This means a shift from simply managing the crisis, to focusing more on prevention, keeping families intact, and helping those who are homeless (or at imminent risk) find their way back into stable housing with necessary supports to enable them to maintain and sustain their housing, participate in school, and foster health and wellness. This shift in approach calls for a change in policy Prior to 2015, the national organizations in and practice that will require policymakers and Canada that focus on housing and homelessness practitioners to think about and do their work partnered on a number of important initiatives differently. The results are staggering and point to the study participants need to prevent young people from ever experiencing homelessness. Importantly, the research also revealed that a high percentage of homeless youth report being tested for a learning disability (50%) or ADHD (41%). Such learning disabilities are amongst the most significant factors contributing to school disengagement for those who have dropped out. A hopeful statistic is that of those young people that dropped out, 73.9% would like to return to school at some time. Given these shocking statistics, much of our work as a coalition is focused on supporting communities and all levels of government to work across the systems that drive young people into homelessness to develop comprehensive ‘community’ or ‘systems’ plans that focus on prevention and Housing First for Youth. That means either preventing young people from becoming homeless in the first place, or if they do, because bad things will always happen, getting them stably housed with all the supports they need to thrive and prevent them from ever becoming homeless again. 5 The Roadmap for the Prevention of Youth Homelessness It’s important to stress the Collective Impact approach to working across the systems that drive young people into homelessness, as for far too long we’ve asked the service provider community to bear the full weight of this crisis. As communities and orders of government begin to make the shift to prevention, we must be open to making mistakes and then learning from those mistakes so we can evolve the work and ensure the best possible outcomes for young people and their families. This means we must let the outcomes we seek drive the service models, and continue to learn, adapt, grow, and repeat. Most of all, we must be bold in order to ensure that every young person in Canada gets what you and I would want for our own children – safety, stability, and all the supports they need to thrive. The type of legislation regarding homelessness in a country seems to correlate with the severity of its homelessness problem. The highly-variative approaches taken by each country when passing their legislation can be roughly divided into two categories: aid-based laws and criminalization laws. Analyzing how these homelessness laws affect the homeless community in each country can be an important step in understanding what can truly lead to finding the “cure” for homelessness rather than just applying temporary fixes. I. Introduction to the Homelessness Problem Homelessness is not a new issue, but it is a current, and pressing issue.2 In fact, it is estimated that at least 150 million individuals are homeless.3 That is about two percent of the population on Earth.4 Furthermore, an even larger 1.6 billion individuals may be living without adequate housing.5 While these statistics are startling, the actual number of individuals living without a home could be even larger because these are just the reported and observable numbers.

It discusses the life events and processes that often trigger, protect against and predict the likelihood of someone becoming homeless (and/or roofless). It argues, that people’s routes into homelessness are complex, multiple and interlinked and are the result of biographical, structural and behavioural factors. This complexity increases with the age of the individual and the duration of their rooflessness. The thesis explores the homeless culture as a counter-culture created through people being pushed out of mainstream society. It argues, that what happened to people in the past, created the nature of the homeless culture. Furthermore it is argued that any serious attempt at resettling long-term rough sleepers needs to consider what it is that the homeless culture offers and whether or how this can be replicated within housed society.

Eoin O’Sullivan School of Social Work and Social Policy, Trinity College Dublin >> Abstract_In 2013, the Irish Government launched a plan to end long term homelessness and the need to sleep rough in Ireland by the end of 2016. This ambitious target will not be achieved, and indeed, the extent of homelessness, particularly family homelessness, is at unprecedented levels. This paper attempts to explain why homelessness, particularly long-term homelessness, has increased rather than decreased in Ireland over the period 2013 and 2016. The paper provides an overview of the evolution of homelessness policy in Ireland, with a focus on the period from 2013 to 2016. The various initiatives and recalibrations of policy over the period are examined in detail, as are trends in the extent and dynamics of homelessness. The reference was to the Homeless Agency’s vision, and the comment was made in a way that suggested that the vision had been developed by rather naïve soft-headed idealists who didn’t understand the ways of the world. And last week wasn’t the first time I’d heard it said. But the Homeless Agency’s vision doesn’t say that homelessness will be eliminated by 2010! What it does say is, ‘that by 2010 long term homelessness and the need for people to sleep rough will be eliminated in Dublin’. Which is quite a different kettle of fish. The Review of the Implementation of the Government’s Integrated and Preventative Strategies which was published earlier this year looks at some of the CornerStone issues that need to be tackled if the real vision is to be realised. In the last issue of CornerStone, Housing Minister Noel Ahern said that the government accepted the ‘broad thrust’ of the review’s recommendations. So for this issue CornerStone asked EDITOR Simon Brooke five experts to tell us what they thought of the recommendations, and in the main ADVISORY GROUP they give it a thumbs up, although with varying degrees of enthusiasm.
