POPULISM AND ANTI-DEMOCRATIC PROPAGANDA: KEY CONCEPTS Over the last ten years or so, the world has witnessed the emergence of a common “populist front” that is opposed to the values and institutions of liberal democracy which seemed to have no alternative for almost two decades.1 A repertoire of clichés has also emerged – a primitive propaganda language used by different actors to criticize and undermine: The global international order based on the regulative idea of human rights (an order that prioritizes human rights over national sovereignty, while populism inverts the relationship between the two, denouncing human rights as a “smokescreen” that serves to secure the “hegemony of the West” and to promote private and corporate interests through “double standards”); To undermine, on the geopolitical plane, also the alleged “hegemony of the West” – most often, of the US as global political and economic leader, of NATO as a military alliance, and of the EU as a supranational political union – all of them identified as “villains” because of their ability to “impose” the international legal order and values of liberal democracy; To undermine political and economic elites at the global and national levels – contesting the “representativeness” of the elites vis-à-vis the people as well as “meritocracy” as their legitimating principle;2 and hence: Propaganda formulas are used to undermine the institutions of representative democracy (political parties, stigmatized as “oligarchic structures” or “corporations”), civil society in the individual nation-states (the NGO sector and 1 The populist front is a “historico-discursive formation” in the sense of Ernesto Laclau and Chantal Mouffe (Hegemony and Socialist Strategy, London and New York: Verso, 1985). Also under attack is “political correctness” understood both as general support of the values of liberal democracy and as a civilized model of linguistic behavior. Insofar as the populist front undermines the basic principles and institutions of liberal democracy listed above, we define it as anti-democratic and anti-liberal. Insofar as the various populist formulas fall in sync with each other, turning into a primitive subversive language used by different actors in different contexts

As Ekaterina Rashkova writes, the new government led by Plamen Oresharski, which emerged from elections in May 2013, has come under intense pressure in recent months and is widely expected to resign. She argues that with elections expected to be held later this year, Bulgaria is once again at a crossroads in terms of its future direction. Bulgaria experienced mass protests in 2013, with the country’s former Prime Minister Boyko Borisov resigning in February of that year, and early parliamentary elections following in May. Despite the hopes of many that this would bring a better political future and ultimately a more just legal system and a higher standard of living for the average person, the factors motivating the original protests – the oligarchic and corrupt behaviour which has permeated the political apparatus – have only become worse. In the May 2013 election, surprisingly only four political parties passed the electoral threshold and made it to parliament: Borisov’s party, GERB; the Bulgarian Socialist Party (BSP), the main left-wing political party in Bulgaria (which is also a direct successor of the former communist party); Movement for Rights and Freedoms (DPS), the Turkish minority party; and Attack, the relatively new nationalist party.

Ahead of the vote, Stuart Brown gives an overview of the background to the elections, each of the main parties and some of the opinion polling on the likely results. On Sunday, Bulgaria will hold parliamentary elections for the second time in less than 18 months. The elections were called after the Bulgarian government, led by Plamen Oresharski, resigned in July, with a caretaker administration fronted by Georgi Bliznashki taking over in the interim. Oresharski’s government had only entered office in May 2013, but had suffered a series of problems in its short time in power. This was the second time the Bulgarian government had resigned in the last two years, following the collapse of Boyko Borisov’s government in February 2013. Background to the 2014 elections The current period of political instability in Bulgaria can be traced back to a series of mass protests against Borisov’s government in 2013, chiefly over the issue of high electricity prices. Borisov, the leader of the largest centre-right party in Bulgaria, GERB, is a controversial figure, who has faced a number of allegations of corruption since winning power in 2009. As a result of the scale of the protests, he opted to stand down as Prime Minister, with new elections being called for May 2013.

It assess the administrative and political factors that might explain the variation in the financial absorption of Structural Funds (SF), with a specific focus on two homogeneous cases from Central and Eastern Europe (CEECs). Whilst there is a dense literature on the potential socio- economic impact of CP in the EU, less attention has been paid to the factors affecting CP and SF governance at the national domestic level. Questions of financial absorption, delivery effectiveness and quality of the spending remain open and are puzzling for both academics and practitioners. Subsequently, one of the main aims of this thesis has been to provide an in-depth investigation of, on the one hand, the structural administrative capacity employed by states to manage this policy and, on the on the other hand, the political factors and dynamics that influence its delivery of SF in new member states. The study carries out an archaeology of the capacity of the specialised institutions involved in the different stages of the absorption process with the general aim of explaining some of the determinants of absorption performance, particularly in the countries’ assessed.

DeDominicis, Catholic University of Korea ABSTRACT Bulgarian nationalism as a political force for state political reform faces formidable challenges due to the Bulgarian state’s dependent development under Communism. Nationalist communism was a comparatively effective component of the legitimation strategy for the Communist regime. In neighboring Serbia, the Titoist regime suppressed ethnic nationalism. As the largest nationalist challenge to the Communist Yugoslav state, the Serb national community was partitioned. One-third of ethnic Serbs were placed outside of the Serb republic, and Kosovo and Vojvodina were officially subunits of Serbia but were Yugoslav federal constituent republics in all but name. Russian exploitation of opportunities for influence expansion in Serbia and Bulgaria exist but differ, reflecting this conflicting legacy of Communism in both states. Serb rejection of Communism included advocacy of Serb irredentism, which the post-Soviet/Russian nationalist regime under Vladimir Putin seeks to exploit. Bulgarian nationalist Communism associated itself closely with the USSR until the rise of Mikhail Gorbachev and his reforms in the USSR in the mid-1980s. Bulgarian militant nationalism lacks societal consensus on the basic principles that constitute it. NATO-Russian competition for influence implies European Union deepening and widening occurs in opposition to post- Soviet Russian state influence. Europeanization implies reducing Russian bargaining leverage within the Bulgarian polity.     Sustainable Governance Indicators SGI 2015 Bulgaria Report Georgy Ganev, Maria Popova, Frank Bönker (Coordinator) SGI 2015 | 2 Bulgaria Report Executive Summary After the elections of May 2013, Bulgaria was governed by what was in effect a tripartite coalition consisting of the Bulgarian Socialist Party (BSP), the Movement for Rights and Freedoms (DPS, for all practical purposes the political representation of the Bulgarian Turkish minority), and Ataka (a nationalist xenophobic party). However, no formal coalition agreement existed, and Ataka was not represented in cabinet. The government led by Prime Minister Plamen Oresharski suffered from strong rifts both between the parties and within the BSP, as well as from conflicts with President Plevneliev, and faced large-scale public protests almost from its beginning. The disintegration of the government accelerated after the BSP’s weak showing in the April 2014 European Parliament elections, with a snap election in October 2014 resulting in a change in government. Under the Oresharski government, the quality of democracy continued to suffer from limited media independence and a weak legal system. Media ownership is not transparent, and owners are closely tied to business and political interests. The judiciary continues to suffer from dismally low public legitimacy due to its inability (or unwillingness) to curb political corruption by effectively prosecuting perpetrators. The highly controversial appointment of Delyan Peevski, a DPS parliamentarian and notorious oligarch, as director of the Bulgarian secret service after the 2013 elections raised strong doubts about the government’s commitment to fight corruption. As for policy performance, the softening of the government’s fiscal stance raised macroeconomic-policy concerns.
