CONFIRMATION OF MINUTES The Leader of the Government in Parliament the Hon. Inia Seruiratu, moved that the Minutes of the sitting of Parliament held on Friday, 12 February 2021 as previously circulated, be taken as read and be confirmed. Motion seconded. Question put. Motion agreed to unanimously. 5. COMMUNICATIONS FROM THE CHAIR Hon. Speaker welcomed all Honourable Members to the sitting and all those watching the live broadcast and the live streaming of the proceedings. Hon. Speaker informed all Honourable Members that the Standing Committee on Justice, Law and Human Rights would table its report on the following election- related Bills at a later sitting date – 1. Electoral (Amendment) Bill 2020; 1 2. Electoral (Registration of Voters) (Amendment) Bill 2020; and 3. Political Parties (Registration, Conduct, Funding and Disclosures) (Amendment) Bill 2020. 6. PRESENTATION OF PAPERS AND CERTAIN DOCUMENTS The Acting Attorney-General and Minister for Economy, Civil Service and Communications the Hon. Faiyaz Koya tabled the Mid-Year Fiscal Statement – Actual Expenditure from 1st August 2020 to 31st January 2021. The Hon. Speaker informed all Honourable Members that the electronic copy of the report would be made available to all Members and uploaded simultaneously on the Parliament website. -

VOREQE BAINIMARAMA ON NEW COVID-19 CASES IN FIJI 02/04/2020 Bula Vinaka, members of the media. As you may have noticed, we have a new mic set-up for reporters to use so that everyone watching can hear your questions. You’ll also see we’ve strictly designated where members of the media can stand in the interest of putting physical distancing into practice. So, keep your distance back there. Seriously. This is the latest on Fiji’s war against coronavirus. As of today the 2nd of April, the first five COVID-19 patients remain in stable condition. None have been cleared as recovered. This morning, we confirmed two new cases of COVID-19 in Fiji. Our sixth case is a 21-year-old woman and our seventh case is her 33-year-old husband. Again, our medical teams were well-prepared to get to these patients quickly, test them and move them securely and hygienically into isolation. The two individuals are a couple living together in the Nabua Settlement in Suva. The sixth patient –– the 21-year-old wife –– developed symptoms on Saturday, the 28th of March. She informed the Ministry of Health on the 1st of April. Our teams visited her home, and tested her that same day. -

Salam sejahtera untuk kita semua, Pertemuan Inter-Parliamentary Union (IPU) ke-137 mengusung tema “Promoting Cultural Pluralism and Peace through Inter-faith and Inter-ethnic Dialogue” diselenggarakan di St. Petersburg, Rusia pada Oktober 2017. Secara global, tema tersebut sangat relevan karena terkait dengan dinamika politik yang terjadi selama tahun 2017. Di Indonesia, tahun politik diwarnai gesekan antarkelompok dan berkembangnya isu-isu SARA. Ini pelajaran berharga, mengingatkan kita semua akan pentingnya keberagaman, toleransi, dan sikap saling menghormati. Sementara itu di dunia internasional, kita dikagetkan oleh konfik yang terjadi di wilayah Rakhine, Myanmar yang menimbulkan ribuan korban jiwa dari etnis Muslim Rohingya dan ratusan ribu pengungsi. Peristiwa tersebut tidak hanya menimbulkan gejolak internasional, tetapi juga menimbulkan keprihatinan masyarakat Indonesia. -

Sentence 4 years imprisonment (b) Len Carlisle Brown Charges Rape contrary to s7 of the Judicature Ordinance 1961, the Judicature Ordinance 1970, and s1 of the Sexual Offences Act 1956 (x2). Sentence 2 years imprisonment with leave to apply for home detention The sentences have been suspended and the Appellants remain on bail pending the determination of this appeal. HUMAN RIGHTS In relation to human rights issues, contrary to an earlier apparent concession by the Public Prosecutor that the Human Rights Act 1978 applied to the Pitcairn Islands, it would appear not to have been extended to them, at least in so far as the necessary protocols to the Convention have not been signed to enable Pitcairners to appear before the European Court: R (Quark Fisheries Ltd) v Secretary of State for Foreign and Commonwealth Affairs [2005] 3 WLR 7 837 (Tab ). -

110 Regionalism, Security & Cooperation in Oceania Chapter 8 Acting West, Looking East: Timor-Leste’s Growing Engagement with the Pacific Islands Region Jose Kai Lekke Sousa-Santos Executive Summary • Timor-Leste is situated geopolitically and culturally at the crossroads of Southeast Asia and the Pacific Islands region, and has pursued a two-pil- lared neighborhood foreign policy of “comprehensive and collective en- gagement,” which is defined by “Acting West” and “Looking East.” • Timor-Leste is seeking to integrate itself within regional governance and security structures, and institutions of both Southeast Asia and the Pa- cific Islands, thereby increasing its strategic role as a conduit for cooper- ation and collaboration between the two regions. • Timor-Leste is of increasing geostrategic importance to the Asia Pacific in view of the growing focus on the Pacific Ocean in terms of resource security and the growing competition between China and the United States. • Timor-Leste could play an increasingly significant role in regional de- fense diplomacy developments if the Melanesian Spearhead Group re- gional peacekeeping force is realized. And we are on the cross road of Asia and the Pacific.” 1 - Xanana Kay Rala Gusmao Introduction Timor-Leste is situated geopolitically and culturally on the crossroads of Southeast Asia and the Pacific Islands region and has, since achieving in- dependence in 2002, pursued a two-pillared neighborhood foreign policy of ‘Acting West’ and ‘Looking East.’ Timor-Leste claims that its geographic position secures the “half-island” state as an integral and categorical part of Southeast Asia while at the same time, acknowledging the clear links it shares with its Pacific Island neighbors to the west, particularly in the areas of development and security. -

INTRODUCTION This article will look at the way in which new religions were introduced first from Britain and Europe and then later from the United States of America into all island countries of the South Pacific during the nineteenth century. The next part will examine the extent to which the laws of those countries provide freedom of religion and it will then consider certain legal and sociological limitations upon the actual practice of religion in these same countries. The article will conclude by looking to the future and trying to suggest ways to ease the tension that exists between individual freedom to practice the religion of his or her choice and community concern for preserving peace and harmony in the community. -

Fijian Colonial Experience: a Study of the Neotraditional Order Under British Colonial Rule Prior to World War II, by Timothy J
Chapter 4 The new of The more able Fij ian chiefs did not need to fetch up the glory of their ancestors to maintain leadership of their people: they exploited a variety of opportunities open to them within the Fij ian Administration. Ultimately colonial rule itself rested on the loyalty chosen chiefs could still command from their people, and day-to-day village governance, it has been seen, totally depended on them. Far from degenerating into a decadent elite, these chiefs devised a mode of leadership that was neither traditional, for it needed appointment from the Crown, nor purely administrative. Its material rewards came from salary and fringe benefits; its larger satisfactions from the extent to which the peopl e rallied to their leadership and voluntarily participated in the great celebrations of Fijian life , the traditional-type festivals of dance, food and ceremony that proclaimed to all: the people and the chief and the land are one . 'Government-work' had its place, but for chiefs and people there were always 'higher' preoccupations growing out of the refined cultural legacy of the past (albeit the attenuated past) which gave them all that was still distinctively Fij ian in their threatened way of life. This chapter will illuminate the ambiguous mix of constraint and opportunity for chiefly leadership in the colonial context as exercised prior to World War II by some powerful personalities from different status levels in the neotraditional order. Thurston's enthusiastic tax gatherer, Ratu Joni Madraiwiwi , was perhaps the most able of them , and in his happier days was generally esteemed as one of the finest of 'the old school' of chiefs . -
