedures set out in the Guidelines on the use of Consultants by Asian Development Bank and its Borrowers. Georgia has a population of 4.62 million and is one of the most urbanized countries in South Caucasus. Urban areas account for 53% of the population and they will continue to attract most of the investment, aggravating social and environment issues and stressing existing infrastructure. These trends require specific actions to create more sustainable economic development and better living conditions in urban areas. Tbilisi, the capital and largest city, has 1.4 million inhabitants representing 30% of the national total. Kutaisi, the second largest city, has only 235,000 people, highlighting the need to balance development and strengthen the secondary cities. 2. Strategically located at the crossroads between Asia, the Middle East, and Europe, Georgia is traversed by a principal east–west highway, which connects the Black Sea coast and the Turkish border with countries to the east. The existing road infrastructure has been tightly intertwined with urban development in recent decades. Most of the main cities are located along the east–west axis, with another important urban region along the Black Sea coast. Most secondary urban areas are on each side of the east–west highway and tourism is increasingly becoming an important source of revenue for these areas. Infrastructure development has been prioritized by the government as part of its poverty reduction agenda. The sector assessment has divided urban areas into three groups: (i) Tbilisi and the adjacent cities of Rustavi and Mtskheta; (ii) the main secondary cities of Batumi, Gori, Kutaisi, Poti, and Zugdidi; and (iii) cities with high tourism potential such as Anaklia, Borzhomi, Gudauri, and Mestia.
