The exact legal name of the applicant is Time Warner Cable Northeast LLC. 2. The applicant does business under the name Charter Communications. 3. Applicant’s telephone number is: (518) 640-8575 4. & 5. The applicant serves the following municipalities from the same headend or from a different headend in the same or adjacent counties; the number of subscribers in each of the communities as of December, 2018 are: Town of Altona - 219 Town of Champlain - 326 Village of Champlain - 224 Town of Chazy - 633 Town of Ellenburg - 292 Town of Mooers - 306 Village of Rouses Point - 507 6. The following signals are regularly carried by the Champlain cable system: (see attached channel card). 7. The Applicant does provide channel capacity and video production facilities for local origination. During the past twelve (12) months, the Applicant has provided approximately 1,200 hours of locally originated programming of all types including PEG access. 8. The current monthly rates for service in the Town of Champlain are: (see attached). 9. During the past twelve (12) months, the applicant has placed the following miles of new cable television plant in operation in the following municipalities: Town of Altona – 0.07 miles Town of Champlain – 0.32 miles Village of Champlain – 0.00 miles Town of Chazy – 0.50 miles Town of Ellenburg – 0.00 miles Town of Mooers – 0.06 miles Village of Rouses Point – 0.00 miles 10. The company has previously submitted to the New York State Public Service Commission its technical plan to rebuild the system to 750 MHZ which was completed by end of 2000. 11. (A) The Applicant has previously filed with the New York State Public Service Commission its current Statement of Assessment pursuant to Section 817 of the Executive Law. (B) The Applicant previously filed with the New York State Public Service Commission its current Annual Financial Report. 12.     THE IMPACT ON THE AMOUNT OF NEWS PROGRAMMING FROM CONSOLIDATION IN THE LOCAL TELEVISION STATION INDUSTRY Mark R. Fratrik, Ph.D., SVP/Chief Economist September 23, 2020 Abstract The FCC’s broadcast ownership rules, which generally prohibit a single entity from owning more than one television station in most markets, are inhibiting the production of local news in television markets across the country – especially in small television markets. As shown in this report, from 2014 to 2020, Gray Television was able to add more local news programming in markets where it acquired a second station or major network affiliation as compared to those markets where Gray’s holdings remained constant. Moreover, the largest increases in local news production arose from consolidation in the smallest markets. With greater local scale from in- market consolidation, Gray was able to spread the high fixed costs of local news production across multiple stations or networks, which allowed Gray to produce more local news programming than those stations otherwise were able to produce separately. Based on Gray’s experience, we anticipate that relaxing the FCC’s ownership rules would lead to more local news, more local journalism, and more local newsroom jobs. Introduction Off-air television stations broadcast signals from terrestrially-based facilities directly to television receivers. Comsearch identified those off-air stations whose service could potentially be affected by the proposed Deer River Wind Project in Jefferson and Lewis Counties, New York. Comsearch then examined the coverage of the stations and the communities in the area that could potentially have degraded television reception due to the location of the proposed wind turbines. 2. Summary of Results The proposed wind energy project area and local communities are depicted in Figure 1, below. TV stations at a distance of 150 kilometers or less are the most likely to provide off-air coverage to the project area and neighboring communities. These stations are listed in Tables 1 and 2, below, and a plot depicting their locations is provided in Figure 2.

Dear Ms. Dortch: In an effort to help its radio members better understand and prepare for the impacts of the post-auction transition of repacked television stations, NAB commissioned a study to determine which FM stations are likely to need to coordinate with TV stations making adjustments following the Incentive Auction. This analysis identifies 678 FM stations that may need to reduce power, shut down, or operate from an auxiliary facility as work is being done on a neighboring TV station antenna to ensure tower worker safety from radio frequency exposure.
