Westmoreland, Commander, U.S. Military Assistance Command, Vietnam, 1966 What Westmoreland and his contemporaries living in Vietnam had already recognized in 1966, few in Washington chose to fully engage. U.S. nation building efforts in Vietnam focused on the countryside by securing hamlets or promoting the growth of more hearty rice crops, but the practice of side-stepping urban problems, where the majority of U.S. troops serving in- country lived and worked among civilians, allowed economic inflation, corruption, and the sex trade to flourish. Westmoreland’s comment came during Senator J. William Fulbright’s Senate Foreign Relations Committee Hearings on the legitimacy of the war in Vietnam, and only days after the titillating accusation from the Senator that Saigon was “both figuratively and literally an American brothel.”2 The Whitehouse quickly swept the issue aside as an irrelevant distraction. Sex, they felt along with many other Americans, was just a part of war. They failed to recognize in those early days, however, that sexual politics wove into many aspects of society upsetting traditional social and power boundaries, as well as disrupting political relations. -

In the increasingly global economy, the movement of people and capital around the world creates new segments of sex work, with diverse groups of consumers and providers. This dissertation examines the dialectical link between intimacy and political economy. I examine how changes in the global economy structure relations of intimacy between clients and sex workers; and how intimacy can be a vital form of currency that shapes economic and political relations. I trace new economies of sex and intimacy in Vietnam by moving from daily worlds of sex work in Ho Chi Minh City [HCMC] to incorporate a more structural and historical analysis. Drawing on 15 months of ethnography (2009-2010) working as a bartender and hostess I analyze four different bars that cater to wealthy local Vietnamese men and their Asian business partners, overseas Vietnamese men living in the diaspora, Western expatriates, and Western budget travelers. -

But the Duke freshman porn star, Miriam Weeks aka Belle Knox,1 leveraged her story to secure a part in an online reality show and a sex toy line, while major news outlets framed her as an advocate for both sex worker rights and the almost inevitable result of rising college tuition on students (Shire 2014). However, the unspoken racial undercurrents of her story have yet to be exam- ined and beg a number of questions: how would a black Belle Knox experience the adult film industry? How would the media frame the experience of a black woman who has sex for money to pay for an elite college education? The work of scholars such as Mirielle Miller-Young (2010) and Patricia Hill Collins (2000) suggest that Knox’s story – being secretly carted to porn sets and becoming a media darling – seems unlikely for a black woman. -

The Information 10 December 2019 Facebook and Google Balance Booming Business with Censorship Pressure in Vietnam By Wayne Ma When Facebook and Google want to strike ad deals in Vietnam, salespeople in Singapore get on a plane and fly to major cities like Ho Chi Minh City. They rent out rooms in five-star hotels for meetings with small retailers looking to sell around the world or big brands wanting to reach Vietnamese consumers. Vietnam is the most important market in Southeast Asia for both Google and Facebook, but neither company has any full-time employees stationed there. That’s because Vietnam is governed by an authoritarian communist regime that imposes strict censorship of online content such as social-media posts and user-generated videos critical of the government. While Facebook and Google comply with the government’s requests for removing or restricting content, people stationed in the country would be vulnerable to pressure for information about the identity of users posting content, said people familiar with both businesses. According to these people, the companies worry that staffers could be arrested or the offices raided, and even route advertising fees through subsidiaries in Ireland and Singapore to avoid Vietnam’s banking system. Despite those difficulties, Vietnam has become the biggest country by revenue for Facebook and Google in Southeast Asia, according to people with direct knowledge of the matter. Unlike China, Vietnam doesn’t have its own popular social network or search giant, and its consumers are heavy users of Google and Facebook. That has translated into big business. Last year, Facebook’s revenue from Vietnam approached $1 billion, which would be nearly one third of all revenue from Southeast Asia, a person close to Facebook with direct knowledge of the matter said.
