    Regionalism, Politics and Canadian Unity in the Age of a Global Economy CANADA IS A COUNTRY OF REGIONS existing in a global economy. Atlantic Canada, Western Canada, Quebec, Ontario, the North: each constitutes a distinct variable in the national equation. We even talk of sub-regions, that is regions within regions, such as the Acadian Peninsula of New Brunswick and Pictou County of Nova Scotia. At the same time, the world is rushing headlong towards a single economy predicated on the ideology of free trade and its concomitants, privatization and deregulation. Indeed, I often wonder what holds Canada together, what keeps it from fracturing along linguistic, economic and geographic lines, and increasingly, what will keep Canada from altogether succumbing to the voracious appetite of the global economy. There is no single counterweight to the forces of regionalism and globalization. Rather there is a series of counterweights, or a continuum if you will: the specificity of the federal dollar marks one endpoint, the vagueness of patriotism the other. Four recent books explore, to varying degrees, the twin themes of regionalism and unity. The political journalist Jeffrey Simpson argues that patronage need not be a matter of appointing cronies, hacks and bagmen, but that if used judiciously patronage can serve a greater national purpose, the bridging of linguistic, cultural and regional differences. For his part, political scientist Herman Bakvis demonstrates that reports on the death of the regional minister have been greatly exaggerated. In the interest of national unity, prime ministers still rely on ministers who will represent regional interests in cabinet.

Pelletier A thesis submitted to the Department of History in conformity with the requirements for the degree of Doctor of Philosophy Queen’s University Kingston, Ontario, Canada December 2010 Copyright © Yves Y. Pelletier, 2010 Abstract Sir John A. Macdonald has been a political figure frequently referenced in Canadian history. Yet no study has explored the evolution of his public memory. This study provides a focused examination of the attempts by Canada’s federal political parties to shape Macdonald’s public memory. The period of study began immediately following the death of Sir John A. Macdonald on June 6, 1891 and continued until the Centennial Celebrations of Confederation in 1967. The study first aims to identify and analyze events and activities organized or supported by Canada’s federal political class which provide opportunities to shape Macdonald’s public memory. The study then explores through the lens of official memory their motivation to engage in his commemoration and to shape his memory in specific ways. The objective of this study is to answer two specific research questions. The first asks if Canada’ federal political leaders were interested and successful in shaping Macdonald’s public memory during the period of study to allow the emergence of a seemingly national hegemonic figure acceptable to both political parties. The second asks if the federal political parties’ attempts to depict Macdonald as a unifying national symbol were picked up in the media in Ontario and Quebec and in both official languages, thereby reinforcing his hegemonic status for the federal political class.

The fonds therefore represents two distinct phases of Fairweather's career and this distinction has been preserved in the arrangement of the records. Four series were discernible in the fonds: a Correspondence series, the Parliamentary office series-official files, Parliamentary office series-working files, and Human rights subject series. Although almost all files contain some correspondence, some files were originally titled as "correspondence" in the original file title and contained only correspondence. These files have been organized into one coherent series spanning both periods of Fairweather's career. The rough original order has been maintained by creating two sub-series, one based on chronological blocks of files, and the second on an alphabetical structure. As far as possible the file contents remain in the original order and different files from the same year or alphabetical group have not been combined. This results in some years, or letters, having multiple files; the rationale being that the original context of the records is undisturbed. The file titles in this series begin with the sub-series name, a hyphen and then the specific file designator.
