Graham’s connection with Harleston’s Future - it was Harleston’s Future Environment Group that were involved initially in the feasibility study and the clerk felt there was a conflict of interest by association however this was before Cllr. Graham’s involvement. 4.     The Annual The Bulletin of the Norfolk Archaeological and Historical Research Group No. 13 2004 ISSN 0963-1917 Co-axial landscapes in South Norfolk and beyond: another view By John Peterson Introduction In 2000 the Norfolk Archaeological Services Advisory Committee inspected an area of landscape identified in the South Norfolk Local Plan as worthy of conservation and protection. They met, with David Gurney, Tom Williamson and the author, at Vaunces Lane, on the old parish boundary between Dickleburgh and Rushall. David Gurney chose the meeting point – perhaps because Vaunces Lane typifies the wider system of regularly arranged, almost parallel, lanes and boundaries – and on the spot there was a brief debate about what the members of NASAC were looking at. Tom Williamson sees this lane as an ancient droveway, an element of a co-axial system of access ways and boundaries (Figure 1) and since the Roman road from Scole to Caistor St Edmund cuts across this system obliquely (and seems to “slight” it) he suggests that the road is a later feature. On this hypothesis, the whole system can probably be dated to the Iron Age or earlier. The Prehistoric Society and many others have welcomed this idea, which was the starting point for an article in volume 12 of the Annual1. The author suggests that this landscape is based on Roman planning, and that Vaunces lane, which has the characteristics of a Roman road, is a major axis (quintarius) of the system. The oblique relationship between the Roman planned landscape and the main Roman road has, by itself, no particular significance for their relative dating.

Community Identities and Interests 5. Convenient and effective local government 6. Conclusion 1. Foreword South Norfolk is earmarked for significant growth. By 2022, the number of electors within parts of our District, including Costessey, Wymondham and Long Stratton will have increased substantially. We have been required, as a result of the present electoral variance within the Old Costessey Ward to undertake a review of the District Ward Boundaries at this stage, even though we recognise that ideally this process would have followed on from a Parish Boundary review. Having sought clarity regarding the criteria employed by the Local Government Boundary Commission to undertake this review, we have felt compelled to employ a strict adherence to the “10% principle” – that no ward should be more or less than 10% from the average and, in practice, as close to the average as possible. We must redraw the lines following the requirements of the Commission, ensuring that a Parish does not sit in two different District Wards, unless it is also warded. However, this has led to a number of dilemmas in fine-tuning our proposals that our communities will rightly highlight to you. Nonetheless, as much as our communities may favour alternative arrangements, we also recognise that just because a Parish or Town lies in a different District Ward, our communities do not necessarily change. Community organisations will still bind them together, based on their commonalities – and in some cases differences.

    Investigation Report into the flooding in South Norfolk between 2013 - 2016 Report Reference: FIR036 Report prepared by Abygail Hadley on 2 July 2019 Executive Summary (a) Flooding incidents and causes Flooding occurred in South Norfolk on numerous dates from 2013 – 2016. 32 properties are reported to have experience internal flooding during this time period. For the purpose of this report and ease of presentation we have set out the report based on areas in which the incidents were located. A summary of the 34 incidents affected in each area can be found below: • Shotesham: 1 internal • Hempnall: 1 internal • Easton: 2 internal • New Costessey: 1 internal • Wymondham: 2 internal • Poringland West: 4 internal • Poringland East: 3 internal • Surlingham and Rockland St Mary: 2 internal • Mundham: 1 internal • Ditchingham Dam: 1 internal • Harleston: 4 internal • Winfarthing: 3 internal • Hethersett: 1 internal • Scole: 6 internal (b) Flooding causes The flooding incidents covered within this report are from across a large area. Mainly these areas are rural settlements that are surrounded by agricultural land, exceptions include New Costessey and Wymondham. Key trends seen throughout the report are: • Properties were sitting along an overland flow path on which rainfall was concentrated • The drainage system near the affected properties was partially or fully obstructed reducing its efficiency • Surface run-off from rainfall made its way on to private tracks/roads/highway and flowed towards the affected properties which sat below these features • Drainage of individual properties was unmaintained and could not cope with the heavy rainfall/ Drainage at individual properties was partially or fully obstructed reducing its efficiency and contributing to the flooding.

Jackie Ellis Clerk to Alburgh Parish Council 1 Draft Recommendations for new electoral arrangements Views of Alburgh Parish Council: We do not agree with your recommendations for many reasons. Please see below: Our proposed new ward is too large. At present we share a ward with four other parishes which are important to us, most especially Wortwell. We do not agree with your new plans to separate Alburgh and Wortwell as we have very strong historic parish links. To separate these would be extremely detrimental to our local community. Transport Links: There are no good links across our proposed ward. There is a bus service to Wortwell, Harleston, Denton and Norwich. There is no bus service to Bungay other than the school bus. There are no links with the east of the ward. Community Groups: At present we hold joint meetings with 5 parish councils once a year. They are Alburgh, Wortwell, Denton, Topcroft and Earsham. People from our parish attend events in Wortwell and likewise with people coming to our events. Children from Wortwell come to Alburgh and Denton Primary School.
