All rights reserved. i West Coast Environmental Law Design Basis for the Living Dike Concept EXECUTIVE SUMMARY Background West Coast Environmental Law (WCEL) is leading an initiative to explore the implementation of a coastal flood protection system that also protects and enhances existing and future coastal and aquatic ecosystems. The purpose of this document is to summarize available experience and provide an initial technical basis to define how this objective might be realized. This “Living Dike” concept is intended as a best practice measure to meet this balanced objective in response to rising sea levels in a changing climate. It is well known that coastal wetlands and marshes provide considerable protection against storm surge and related wave effects when hurricanes or severe storms come ashore. Studies have also shown that salt marshes in front of coastal sea dikes can reduce the nearshore wave heights by as much as 40 percent. This reduction of the sea state in front of a dike reduces the required crest elevation and volumes of material in the dike, potentially lowering the total cost of a suitable dike by approximately 30 percent. In most cases, existing investigations and studies consider the relative merits of wetlands and marshes for a more or less static sea level, which may include an allowance for future sea level rise. -
The Big Bottom (Lewis County) 1833-1933
THE BIG BOTTOM (LEWIS COUNTY) 1833-1933 An important desideratum of Washington's first white settle ment at Tumwater, was a direct route across the Cascade Range to The Dalles. In the spring of 1854, two Tumwater pioneers set out on an exploring expedition to locate a low pass to connect Puget Sound with the Oregon Trail. Their names have since become emblazoned in Washington's hall of fame : James Longmire, discoverer of the springs in Rainier National Park now bearing his name; and William Packwood, for whom a postoffice, lake and mountain saddle in eastern Lewis Coun- . ty have been named. Led by a trio of Nisqually Indian guides, the pioneer pair skirted the stream known as Skate Creek southward from Mount Rainier, and came out upon a huge bottomland bisected by the up per Cowlitz River. At that time, according to the statement of Jim Yoak, aged patriarch of the Cowlitz tribe, I."ongmire and Packwood found a thriving Indian village on the banks of the river, with several hun dred members of the Cowlitz tribe living there. The two trail-blazers returned to Tumwater with the word that they had discovered the long-hoped-for low pass to The Dalles. A subsequent trip of course proved this belief was erroneous, for the summit was still many miles to the eastward. Even to this day, man has not pierced White Pass with a road; but this will soon become an actuality. Although failing in their original purpose, Longmire and Pack wood did not make that exploring trip in vain, for they were the first white men to glimpse the "Big Bottom" country. -

Editor’s Note: Recreation Reports are printed every other week. April 26, 2016 Its spring, which means nice weather, wildflowers, bugs, fast flowing rivers and streams, and opening of national forest campgrounds. There are 137 highly developed campgrounds, six horse camps and 16 group sites available for use in the Okanogan-Wenatchee National Forest. Opening these sites after the long winter season requires a bit more effort than just unlocking a gate. Before a campground can officially open for use the following steps need to occur: 1. Snow must be gone and campground roads need to be dry. 2. Hazard tree assessments occur. Over the winter trees may have fallen or may be leaning into other trees, or broken branches may be hanging up in limbs above camp spots. These hazards must be removed before it is safe for campers to use the campground. 3. Spring maintenance must occur. Crews have to fix anything that is broken or needs repair. That includes maintenance and repair work on gates, bathrooms/outhouses, picnic tables, barriers that need to be replaced or fixed, shelters, bulletin boards, etc. 4. Water systems need to be tested and repairs made, also water samples are sent to county health departments to be tested to ensure the water is safe for drinking. 5. Garbage dumpsters have to be delivered. 6. Once dumpsters are delivered, garbage that had been left/dumped in campgrounds over the winter needs to be removed. 7. Vault toilets have to be pumped out by a septic company. 8. Outhouses need to be cleaned and sanitized and supplies restocked.
