Introduction Purpose of the Habitats Regulations Assessment Report 1.1 Hexham Town Council are leading the preparation of a neighbourhood development plan (the Plan) to provide locally specific planning policies intended to address issues identified as being important to the local community, particularly where those issues are perceived as not being adequately addressed through existing planning policies. 1.2 As the ‘competent authority’ under the Conservation of Habitats and Species Regulations 2017, Northumberland County Council is required to assess its policies and plans through the Habitats Regulations Assessment (HRA) process. The purpose of a HRA is to assess possible effects of the plan or policy on the nature conservation interests of sites designated under the Habitats and Wild Birds Directives.
