(2) The Minister of Parliamentary Reforms and Mass Media presented the— (i) Order made by the Minister of Finance under Section 3 of the Excise (Special Provisions) Act, No. 13 of 1989, relating to excise duty and published in the Gazette Extraordinary No. 1980/41 of 19th August 2016; and (ii) Order made by the Minister of Finance under Section 3 of the Excise (Special Provisions) Act, No. 13 of 1989, relating to excise duty and published in the Gazette Extraordinary No. 1980/42 of 19th August 2016. and moved that these Orders be referred to the Committee on Public Finance. No. 110 (3) The Minister of Parliamentary Reforms and Mass Media presented the Annual Performance Report of the Department of Cultural Affairs for the year 2015 and moved that this report be referred to the Sectoral Oversight Committee on Youth, Sports, Arts and Heritage.

(4) The Minister of Parliamentary Reforms and Mass Media presented the Annual Report & Accounts of the National Aquatic Resources Research and Development Agency of Sri Lanka for the year 2014 and moved that this report be referred to the Sectoral Oversight Committee on Sustainable Development and Environment and Natural Resources.

(5) The Minister of Parliamentary Reforms and Mass Media presented the Regulation made by the Minister of Justice with the concurrence of the Chief Justice, under Section 61 of the Judicature Act, No. 2 of 1978 read with Section 60 of that Act and published in Gazette Extraordinary No. 1967/7 of 16th May 2016 and moved that this regulation be referred to the Sectoral Oversight Committee on Legal Affairs (anti corruption) and Media.

"Amendment of 2. Section 2 of the Appropriation Act, No. 16 of 2015 (hereinafter section 2 of Act, referred to as the "principal enactment") is hereby amended by the repeal No.16 of 2015 of paragraph (b) of subsection (1) and the substitution therefor of the following:-
"(b) from the borrowings made in the financial year 2016 which are hereby authorized in terms of relevant laws for moneys to be raised whether in or outside Sri Lanka, for and on behalf of the government: provided that, the balance outstanding of such borrowings at any given time during the financial year 2016 or at the end of the financial year 2016 shall not exceed rupees one thousand six hundred ninety nine billion and the details of such borrowings shall be incorporated in the Final Budget Position Report which is required to be tabled in Parliament under section 13 of the Fiscal Management (Responsibility) Act, No.3 of 2003.”;
