The contract is for a period of 12 months, and scheduled to start in the February 2019 timeframe. The Embassy will not pay any additional expenses. The priced proposal shall include breakdown of costs for research activities and resulting lump- sum amount. II) QUALIFICATION REQUIREMENTS For delivery of this program, the contractor must have the following experience/qualifications: Minimum 5 years of experience in conducting research services especially on Vector-Borne Diseases or Biomedical/Clinical Research Minimum 5 years of experience in providing operational support research services to International organizations in Cambodia or internationally. Staffing arrangement to conduct the whole research. IV) PAYMENT TERMS Payment will be made via EFT within 30 days after completion of services and receipt of invoice. 19CB6019Q0004 – Operational Support Services for NIAID/NIH Page 4 of 14 V) DESCRIPTION/SPECIFICATIONS/WORK STATEMENT LABORATORY, INSECTARY AND FIELD OPERATIONAL SUPPORT SERVICES FOR NIAID/NIH IN PHNOM PENH, CAMBODIA 1.0 SCOPE 1.1 The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) requires operations and support services to conduct research on vector-borne diseases in Cambodia as a collaboration with the National Center for Malaria Control, Entomology and Parasitology (CNM) in Phnom Penh, Cambodia and additional remote sites within Cambodia. 2.0 PERFORMANCE BASED WORK STATEMENT 2.1 The contractor shall provide all necessary labor and reimbursement for materials, technical support and administrative services as requested and at the required level of expertise for performance of the task described in this Performance Based Work Statement (PBWS) in support of the overall operational objectives of the NIAID in Phnom Penh, Cambodia. 3.0 BACKGROUND AND LOCATION 3.1 The Laboratory of Malaria and Vector Research (LMVR), Division of Intramural Research (DIR), NIAID established a collaboration with CNM in Phnom Penh, Cambodia in 2005. This partnership led to the establishment of the Malaria and Vector Research Laboratory (MVRL) and insectary at the CNM, as well as an established field site in Chbar Mon, Kampong Speu Province. LMVR is involved in research on all aspects of dengue, malaria and other vectors and vector-borne diseases. This work is encompassed in clinical, entomological and laboratory studies based in Cambodia. Clinical studies are being conducted at the referral hospital in Chbar Mon, Kampong Speu and entomological collection studies are being conducted in surrounding areas. Laboratory experiments are being conducted at the MVRL in CNM, and entomological investigations are conducted at the insectary in CNM. NIAID investigators work closely with Cambodian investigators both in training and execution of the research objectives. Additional studies on vector-borne diseases may become operational during the life of this contract. To conduct this research in Cambodia, NIAID requires the support services described herein. 3.2 Work shall be performed at the following locations: a) MVRL laboratory and insectary at the CNM located in Phnom Penh, Cambodia. b) Referral hospital in Chbar Mon, Kampong Speu, Cambodia c) Collaborating institutes such as Institut Pasteur or National Institute of Public Health 4.0 SCOPE OF WORK 4.1 NIAID will conduct clinical and biomedical research of vector-borne diseases in Cambodia. The contractor will manage the contracts and financial support for the staff necessary to carry out this research. 4.2 The scope of services required within this requirement are divided into two major categories: Laboratory Operational Support Services and Field Operational Support Services. 4.3 Laboratory Operational Support Services 19CB6019Q0004 – Operational Support Services for NIAID/NIH Page 5 of 14 Within the Laboratory Operational Support Services requirements, NIAID requires the expertise to operate an advanced laboratory that utilizes cutting-edge techniques in molecular biology, immunology and tissue culture. The contractor shall provide support services to employ staff and provide reimbursement for services for laboratory equipment usage, laboratory maintenance, capacity building, and associated travel and administrative support.

Polhemus Previous collections of aquatic Heteroptera from Cambodia have been limited, and the biota of the country has remained essentially undocumented until the past several years. Recent surveys of aquatic Heteroptera in the Cardamom Mountains and adjacent Kirirom and Bokor plateaus of southwestern Cambodia, coupled with previous literature records, demonstrate that 11 families, 35 genera, and 68 species of water bugs occur in this area. These collections include 13 genus records and 37 species records newly listed for the country of Cambodia. The following four new species are described based on these recent surveys: Amemboa cambodiana n. sp. (Gerridae); Microvelia penglyi n. sp., Microvelia setifera n. sp. and Microvelia bokor n. sp. (all Veliidae). Based on an updated checklist provided herein, the aquatic Heteroptera biota of Cambodia as currently known consists of 78 species, and has an endemism rate of 7.7%, although these numbers should be considered provisional pending further sampling. We are going into our third year of this project and now have about 250 congregations in Cambodia with a strong movement in progress and churches being planted each quarter. Since 2016 we have planted more than 150 congregations. New Life categorizes churches into four categories: 1. Evangelistic Outreaches. These are locations where we are just reaching out to. They usually meet in a house and have a few people gathering to hear the Gospel. Our evangelist may be visiting house to house and there is no formal church meeting. 2. House Church. A house church is usually in a village with a bi-vocational pastor and anywhere from 10-30 people. There are weekly believers’ meetings and small evangelistic events. 3. Mature Village Church. If the house church grows and the pastor shows himself capable of planting more house churches or they consistently run out of room, we will help the church build a shelter which seats up to 50 or more. If they continue to grow we try to find them land and help them construct a building. A Mature Village Church will usually have a building and full ministries, including more church planting.

Likewise, secondary cities of Cambodia are rapidly emerging while the capital is the largest city with a population of more than two million. Improving urban sustainability is, therefore, necessary for the world, as well as Cambodia. Thus, Cambodia has launched clean city standard indicators, proposed sectoral green city indicators, and adapted one target of global sustainable development goal 11 (UN SDG 11), to improve its urban quality and sustainability. However, using these indicators is not sufficient towards achieving urban sustainability because these indicators are limited in social and economic dimensions. Hence, this study aims to develop all dimensional indicators of sustainability based on all targets of UN SDG 11 with the above indicators. This study focused on the priorities of indicators in Cambodia verified and prioritized by Delphi and analytic hierarchy process (AHP) techniques. Then, a priority-based urban sustainability index for Cambodia was formed based on the concept of sustainability in developing countries. Finally, the standard scores were applied to comparatively assess the sustainability of capital and emerging secondary cities of Cambodia based on the 2018 Commune Database.

The OFW is an important part of GSID’s curriculum, designed to provide students with exposure to “real world” development issues in rural areas of a developing country and an opportunity to develop field-based research skills in a group setting. Each year, GSID carries out the OFW in a developing country in Asia in cooperation with a GSID local partner university. This year, the Royal University of Phnom Penh (RUPP) kindly accepted to host the OFW, adding to the past successful collaborations in 2005, 2006, 2007, 2012 and 2013. Building on many years of cherished relationships between the two universities, the OFW 2014 was managed smoothly and it contributed to further strengthening GSID’s ties for academic exchange and collaboration with this prestigious university in Cambodia. Considering the relevance of topics to Kampong Speu’s local developmental context, we divided 25 graduate students into four thematic working groups: Microfinance (WG1), Local Governance (WG2), English Education (WG3), and Community Development (WG4), to study and observe various dimensions of rural development in that area in a holistic manner.
