The District Census Handbook (DCH), compiled by the Census Organization on behalf of the State Government, is one of the mos1 valuable products of the Census. The DCH is cons tantly referred to by planners, administrators, acade~icia!ls and researchers:' It is inter (l/ta use~ for delimitation of constituencies formulation of local level and regional plans and as an aid to Distnct administration. The District Census Handbook is the only publktion which provides Primary Census Abstract (peA) data upto village level for the rUIal ardas"ward-wise for each city or town. It also provides data -o.n infrastructure and amemtles i~ vi1lflge~ ~nd towns, etc.
The DIstrict Census Handbook series was initiated during the 1951 Census.,' It contained important census tables and PCA for each village and town of the district. During 1961 Census, the scope of the DCH was enlarged and it contained a descriptive account of the district admi nistrative statistics, census tables and a village and town direc,tory including peA. The 1971 DCH series was planned in three parts. Part-A related to village itnd town directory, Part-B to village and town PCA aud Part-C comprised analytical report, ad,ministrativ~ statistiCS, dist rict census tables, and certain analytical tables based on PCA and ~eniiy data in respect of villages. Ho~ever, in some ~tates it was confined to district census:tables and in a few cases altogether given up due to delay in compilation and printing, \ ' While designing the format of 1981 DCH series some new features along with the 'restruc turing of the fdrmats 'of village and town directory have been attempted. At the same time, comparability with the 1971 data has also been kept in view. All the amenities except power supply in the village have been brought together in the Village directory with the instruction that in case an amenity is llJe ~vailable in the referrent village the distqnce in broad ranges from the nearest place where the amenity is available may be given. Th~ restructuring of the forniat of the village directory and incorporating more exhaustive data on infrastructure aspect particu. larly in relation to amenities and land-use ",attern is expected to further meet tile need of micro level planning for rural areas. It is expected to help not onl~ in local areas planning but regu lating the provision of goods and services as well as minimise the regional imbalances in the process of development. A few items of information have also been introduced. to meet some of the requirements of the Revised MiniliJlum Needs Programme. Such new ite~s of informa tion as adult literacy centres, primary health sub-centres and commulllty_ health workers in the
village' have been introduced in .the village directory With ,thiS objective in mind.' I The new ~tem on approached to the village is to have an idea about the 'yillage in tlie district which are inac ceSSible. A new column. "total populallon and number of housebo ds" has beell introduced to ~xamine the corelation of the amenities with the population and umber of households th€y serve.
