Brief Summary of the Project Odisha Industrial Infrastructure Development of Kalinganagar National Investment & Manufacturing Zone (KNIMZ) Development Corporation at Kalinganagar, District Jajpur, Odisha BRIEF SUMMARY OF THE PROJECT Project: Development of Kalinganagar National Investment & Manufacturing Zone (KNIMZ) at Kalinganagar, District Jajpur in Odisha. Department of Industrial Policy and Promotion (DIPP) in 2011, under the Ministry of Commerce and Industry, Government of India announced a National Manufacturing Policy with the objective of enhancing the share of manufacturing in GDP to 25% within a decade and creating 100 million jobs. One of the key instruments identified to catalyze the growth of manufacturing will be establishment of National Investment and Manufacturing Zones (NIMZs) which would be developed in the nature industrial townships, benchmarked with the best manufacturing hubs in the world. Kalinanagar is one of the 17 Identified NIMZs and Government of Odisha obtained Final Approval from the Ministry of Commerce & Industry, Department of Industrial Policy & Promotion (DIPP), and Government of India for establishment of National Investment & Manufacturing Zone (NIMZ) at Kalinganagar region over an area of 163.25 sq km in Jajpur district of Odisha under its NIMZ Scheme. This region will be referred to as KNIMZ. KNIMZ is proposed to be spread across 43 villages. KNIMZ site is well connected to other regions in Odisha by road and rail. NH-53 (200) connects the site to the sea port of Paradip (120 km away) towards the east and the industrial town of Angul towards the west, through which it is further connected to Raipur and Rourkela. Along the south, NH-53 connects the site to the city of Cuttack (85 km) and capital city Bhubaneshwar (110 km) in the south. The Jajpur-Keonjhar railway station, lying on the Kharagpur - Bhubaneshwar railway line, connects the site with the east coast railway network. The Jakhapura junction connects the site to the Jamshedpur - Vishakhapatnam railway line. The airport closest to the site is the Biju Patnaik International Airport (120 km) in Bhubaneswar, which connects it to all major metros and cities including New Delhi and Mumbai. The KNIMZ includes Kalinganagar Industrial Complex (KNIC) which has been developed by IDCO in the Jajpur District of Odisha, known as the Steel Hub of Odisha is being planned to be developed as the KNIMZ. At present KNIC is occupying 60 sq.km of area. Kalinganagar is witnessing an emergence of major national hub for iron and steel based industries. Odisha Industrial Infrastructure Development of Kalinganagar National Investment & Manufacturing Zone (KNIMZ) Development Corporation at Kalinganagar, District Jajpur, Odisha The principal features or highlights of the proposed project are as follows: PROJECT HIGHLIGHTS Location Kalinganagar, District Jajpur, Odisha Its geographical co-ordinates are Latitudes 20°53’39.29”N to 21°03’57.35”N and Longitudes 85°57’29.67”E to 86°05’57.14”E Land Requirement KNIMZ covers an area of 16325 hectares (163.25 sq.km) of land out of which the existing area is 6777 hectares (67.77 sq.km) and the area available for future development shall be 9548 hectares (95.48 sq.km). ➢ Processing Area: 67.33 sq.km (Existing – 30.11 sq.km + Proposed – 37.22 sq.km) (41% of total area) ➢ Non-processing Area: 95.92 sq.km (Existing – 37.66 sq.km + Proposed – 58.26 sq.km) (59% of total area) Connectivity Road • The site is well connected to other regions in Odisha by road and rail. • NH-53 (200) connects the site to the sea port of Paradip (120 km away) towards the east and the industrial town of Angul towards the west, through which it is further connected to Raipur and Rourkela. • Along the south, NH 53 connects the site to the city of Cuttack (85 km) and capital city Bhubaneshwar (110 km) in the south. • NH 215 connects the site to Keonjhar (85 km) in the north, from where it is further connected to Jamshedpur and Kharagpur. Rail • The Jajpur - Keonjhar railway station, lying on the Kharagpur - Bhubaneshwar railway line, connects the site with the east coast railway network. Air • The airport closest to the site is the Biju Patnaik International Airport (120 km) in Bhubaneswar, which connects it to all major metros and cities including New Delhi and Mumbai. Port • Kalinganagar is located at a distance of 120 km from Paradip Port and 160 km from Dhamra Port which are well connected through road and rail. There is proposal to expand the existing road & rail networks. Besides, a number of new road networks along with a new airport, Logistic Hub, Odisha Industrial Infrastructure Development of Kalinganagar National Investment & Manufacturing Zone (KNIMZ) Development Corporation at Kalinganagar, District Jajpur, Odisha Inland water terminal, Bridges etc. shall be developed, the details of which are available in Project Report. Raw water The total water demand for the proposed development in the KNIMZ is requirement & estimated as 304.13 MLD. Fresh water demand is 180.12 MLD and the source balance water demand of 124.01 MLD can be fulfilled from the recycled water. Water from Brahmani river will be made available to meet the requirement of the KNIMZ. Power Peak load demand has been estimated to be around 939.7 MW, which requirement will be required in the Industrial area, Residential area, Commercial / Institutional / Amenities areas, Logistic facilities, lighting load and utilities (WTP, STP, etc.). Air pollution Air pollution control will be strictly followed and adequate air pollution control control measures (like ESPs, bag filters, stacks of adequate height, etc.) shall be adopted to control fugitive and process emissions by all the units in the KNIMZ. Wastewater & Wastewater Solid Waste The respective Industries to be located in the KNIMZ area shall have their Management own Wastewater treatment facilities. The domestic sewage to be generated in the KNIMZ area shall be collected through extensive sewerage system and finally treated in the proposed four (4) numbers of STPs. Solid Waste Total quantity of domestic solid waste generated from industrial, logistics & terminal, domestic, commercial, institutional, green areas, utility areas and street sweeping in the proposed KNIMZ shall be around 333.2 tons/day. The general composition of solid waste from Industries can be both, hazardous and non-hazardous. The characteristic of Industrial solid waste depends upon the type of industries and manufacturing process adopted. Solid wastes in steel plants are essential by-products generated during various processing steps involved in the production of iron and steel. Manpower Employment generation during the operational phase has been estimated to be around 4,00,000 (both direct & indirect).
