Action to buy the mower and use the roads and streets maintenance funds to pay for it. Action to change the FY 2022 preliminary budget to increase the rodeo grant income to $60,000, ($10,000 for repairs of old bleachers) increase queen contest to $2,300, increase water capital outlay to $23,000 and present this budget for approval in public hearing on June 2, 2021. Action to adopt Ordinance 2021-14 Opening Ceremony Policy. Dan will provide the Hardman’s meter reading to the clerk and to Delora. Mayor Weston will talk to McKay Willis about the agreements on ownership and use of space in the town and county buildings and Eldon will talk to Bill Shupe. Action to turn the Dot Bar contract over to the attorney and see if we can work out an agreement; plans were made to have an agreement in place and meet up there in person before we move forward. Laketown Town Council Laketown, Utah May 5, 2021 Minutes of the meeting of the Laketown Town Council convened in regular session on Wednesday, May 5, 2021 at 7:00 p.m. with Mayor Burdette Weston, Councilmembers Gary Ogilvie, Eldon Robinson, Dallas Clark, and Delora Wight and Clerk Amber Droesbeke in the Laketown Town Office located at 10 North 200 East Laketown, Utah. Mayor Burdette Weston conducting. Those present on the field trip and in the room: Planning and Zoning Commission Chair Duane Robinson, Brian Menasco, Jon Lee, Rich County Commissioner, Dan Stringham. Sim Weston, Rich County Commissioner arrived at 10 p.m. 7:00 p.m. Mayor Burdette Weston welcomed those present. OPENING CEREMONY: Rajan Zed, President, Universal Society of Hinduism offered an invocation and Councilmember Clark led the audience in a pledge. ACTION. Motion by Councilmember Wight seconded by Councilmember Robinson to approve the agenda with the addition of the state road shed, mower and internet tower. Motion carried unanimously. ACTION. Motion by Councilmember Clark seconded by Councilmember Ogilvie to add town website to the agenda. Motion carried unanimously. Meeting Minutes. Motion by Councilmember Ogilvie seconded by Councilmember Clark to approve the prior meeting minutes for April 7, 2021, and April 13, 2021 work meeting minutes. Motion carried unanimously. Eldon said he does not check email daily but does check his text messages. Delora said she checks her email once a week. FY 2022 Preliminary Budget The FY 2022 Preliminary Budget was reviewed and discussed. FY 2021 dues and memberships need to increase by $130 to cover the increase in ULCT membership dues. The drive line broke on the mower and Mayor Weston researched replacement. ACTION. Motion by Councilmember Clark seconded by Councilmember Robison to buy the mower and use the roads and streets maintenance funds to pay for it. Motion carried unanimously. Eldon said we should advertise the tractor for sale and look at purchasing a box scraper later. Dallas said rocks would fly and hit him in the back on this one so he wants to get a rock guard or Page 2 | 13 LAKETOWN TOWN COUNCIL MINUTES ~ LAKETOWN, UTAH ~ MAY 5, 2021 chain to protect the glass on the back of the tractor. Eldon is going to Logan tomorrow and will look and take photos to share if he finds something. Mayor Weston asked Dallas and Eldon to make sure it is what we need. Mayor Weston will look for a saddle for the queen contest. Delora asked if we need to loop the water line at all and a discussion took place reviewing the previous decision to loop the water line and the reasoning behind the decision including increasing pressure consistency and circulating the chlorine with the elimination of the dead- end line. Dan said the UDOT shed is asking for fire flow and wants to change their plans. Discussion of the increased pricing on pipes took place. ACTION. ACTION ITEMS PUBLIC HEARING – Ordinance 2021-14 1-6-4H Opening Ceremony Policy – An ordinance of Laketown amending the Administration of Laketown code to add paragraph H establishing opening ceremony policy. Mayor Weston opened the public hearing. Councilmember Wight read the ordinance aloud. Dallas asked about changing the word held to conducted digitally. Discussion of public meetings and opening them to the public through digital technology took place. Mayor Weston closed the public hearing. ACTION. Motion by Councilmember Robinson seconded by Councilmember Ogilvie to adopt Ordinance 2021-14 Opening Ceremony Policy. Motion carried unanimously. PUBLIC HEARING – Ordinance 2021-03 1-13 Reporting Fraud and Abuse Policy – An ordinance of Laketown amending the Administration of Laketown code by adding Chapter 13 reporting fraud or abuse policy. Mayor Weston opened the public hearing and said our attorney recommended a change for this ordinance and Councilmember Wight read the recommendation aloud. It was added to the ordinance at 1D. Discussion took place. The council decided to ask our attorney for further clarification before adopting the ordinance. Mayor Weston closed the public hearing. Page 3 | 13 LAKETOWN TOWN COUNCIL MINUTES ~ LAKETOWN, UTAH ~ MAY 5, 2021 Town Website – Councilmember Dallas Clark Dallas introduced Brian Menasco who works professionally designing websites. Dallas spoke with Brian about making our website easy to use both on our end and for the user. Brian said he looked at our website and from what he can see it looks fine. He asked what the town wants and what pain points they are facing with the website to understand what he can do to help and asked about adding or editing content. Dallas asked from the office side, what issues the clerk has using the website. The clerk said the website is easy to use as it is a simple product. Dallas asked if we can improve the product in any way. He does not go to the website at all. Eldon said he uses the website quite a bit, and with the town code posted there, he looks at it often. Today he found information on a water reconnect in the code. He thinks it is fine. He was interested to know how many people look at the website. The clerk pulled up the data and reported 190 views in the past 30 days. Eldon said if it is easy to update, he thinks it is fine. Brian said if any future consultation is needed, he is available. Jon Lee asked about accepting online payments. Dallas said it is an area we have looked at and have not solved yet. Jon described the online bill pay he utilizes for his business. Dallas asked how he handles the fees. Jon described the options they provide and said if a business can eat the 3% fee it could be worth it if it balances out with the administration costs. Eldon said we need to get the queen contest information updated as soon as possible. Mayor Weston asked if our new bookkeeping software will accept online payments. COUNCIL BUSINESS Planning and Zoning Commission Meeting Report – Planning and Zoning Chair Duane Robinson Tyler Carlson is building a 42’ x 70’ covered sports court at his home on Last Chance Hill, the same design as the covered sports court that was proposed at the Frampton’s. The plans were displayed for the town council. Curtis Christensen is the contractor. Scott and Tracy Horsley came in for a 40’ x 50’ shed, similar to what they had on their lot they sold. Setbacks are well within requirements. Duane said that both were recommended for approval. The Marshall Family wants to bring in a pre-built shed on their lot next to the Cozy Café, across from Dee’s. Mayor Weston asked if it is in addition to the building there. Duane said it is in addition to the garage and will be behind the garage on the north property line. They said they would move the building if the neighboring property owner is unhappy with where it is located and note saying this was written. Mayor Weston asked if we told the property owner of the storage unit property, they have to leave a 30-foot set back from the future road.

PUCHER (German FALCON CREST Fan Club) When I met story editor Lisa Seidman in December 2016 in Los Angeles, not only did she provide me with a number of Falcon Crest production documents for further research, but also suggested putting me in contact with a dear friend of hers — Donna Goldberg, who worked for the series also. I was thrilled with the idea because it is always interesting to talk to as many staff and crew members as possible since everyone has a different perspective on having worked on the show. It did not take long until Lisa fulfilled her promise, and I received an e-mail from Donna. From the very beginning, I felt it would be a straightforward conversation, and I was not disappointed because it turned out to be a very pleasant and insightful chat. Getting to Work at Lorimar “How did you land your job on Falcon Crest,” I began our interview, “and did you work for Lorimar Productions before you came to the show?” Donna explained: “I moved out to LA in July of 1983 from New York and immediately got a job at the Agency for Performing Arts, where I met a woman who is still one of my closest friends. In June of 1985 I was unemployed. Jeff Freilich called my friend looking for a recommendation for someone he was considering hiring as his assistant. My friend told him that person was not right for the job but she knew someone who was — me.

Joanne Brough’s answers are in bold print. I have a few questions on your Falcon Crest years. You have a worthy goal and I will try to help. How did you enjoy working on the Falcon Crest set? I loved working on the Falcon Crest set. We were like a family. How did you like filming on location in the Napa Valley? I also loved filming on location in the Napa Valley each year, a very beautiful place with wonderful restaurants. Joanne Brough, one of Lorimar’s core staff members, today. Are you still in contact with anyone from the cast & crew? I am mostly in contact with Jane Wyman, but I no longer live in Hollywood. I have semi retired and teach at a Midwest college part time. Who were you favorite cast members to work with? I liked all the cast members, they were all friendly and professional. I probably had more personal contact with Jane Wyman and David Selby. What was your most memorable scene? The most memorable scene was when Melissa burned down Falcon Crest. A close second was when Maggie’s car drove into San Francisco Bay and Chase rescued her and their baby. What was your favorite storyline? I did not have a favorite storyline. Many were fun to develop and produce. You were given credit as executive program supervisor during the show’s earlier years, as executive producer of seasons 6 through 8 and as consulting producer for season 9.

    WHEN JOHN-BOY LEARNED SIGN LANGUAGE: HISTORY AND DISABILITY ON WALTON’S MOUNTAIN HALEY GIENOW-MCCONNELL A DISSERTATION SUBMITTED TO THE FACULTY OF GRADUATE STUDIES IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY GRADUATE PROGRAM IN HISTORY YORK UNIVERSITY TORONTO, ONTARIO MAY 2019 © Haley Gienow-McConnell, 2019 ii Abstract This dissertation examines CBS Television’s historically-based drama The Waltons (1972- 1981) as a case study in disability and American cultural history. Produced throughout the 1970s and the very early 1980s, but set in the 1930s and 1940s, The Waltons affords a unique opportunity to view disability through a layered lens—that is through the historical veneer of the Great Depression and World War Two in which the show was set, as well as through the ideological and material circumstances of the 1970s during which the series was produced. The series was not explicitly about disability, but depicted it often, and in a variety of ways with varying results. Relying on oral research with key figures in The Waltons production history, as well as on the show itself as text, I unearthed the story of how and why, under unique cultural circumstances and at the hands of certain groups of people, specific ideas and images about disability filled television screens. These discoveries enlightened me to the fact that, in addition to images and ideas expressed in a visual medium such as television, the circumstances leading to the production of said images and ideas are significant considerations for analysis. This dissertation argues that to properly understand the history of disability on screen and to effectively mitigate its stigmatizing legacy, scholars must look beyond the images of disability that have long graced television screens and consider the people and production processes that brought them to light.
