The following steps are proposed in the line ofnational and international cooperation; these steps can be taken without waitingfor financial and administrative approval:(1) the registration of all kinds ofadult education programs and activities carried outby public as well as private agencies;(2) involvement of all educationpersonnel in the planning organization, and establishment of anEducation Planning Unit; (3) the formation of adult educationpriority programs, with supporting services, mass education meansand libraries, to be assisted in the context of Federal and Statesset of priorities and potentialities; and (4)the mobilization of private funds andforces on behalf of adult education.(Author/CK) U.S. DEPARTMENT OF HEALTH. I have been now for more than one yearin this country. I have visited several States in the Federation,military governors, commission- ers, native rulers and leadersof voluntary organizr_tions andindustrial enterprises. I !nye also witnessed Adult Educationactivities the most impressive of which to me, are the small literacy grcupsin the far north, and .ttended by young and old, held inthe open field af "deserts",using a stick from a tree nearby as a pencil cAndsand as the natural plate. Further I may add that I have taken partin several U.N. or Unesco evaluation and factfinding missions toNigeria but I wish to state that, at this forum, I am not representingthose bodies or any otherauthority. In spite.of the real facts that quite a number of Adult Educatir)n programmes and activities being carried cut; that adult education forms a separate division in its ministry with its senior staff, supervisors, organisers and instructors side by side with.ihe staff and teachers for school education, that'adult education coMmittees and centres are found 'in many villages, the fact-finder and visiting adviSer ;gill hardly be able to know them and get proper appraisal and insight bf the real situation. 'Because adult education is often left'out innegotiations, very scarcely if not.at. all publicized in official documents educat- ion.statistics and reports. _ It seems to the foreigner that the Government is not showing sufficient and real interest in Adult Education and thus.not calling . for!assistance. Lastly, the new Federal as well as the State Development Plans do not appeal to the foreign assistance supplying agencies fo,.' they do not contain clear formulated aims, set targets and programMes with the necessary budget allocations, as provided for pri;pry, secondary . _ and technical schools etc. There is no special budget for adult education in the Federal Plan and in State Plans, it is awarded from nil to- few percents only (see Appendix on Education Budgets). ADULi LUERACY EDUCATION IS A NATIONAL MUST AN INTERNATIONAL : OB IGATION Those arb the few matters which mny create objective impressions and interest in the :Nreign agonPY or mission. It is naturally also influenced by its findings and experienco in other parts of the.world. FILMED FROM BEST AVAILABLE COPY Threat to World Tranquility It is universally admitted that the yawning gap between the haves and have-nots, between the advanced and backward nations which totals more than two-third of the world population, constitutes a threat, at least an obstacle to world tranquility, if not to worl. peace. It is also evident that almost all the poor countries were former colonial territories; some are still under colonial domination,It may be remembered that the U.N. have passed. resolutions and 11::..ve been doing efforts not only to decolonize those ares but ;also tc help the suffer- ing masses to come .out of their ignorance,..poverty zilnd diseases. Revenue generated from passengers in Q1 2019 was put at N520,794,143 as against N507,495,503 in Q4 2018. Whether it would drift nobody could say, but all feared the rocks.” Edward Bellamy, Looking Backward, 2000–1887 This volume focuses on the consequences of deindustrialization on the lives of former factory workers at the Kaduna Textile Ltd (KTL) mill in the Kakuri area of Kaduna and the “work of the dead” in ameliorating these changes. As such it addresses the question, “How is deindustrialization experienced dif- ferently by people in varied places, times, and circumstances?” (Cowie and Heathcott 2003: 5). As many of the workers at KTL came from rural towns and villages to the south of the city of Kaduna, their experience reflects many changes: from rural to urban living, from agricultural to industrial labor, and to new conceptions of time and work. Their experience has been complicated by the failure of the government to pay negotiated remittances owed to KTL workers following the company’s closure, which was not the case for most other Kaduna textile mills. Consequently, KTL workers, as members of the National Union of Textile Garment and Tailoring Workers of Nigeria, sought to pressure the company to release these funds in order to ease the difficulties of finding alternative sources of income and of paying for food and health care as well as supporting their families.

    PREAMBLE We, the parties to this Declaration are: development/cultural associations, Traditional Councils, youth, women, religious and respected opinion leaders and elders brought together by the Centre for Humanitarian Dialogue (HD), with our consent, because of our history of Inter-communal, farmer and grazer and religious violence. Southern Kaduna has had a number of experiences of violent conflict that constitute a major threat to peace and security. Electoral disputes, farmer and grazer differences in particular, have caused violence, deaths, injuries, loss of property, trauma, widows and orphans, poverty and massive displacements. The stakeholders in this Declaration are convinced that a necessary condition for establishing lasting peace in our State is the resort to dialogue to resolve conflicts. This Declaration covers content from a multi- ethnic and farmer and grazer context of communities of five Local Government Areas (LGA’s) of Southern Kaduna; Sanga, Kachia, Kaura, Zangon Kataf and Jema’a. This Declaration records agreements arrived at as a first step towards achieving lasting peace. The Southern Kaduna State Inter-Communal Dialogue: Convinced that without peace, Kaduna State, cannot consolidate unity and promote democracy and development; Convinced that dialogue and the non-resort to violence can lead to a lasting solution for Kaduna State’s Inter-communal conflicts; Reaffirms that respect for human rights is indispensable for the maintenance of peace and security in Kaduna State and that it constitutes one of the fundamental blocks for sustainable development; Further reaffirms the principles enshrined in the 1999 Nigeria constitution as amended, in particular Chapter 4, section 33, subsection 1, which says “each person has a right to life, and no one shall be deprived intentionally of his life, save in execution of the sentence of the court in respect of a criminal offence of which he has been found guilty in Nigeria”.

The study covered a wide range of socio-economic and demographic variables from the households, such that income of household heads, household size, educational status of household heads, methods and frequency/efficiency of waste collection; waste bins by households and disposals facilities used as well as the role played by government in waste management in the study area were investigated. The study area was divided into Masaka, Karu and Mararaba communities. The results were largely based on the data generated through the administration of questionnaires. 300 copies of questionnaires were administered to household heads in the three areas selected, where Masaka area had 75; Karu area had 108 while Mararaba area had 117.

Contemporarily, the term culture covers the domains of arts, sciences, beliefs, manner or even attitude of a group of people such as tribe, religious body or society. It can be defined as the sum total of way of life of a people such as festivals, dances, religion, language, norms/traditions etc. This study examined how the Nigeria Television Authority has been or not used in promoting Nigeria cultural values and heritage. The method adopted in the study is survey. The interview technique was used involving a total of 400 respondents drawn from the staff members of the NTA, Enugu zonal station, and the Station’s audience. Findings of the study revealed that television is a powerful medium through which a people can, through programming and content, share and export their cultural values for sustainable development, as well, a medium for eroding culture and tradition. It was further found that the NTA has not been sufficiently utilized to promote the Nigerian culture. The study recommended that mass media workers, particularly television programmes designers should sit up in the area of promoting Nigeria cultural heritage through TV programme content.

The survey research method was used to carry out the study while the questionnaire served as the measuring instrument. The residents of South- East Nigeria constituted the population of the study from where a sample of 384 was drawn using the creative research systems online sample size calculator. Multi-Stage sampling technique was used to select specific local government areas, wards and households that were studied. Findings revealed that NTA’s reports on the abduction of the Chibok school girls are often in favour of government while Channels Television’s reports on the abduction are often balanced. The credibility level of NTA’s reports on the abduction of the Chibok school girls was rated low while that of Channels Television was highly rated. Based on the findings, it was recommended amongst others that the Nigerian Television Authority (NTA) must wake up and endeavour to properly give account of the girls’ abduction.
